On February 13, the National Assembly discussed in groups the draft Law on Government Organization (amended); the draft Law on Local Government Organization (amended); and the draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the State apparatus.
Speaking at the meeting, Politburo member, Party Central Committee Secretary, Head of the Central Organization Committee Le Minh Hung said that there are a number of issues surrounding the implementation of the policy of streamlining the political system's organizational apparatus with a huge amount of work that we still call a "revolution".
According to Mr. Hung, Resolution 18 was proposed in 2017, all the goals, contents and roadmap are very clear. In the short period of less than 2 months, the implementation of the Resolution has created consensus among cadres, party members and people on the basis of continuing and inheriting previous results. We have implemented with very new ways of doing things, the implementation method has been highly unified from the Central to the local level, so we have achieved the current results.
“Those steps have confirmed that the Central Committee’s decision is very accurate, very correct and based on very complete scientific, political, legal and practical bases,” Mr. Hung said, while analyzing that in the context of the recent implementation period, the requirements were very high, so the Central Committee also determined that it was necessary to face, consider and continue to coordinate to handle difficulties.
According to the Head of the Central Organizing Committee, the National Assembly held this session to continue implementing the contents of perfecting the legal system according to the Central Committee's conclusions. After unifying the organizational structure of the new apparatus of the political system, we must issue full documents, amend and supplement legal regulations to organize implementation, so that the new apparatus can come into operation, ensuring continuity, greater efficiency, better quality and no interruption of work.
Mr. Hung said that when discussing the practical problems that arose, the Central Organizing Committee, the Government, and the Ministry of Home Affairs recognized the problem, but the time to implement the streamlining of the apparatus coincided with the time to prepare personnel for the Party Congresses at all levels, so there were some regulations that were not yet synchronized, which the localities had reported. Through discussions with the Permanent Deputy Prime Minister and the Minister of Home Affairs, Mr. Hung said that these were well-founded recommendations to handle the problems that arose in practice and he had asked the Ministry of Home Affairs to report to the Government Party Committee so that this week it could report to the competent authority for consideration and synchronous handling.
In addition to handling arising issues, localities need to pay attention to streamlining and doing a good job of political and ideological work, mobilization and persuasion, along with having appropriate policies and mechanisms to retain capable, qualified cadres who are dedicated to the common cause.
Regarding the proposal to increase the number of leaders at the district level, Mr. Hung affirmed that we must first implement Directive 35 of the Politburo on Party Congresses at all levels, which includes regulations on the number of Party committees and standing committees at all levels. After streamlining and rearranging the apparatus, the Politburo has revised and supplemented Directive 35 and consulted all Party committees directly under the Central Committee, preparing a step for Party Congresses at all levels, so there have been appropriate revisions and supplements and we must strictly implement them.
Along with that, Conclusion 121 of the Central Executive Committee requires research to continue to reorganize administrative units, reduce intermediate administrative levels in accordance with reality, expand development space, and strengthen local resources.
Mr. Hung also said that the recent Central Conference not only approved the new organizational structure but also set out very high requirements and tasks. Therefore, in terms of quantity, the general model guidance of a number of agencies is not yet complete, the implementation of Resolution 18 is only the first step, there are still a number of tasks that need to be implemented in 2025 and in the next term.
After the new apparatus comes into operation, we will conduct a general review and assessment of whether the functions and tasks prescribed by the new law are operating smoothly and effectively; a general review of the payroll after the arrangement from the Central to the local level, linked to the new functions and tasks of agencies and organizations, linked to the Party Committee, the head of the unit, and assess the capacity and qualifications of the staff, linked to the job position, from which to continue to make new decisions on payroll. Or the Party Committee of the Fatherland Front and the Central mass organizations must lead and direct the continued study of the organization of the apparatus in associations, unions, and press agencies at the Central and local levels.
“Recently, many localities have done a very good job of merging press and radio agencies, and we still have to continue doing many other things. In the future, after the activities of the District Police are terminated, what will happen to the activities of the Court and the Procuracy? This will have to be reported to the competent authority to reorganize the activities of these agencies. The Central Government also requires reviewing and supplementing a series of regulations on recruitment, use, evaluation, and treatment of cadres to suit the requirements and tasks in the new situation,” said Mr. Hung.
After the Party Congress, according to Mr. Hung, other steps will be taken, including reviewing, rearranging, and reorganizing administrative units, merging communes; studying the reorganization and improving the operational efficiency of socio-political organizations and mass organizations assigned by the Party and the State. Among these, there are tasks that require amending Party regulations and State laws and must be carefully and cautiously studied and evaluated to create consensus in implementation, in order to complete the overall model of the political system in the fastest time to operate effectively, efficiently, and effectively, serving the requirements of national development in the new situation.
Meanwhile, according to Minister of Home Affairs Pham Thi Thanh Tra, the drafting of the two draft laws on Government Organization (amended) and Local Government Organization (amended) took place in a very special and urgent context, associated with the arrangement and organization of a streamlined apparatus, meeting the requirements for efficiency, effectiveness and efficiency in the operation of the apparatus from the central to local levels.
According to Ms. Tra, the urgent amendment of the two draft laws in a timely manner ensures that our administrative system operates smoothly, continuously, effectively and efficiently. At the same time, it meets the requirements for administrative reform, especially in the revolution that is moving towards bringing the country into a new era, building a socialist rule-of-law state. The amendment of the law is very urgent, with only two months of time, in the true sense of "running and queuing at the same time".
