With the ethnic minority population accounting for about 60%, Lac Duong district (Lam Dong province) has focused on taking care of people's lives and introducing jobs to increase their income, including the work of eliminating temporary housing that is receiving attention and focus.
People are excited to escape poverty
Lac Duong District is a district adjacent to Da Lat City, Lam Dong Province. This is a locality with a high proportion of ethnic minorities, accounting for about 60%, therefore, the work of caring for people's lives and developing the economy has received special attention from the local government in recent years.
According to the People's Committee of Lac Duong district, up to now, 100% of poor and near-poor households in the district have enjoyed preferential policies of the State on healthcare, education, housing, preferential credit, vocational training support, job creation, labor export, clean water and sanitation, information, and support for production development and livelihood diversification.
In recent years, the work of eliminating temporary houses for poor and near-poor households has received attention and focus from the Lac Duong district government.
Present in Da Sar commune (Lac Duong district), reporters followed commune officials to solid houses that the government supported poor and near-poor families to build.
With the 3 hard criteria: hard foundation, hard wall, hard roof, many poor and near-poor households in the commune have escaped poverty and have jobs.
At his family's 50 square meter house, built over a year ago from the temporary housing elimination program, Mr. Kră Jăn Ha Lê Niss (village 1, Da Sar commune) said: "In 2024, I received support from the commune government to build a solid house on my family's land. I borrowed an additional 50 million VND to build a house worth a total of 150 million VND. The house is now the home of my family of 4 members.
Not only did we get to build a house, my husband and I were also introduced by the leaders of Da Sar commune to work as workers for a foreign company. Now we have a stable income, have escaped poverty, and hope that in a few years we can save money to buy another small garden. My family is very grateful for the attention of the local government and Lac Duong district."
Mr. Kră Jăn Ha Lê Niss is excited to have escaped poverty after receiving support from the Da Sar commune government to build a house and introduce stable jobs.
Mr. Kră Jăn Ha Lê Niss said that he and his wife are currently working for a foreign company specializing in growing clean vegetables with a total salary of more than 10 million VND. With this amount of money, the couple has money to cover their living expenses, and plans to pay off all the debt they borrowed to build a house by the end of 2025. This also helps the couple escape the situation of working for hire, doing whatever they are asked to do irregularly as before.
Meanwhile, Ms. Lo Mu Ka Jieng (a near-poor household in village 3, Da Sar commune) could not hide her joy when her husband, brothers and relatives were demolishing the wooden house that had been degraded for many years to make room for the construction of a house supported by the government.
According to the plan, in the period of 2024-2025, the whole district of Lac Duong will be supported to build 15 new houses. Of which, 7 houses were allocated in 2024 and have been completed and put into use, and 8 new houses will be built in 2025. It is expected that by the end of May 2025, the above 8 houses will be handed over to people for use.
Ms. Lo Mu Ka Jieng said she was very excited to receive support from Da Sar commune to build a house in early 2025.
"My wife and I's wooden house has deteriorated, and during the rainy season it often leaks and water flows into the house. Thanks to the attention of the local government, in 2025, we were able to build a house about 50 meters to stabilize our lives.
My family is very grateful to the Party and the State for their care and support so that we can have a house to protect us from the sun and rain. Without the support, we don't know when we would have been able to build a house," Ms. Ka Jieng shared.
Focus on eliminating temporary housing
Speaking to reporters, Mr. Cil Ha Mac - Chairman of the Fatherland Front of Da Sar commune said that in 2025, the commune has directed departments and organizations to coordinate with the People's Committees of the villages to conduct statistical reviews to report on the need to build and repair temporary and dilapidated houses in the commune.
During the review process, the whole commune has 5 near-poor households that have degraded and need to be rebuilt. Currently, the Da Sar commune government is focusing on building solid houses for the above 5 households to stabilize their lives and soon escape poverty.
By the end of May 2025, Da Sar commune will hand over 5 houses to poor and near-poor households to stabilize their lives.
Meanwhile, Ms. Nguyen Thi Hue - Head of the Department of Labor, War Invalids and Social Affairs of Lac Duong district (Lam Dong province) said that currently, the multidimensional poverty rate of the whole district is 2.5%. Corresponding to 198 households, of which 21 are poor households (accounting for 0.3%) and 177 are near-poor households (accounting for 2.2%).
The multidimensional poverty rate of ethnic minority households in Lac Duong district is 3.9%, equivalent to 197 households. Of which, the whole district still has 21 poor households (accounting for 0.4%), 176 near-poor households (accounting for 3.5%).
Regarding the work of eliminating temporary houses in Lac Duong district, in the period of 2021-2025, with resources from the state budget, from the source of mobilizing support for poor and near-poor households in housing from the "Fund for the Poor" of the Central, the province, the district, organizations and individuals and from the source of the target program for socio-economic development in ethnic minority areas, 262 houses were built for 262 poor and near-poor households with housing difficulties with a total implementation cost of nearly 16.5 billion VND.
During the 2021-2025 period, Lac Duong district has built 262 houses for poor and near-poor households from various sources of capital.
The houses are built with 3 hard criteria: hard roof, hard walls, hard floor.
According to Ms. Hue, of the 262 houses above, 117 (worth more than 10.5 billion VND) were mobilized from socialized sources. 121 houses were built from the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas. Thereby contributing to ensuring people's lives, including a part of poor and near-poor households that have had access to safe housing, gradually rising out of poverty.
"Over the years, poverty reduction policies have made a very important contribution to the economic and social development of Lac Duong district. Since then, the appearance of rural and mountainous areas has changed positively; economic and social infrastructure has been gradually completed, increasingly meeting the needs of production and people's lives.
The most encouraging thing is that the lives of the poor have gradually improved with increased support for various aspects of shortages, access to information, clean water sources, and the elimination of temporary housing... Preferential credit policies for loans to poor and near-poor households help the poor have capital to invest in production development. The poor are more confident in borrowing capital, and their sense of responsibility and experience in using loans have been improved, Ms. Nguyen Thi Hue commented.
