On February 8, 2025, Prime Minister Pham Minh Chinh chaired a working session with the Standing Committee of the Quang Nam Provincial Party Committee on the results of the implementation of socio-economic development tasks in 2024, directions and tasks in 2025 and a number of proposals and recommendations. Attending the working session were Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Tran Hong Minh and leaders of the following ministries and agencies: National Defense, Finance, Construction, Industry and Trade, Natural Resources and Environment, Agriculture and Rural Development, Education and Training, Culture, Sports and Tourism, Health, Labor - Invalids and Social Affairs, and the Government Office.
After listening to the report and proposals and recommendations of the People's Committee of Quang Nam province; opinions of leaders of ministries and agencies at the working session, Prime Minister Pham Minh Chinh concluded as follows:
I. GENERAL ASSESSMENT
Quang Nam province has an important strategic position, abundant resources with many distinct potentials, outstanding opportunities and competitive advantages; converging all favorable, unique, specific conditions and much room for rapid and sustainable socio-economic development. Quang Nam is a land of "geomancy and talented people", rich in historical, cultural, revolutionary traditions, bravery, resilience, leading the cause of fighting and defending the Fatherland through the ages.
In 2024, the socio-economic situation of Quang Nam province has many bright and positive points. GRDP economic growth reached 7.1% (decreased by 8.25% in 2023); the economic structure has shifted positively (the proportion of industry - construction and services accounts for 68.3%). Total budget revenue in the area in 2024 reached 27.6 trillion VND, an increase of 10.1% compared to 2023. Tourism continues to recover and develop (in 2024, it attracted 8 million visitors, including 5.5 million international visitors, accounting for nearly 31.3% of international visitors to Vietnam). Social security is ensured; people's lives are improved; the movement to eliminate temporary and dilapidated houses is actively implemented with creative methods. The fields of culture, education, health, labor, etc. are focused. Political security, social order and safety are maintained. The work of building the Party and the political system has been strengthened and implemented with high determination and great efforts; the leadership capacity of Party committees and the direction and administration of authorities at all levels have been improved.
In the first month of 2025, Quang Nam province continued to achieve positive results in many areas. The province has organized and taken good care of the people during Tet; prepared well the conditions to serve the people to enjoy Spring and celebrate Tet in a joyful, healthy, safe, economical spirit, everyone, every family has Tet. Continue to attract good tourists during the Tet At Ty 2025 (up 30% over the same period in 2024).
However, despite achieving important results in 2024 and in recent years, Quang Nam province continues to face limitations, difficulties and challenges such as: The scale and speed of economic development are not commensurate with the potential and advantages and are not really sustainable; the exploitation of different potentials, outstanding opportunities and competitive advantages is still limited; the infrastructure system is relatively synchronous but not complete; there is a shortage of high-quality human resources; disbursement of public investment capital is still slow; indicators: provincial competitiveness, administrative reform, governance and public administration efficiency at the provincial level are slow to improve, continuing to be in the group of low-ranking localities; the socio-economic situation and people's lives in the western mountainous districts still face many difficulties; Officials and civil servants working in Quang Nam have not yet truly settled down, attached to the land and people... In addition, the implementation of the Prime Minister's conclusions in Notice No. 135/TB-VPCP dated May 6, 2022 by ministries, agencies and Quang Nam province is still slow and does not meet requirements.
From the successes, shortcomings and limitations in the past, the following lessons can be drawn: (i) In leadership, direction and operation, it is necessary to grasp the situation firmly, have quick, timely and effective policy responses to the domestic and international situation; closely follow reality, respect objective reality, take reality as a measure; (ii) It is necessary to have a clearer awareness of the role, position, distinct potential, outstanding opportunities and competitive advantages of Quang Nam province; (iii) There must be breakthrough thinking, strategic vision, foresight, deep thinking and great action; the assignment must be clear to people, clear to work, clear to responsibilities, clear to time, clear to products; (iv) Thinking must be mature, ideology must be clear, determination must be high, efforts must be great, actions must be drastic, focused, key points, each task must be completed, only discuss and do, do not discuss back; (v) Solidarity, unity, attachment to the land and people to contribute, work, serve and be determined to build a prosperous and beautiful homeland of Quang Nam; (vi) Correcting discipline and administrative discipline; improving the investment and business environment, taking people and enterprises as the center and subject in service; innovating in social security work, hunger eradication, poverty reduction, environmental protection, and resource mobilization; (vii) Strengthening decentralization, delegation of authority, individualizing responsibilities along with resource allocation, improving implementation capacity and strengthening inspection and supervision; (viii) Strengthening the work of building a clean and strong Party, improving the leadership capacity and fighting strength of Party organizations and Party members, especially at the grassroots level; all leadership and direction decisions must be directed towards the people and the grassroots level.
II. DIRECTIONS, TASKS AND SOLUTIONS IN THE COMING TIME
1. Thoroughly grasp and fully and effectively implement the Resolution of the 13th National Party Congress, Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo; resolutions, conclusions and directives of the Central Committee, the Politburo, the Secretariat; Resolution of the 10th Conference of the 13th Party Central Committee, Resolution of the 22nd Provincial Party Congress... Correctly apply and implement the Party's guidelines and policies, the State's policies and laws and the direction and administration of the Government and the Prime Minister.
2. Review and evaluate the implementation of targets and tasks according to the Resolution of the 13th National Party Congress and the Resolution of the 22nd Provincial Party Congress; on that basis, propose plans and solutions for implementation and make efforts to complete them at the highest level.
Well implement Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, focusing on building a contingent of cadres; well organize Party Congresses at all levels.
3. Develop specific programs, plans and solutions to achieve the growth target of 10% in 2025. Focus on maintaining and renewing traditional growth drivers (investment, consumption, export); at the same time promote and create breakthroughs for new growth drivers (science and technology development, innovation; artificial intelligence; digital transformation; green transformation; development of circular economy, knowledge economy, sharing economy; emerging economic sectors such as chip manufacturing, semiconductors; cultural industry, entertainment industry...).
4. Urgently complete the arrangement and streamlining of the apparatus in February to ensure normal operation from March 2025. Effectively implement Decrees No. 177/2024/ND-CP, No. 178/2024/ND-CP, No. 179/2024/ND-CP dated December 31, 2024 of the Government, along with improving the quality of civil servants and public employees, including going to the grassroots.
5. Restructuring the economy towards services and industry, taking science, technology, innovation and creativity in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Project 06 of the Prime Minister as the foundation for promotion; urgently building a large database of the province and its sectors.
6. Continue to implement three strategic breakthroughs, focusing on reviewing institutional problems and promptly reporting to ministries and central agencies for consideration and handling; focus on investing in completing strategic infrastructure (transportation infrastructure; healthcare and education infrastructure; social infrastructure; sports infrastructure...).
7. Review the way to mobilize resources according to the motto that resources originate from thinking, motivation originates from innovation and creativity, and strength originates from the People and businesses. Effectively mobilize resources for key projects and strategic infrastructure; increase revenue, save expenditure, expand revenue base, especially food and beverage services, accommodation, and e-commerce.
8. Focus on eliminating temporary and dilapidated houses as initiated by the Prime Minister, pay attention to the construction of social housing; effectively carry out the work of hunger eradication, poverty reduction, and ensuring social security for people and ethnic minorities in remote, border, and island areas.
9. Focus on and ensure harmonious development between economy, culture and society; attach importance to environmental protection, promote investment attraction for rapid but sustainable development; focus on green development and take advantage of solar energy.
10. Maintain political stability, social order and security, further promote the spirit of solidarity and unity; build a clean and strong Party and political system, enhance the leadership capacity and fighting strength of Party organizations and Party members, associated with organizing Party Congresses at all levels.
11. Ministries and sectors, according to their assigned functions, tasks and powers, must join hands and help each other to resolve difficulties and obstacles and promote the potential and strengths of Quang Nam province according to the motto of saying what is said is done, committing to what is done is done; handling work in the spirit of not saying no, not saying difficult, not saying yes but not doing it and must have an output for the recommendations and proposals of the Province, and must have a specific deadline for handling.
III. ON THE PROPOSALS AND RECOMMENDATIONS OF QUANG NAM PROVINCE
1. Regarding the Project to preserve and promote the world heritage value of Hoi An ancient town:
The Ministry of Culture, Sports and Tourism, the People's Committee of Quang Nam province and relevant ministries and agencies urgently implement the direction of Deputy Prime Minister Le Thanh Long in Official Dispatch No. 976/VPCP-KGVX dated February 8, 2025 of the Government Office on organizing appraisal and completing the dossier, submitting to the Prime Minister for approval of the Project in February 2025.
2. Regarding investment and exploitation of Chu Lai Airport:
- Quang Nam Provincial People's Committee: (i) Urgently and proactively implement the investment and exploitation of Chu Lai Airport according to its authority; (ii) Take the lead in coordinating with the Ministries of National Defense, Natural Resources and Environment, and Finance to review and resolve the handover of land area for socio-economic development to Quang Nam province in February 2025; (iii) Call for investment in the exploitation of Chu Lai Airport according to the planning and orientation for the formation of an economic ecosystem and airport urban area; (iv) Strive to complete investment procedures in the first 6 months of 2025 and complete the construction of the airport within 2 years.
- The Ministry of Transport urgently directs the completion of the Chu Lai Airport Planning for the 2021-2030 period, with a vision to 2050, and approves it according to its authority in the second quarter of 2025.
- The Ministry of Transport, the Ministry of National Defense and relevant ministries and agencies closely coordinate and support Quang Nam province in the implementation process. Assign Deputy Prime Minister Tran Hong Ha to directly direct and resolve difficulties and obstacles in the process of investing and exploiting Chu Lai Airport.
3. Regarding investment in Cua Lo waterway and Chu Lai container logistics center:
- The Ministry of Transport urgently directs the establishment and approval of the detailed planning of land and seaport waters for the 2021-2030 period, with a vision to 2050, within the first quarter of 2025.
Quang Nam Provincial People's Committee: (i) Closely coordinate with the Ministry of Transport in the process of planning and implementing project investment preparation work at the same time as the process of preparing and approving the Detailed Plan for the development of land and seaport waters for the period 2021 - 2030, with a vision to 2050 to speed up the implementation progress; (ii) Proactively call for investment in Cua Lo channel and Chu Lai Container Logistics Center according to the planning and regulations of law; strive to complete the project before June 2027.
4. Regarding investment in upgrading and renovating National Highways 14D and 14B:
- The Ministry of Finance urgently reports to the Government the plan to allocate increased revenue and save central budget expenditures in 2024 in February 2025 to report to competent authorities, including investment projects to upgrade and expand National Highways 14D and 14B.
- The Ministry of Transport shall preside over and coordinate with the People's Committee of Quang Nam province, based on the provisions of the Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, to unify the national highway management agency and implement the project before February 28, 2025, following the principle of ensuring compliance with the provisions of law on decentralization of road management and creating the most favorable conditions to accelerate the project implementation progress; strive to complete the projects in 2026.
5. Regarding the adjustment of the Danang University Urban Area Planning:
The Ministry of Education and Training shall preside over and coordinate with Da Nang University, the People's Committee of Quang Nam province and relevant ministries and agencies to study the recommendations of Quang Nam province and consider and propose appropriate and feasible solutions; report to the Prime Minister in the first quarter of 2025.
6. Regarding the construction of a project portfolio to attract strategic investors in the socialized development of Chu Lai airport and Quang Nam seaport:
The Ministry of Planning and Investment is assigned to preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to study the recommendations of Quang Nam province in the process of implementing the review task to expand the scope, subjects, and areas of application of a number of pilot and specific mechanisms and policies that have been permitted by the National Assembly to be applied in 10 localities according to Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee.
7. Regarding decentralization and authorization to the Management Board of Economic Zones - Industrial Parks of the province:
The Ministry of Planning and Investment is assigned to preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to study the recommendations of Quang Nam province and guide the province to implement according to regulations in the first quarter of 2025.
8. Regarding removing difficulties for projects with violations through inspection, examination and audit:
Quang Nam province urgently directs the review of projects with difficulties and problems according to the provisions of the Plan for implementing the Politburo's Conclusion on the Project "Plan to remove difficulties and problems related to projects and land in the Conclusions of Inspection, Examination, and Judgments in a number of provinces and cities (issued together with Decision No. 93/QD-TTg dated September 12, 2024 of the Prime Minister) and Official Dispatch No. 13/CD-TTg dated February 8, 2025 of the Prime Minister on urgently reviewing and fully reporting investment projects with difficulties, problems, and long-term backlogs to promptly remove and immediately implement the projects.
The Government Office informs the People's Committee of Quang Nam province and relevant ministries and agencies to know and implement./.
