The project to upgrade and expand National Highway 13, from Binh Trieu Bridge to Vinh Binh Bridge, Thu Duc City, Ho Chi Minh City is one of four BOT projects implemented under Resolution 98 in Ho Chi Minh City.

The project to upgrade and expand National Highway 13 has a total investment of about 21,724 billion VND (including interest). Of which, state capital is more than 14,700 billion VND (accounting for 68%), mobilized capital is about 7,017 billion VND (accounting for 32%).

The existing National Highway 13 is quite narrow and often congested, making traffic difficult, especially during rush hour.

In terms of scale, 6.3km of National Highway 13 will be upgraded and expanded to 10 lanes, 60m wide (with a speed of 80km/h on the main route), with trees planted, technical infrastructure along the route...

In addition, building a 3.2km long elevated road (viaduct) with 4 lanes and parallel roads on both sides (60km/h) helps separate traffic flows and limit conflicts with cross-roads.

The project has 10 intersections, including 2 grade-separated intersections (Binh Loi intersection, Binh Trieu intersection) and 8 level-separated intersections (National Highway 13 - Kha Van Can intersection, National Highway 13 - existing railway intersection, National Highway 13 - Road No. 5 intersection, National Highway 13 - Road No. 3 intersection, National Highway 13 - Van Phuc residential area intersection, National Highway 13 - Road No. 4 intersection, National Highway 13 - Dinh Thi Thi intersection, National Highway 13 - old National Highway 13 intersection).

The project will be implemented in the period of 2025 - 2028. In particular, it is expected that in the first quarter of 2025, the investment policy will be submitted to the competent authority for approval; in the first to third quarter of 2025, the feasibility study report will be prepared, appraised and approved; in the fourth quarter of 2025, procedures for selecting investors and signing project contracts will be carried out; in the third quarter of 2025 to third quarter of 2026, site clearance will be carried out; from the third quarter of 2026 to 2028, construction will be implemented, completed and put into operation.

The project to upgrade and expand National Highway 13, after completion, is expected to increase the capacity of passenger and cargo traffic; save time and transportation costs, expand the market, reduce traffic congestion and accidents. At the same time, it will become a fast, less interrupted traffic axis, connecting the existing central area with Binh Duong province; forming a radial traffic axis connecting Pham Van Dong route with Ring Road 2, meeting the inter-regional traffic needs of the eastern gateway area of ​​the city with the provinces of the Southeast and the Central Highlands.
