Covering an area of over 381 hectares with a "million dollar view" along the Cu De River (in Lien Chieu District and Hoa Vang District, Da Nang City), the Quan Nam - Thuy Tu Ecological Urban Area (Golden Hills) project has been abandoned for many years, causing a waste of land resources due to legal problems related to the Government Inspector's Conclusion from 2012. |

The project is invested by Trung Nam Joint Stock Company (Trungnam Land). According to the conclusion of the Government Inspectorate, the project has a series of violations related to land allocation, land lease, and investment licensing that are not in accordance with regulations. Specifically, the People's Committee of Da Nang City has granted an investment registration certificate for the project but has not yet completed the procedures to submit to the Prime Minister for approval according to regulations. However, Da Nang City has granted pink books for hundreds of hectares in the project and Trungnam Land has also sold many villas, townhouses, etc. Up to now, the investor has repeatedly requested the locality to remove obstacles in the project. |

The scene of the project abandoned for many years with a total investment of more than 4,447 billion VND has made many people feel sad. The project has 485 single villas, with an area of 500-1,000m2 and 360 semi-detached villas, with an area of 300-600m2. Currently, most of these villas are under construction and have been abandoned for many years. |

The project was first granted an investment certificate by the People's Committee of Da Nang City in March 2010 with the goal of investing in and building a civilized and modern ecological urban area. However, up to now, a large area of the project is overgrown with trees, a deserted scene, without a single person. |

According to the zoning, the project is divided into 2 phases. In which, phase 1 from 2010-2013, focuses on building and developing land infrastructure, building the rough part of the villas. Phase 2, from 2013-2016, transfers and leases land to develop items according to the planning. Recently, the investor proposed to adjust and update investor information, project name and objectives including: adding the content of building houses for sale or rent, rent-to-own. In addition, Trungnam Land proposed to increase the scale and total investment capital from 4,447 billion VND to 7,648 billion VND. The project implementation progress is also proposed to be adjusted from 2010-2016 to 2023-2029. |

The project is becoming a place for people to graze their cows. It is known that the project adjustment is currently under the authority of the Prime Minister, the People's Committee of Da Nang City has no basis to implement Trungnam Land's proposal. |
