In Ninh Thuan - a poor, barren and rocky land, policy credit has truly changed people's lives. Temporary roofs have now been replaced by sturdy tiled roofs; barren fields have been covered with green by bumper crops; a dream that seemed far-fetched has become a reality.

For those who have ever set foot in Ninh Thuan, the first image may be the harsh sunlight, the harshness of each gust of wind, stretching across the arid land. However, in a place that seems to be full of difficulties, policy credit has lit up dreams, sowing seeds of hope for countless people.

Bac Ai - a poor mountainous district of the province, has had a strong transformation thanks to policy credit capital. This is one of 62 poor districts nationwide according to Resolution 30a/2008/NQCP of the Government, with 9/9 communes in region III, 36/38 villages in extreme difficulty and over 95% of the population being Raglai ethnic people. However, the implementation of policy credit capital has helped thousands of households escape poverty, create jobs, improve the quality of life...

The Raglai ethnic people here, who have a tradition of diligence and hard work, have clearly recognized the value of support capital and have constantly strived to enrich themselves and the community. Thanks to loan programs to develop production and livestock, thousands of families here have escaped poverty.

Mr. Katơr Hoi’s family in Ra Giua village, Phuoc Trung commune, Bac Ai district, used to live in a difficult situation. However, thanks to the attention of the local government and the propaganda and mobilization efforts of the credit officers of the Bac Ai District Social Policy Bank Transaction Office, his family’s life has had a positive change. Encouraged to convert crops and livestock to develop the economy, Mr. Katơr Hoi boldly borrowed 30 million VND from the bank to invest in buying cows and goats for raising.

Thanks to his diligence and perseverance, his herd of cows and goats has grown and developed, now reaching nearly 30. Since then, the family has not only escaped poverty but also gradually stabilized their lives. Mr. Katơr Hoi shared emotionally: “In the past, the whole family struggled with the barren land, working forever but not having enough to eat. Thanks to the advice of bank officers, I dared to think about borrowing money to raise cows and goats. Now, seeing the herd of cattle growing bigger every day, I am truly happy. Thanks to that capital, my family has the life we ​​have today!”

Not only Bac Ai, in Ninh Son, Ninh Phuoc, Thuan Nam and Thuan Bac districts... the lives of ethnic minorities have also seen new developments. Ms. Pi Nang Thi Thuy, Head of the Ethnic Minorities Committee of Ninh Thuan province, assessed: “Directive No. 40-CT/TW is a major policy, demonstrating the Party and State's concern for the people, including ethnic minorities. The implementation of policy credit has contributed to changing the face of rural areas, improving people's lives and narrowing the gap between rich and poor regions”.

If Bac Ai is a testament to the revival in the highlands, Ninh Hai - a coastal district, has a different look when policy credit contributes to building new, spacious and vibrant rural areas. Over the past 10 years, from a locality with many difficulties, Ninh Hai has risen strongly, achieving many important achievements. Through preferential credit programs, many poor households and policy families have had the opportunity to borrow capital to develop the economy and improve their lives... Mr. Phan Tan Canh, Secretary of Ninh Hai District Party Committee affirmed: "Directive No. 40-CT/TW has helped the district achieve the goal of sustainable poverty reduction, creating jobs for people, and at the same time improving the quality of life with the poverty rate decreasing from 4.28% in 2014 to 2.34% by the end of 2023".

Mrs. Phu Thi Thinh's household, Phuoc Dan town, Ninh Phuoc district borrowed capital from the Program for Production and Business Households in Difficult Areas to make traditional ceramic products.

Continue "Understanding the people's hearts, serving wholeheartedly"

Mr. Le Minh Loc, Director of the Social Policy Bank, Ninh Thuan branch, said that immediately after Directive No. 40-CT/TW was issued, social policy credit activities in Ninh Thuan have shown remarkable effectiveness. The Social Policy Bank and the provincial branch have closely coordinated with agencies and departments to implement policy credit programs, helping people access loans with preferential interest rates. These policies are especially meaningful for policy beneficiaries, poor and near-poor households, families with meritorious services to the revolution, ethnic minorities in disadvantaged areas, etc.

In addition, with the support of facilities, means, equipment, working offices, and increasingly improved banking activities, credit capital sources are constantly growing and developing sustainably in both scale and quality. The loan assessment work is always directed by local authorities, the loan assessment process is directed to the right beneficiaries, ensuring compliance with the spirit and policy of the Party and Government of "Leaving no one behind".

In fact, more than a decade has passed with Directive No. 40-CT/TW, when "The Party's will has matched the people's will", policy credit has not only contributed to changing the face of Ninh Thuan, but also changed the lives of many families here. Up to now, the whole province has escaped the "lowland" and "poverty navel" of the whole country, when the poverty rate has decreased to 4.21% in the period of 2021-2023, an average decrease of nearly 1.5% per year, exceeding the set plan. The above achievements are vivid proof of the drastic and correct leadership and direction of the leaders of Ninh Thuan province in implementing the policies and guidelines of the Party and State on sustainable poverty reduction, especially the strong and extensive implementation of Directive No. 40-CT/TW "on strengthening the leadership of the Party over social policy credit".

However, in reality in Ninh Thuan as well as some other localities in the country, the direction of Party committees and local authorities in organizing the mobilization of resources to create capital sources, the contributions of social organizations and enterprises are still limited; capital and funds originating from the budget have not been concentrated at a single point, the Social Policy Bank. In addition, currently, borrowers in disadvantaged communes that have met the new rural standards are no longer entitled to preferential credit policies; Resources for implementing preferential credit programs are limited compared to the actual needs of the poor and policy beneficiaries, especially capital for loan programs to solve employment and create livelihoods for people have not met the needs...

Directive No. 40-CT/TW - has been contributing greatly to sustainable poverty reduction, improving the quality of life of people in Ninh Thuan in particular and the whole country in general.

In the coming time, in order for "the Party's will to continue to be in line with the people's will", so that no one is left behind... Mr. Nguyen Duc Thanh, member of the Party Central Committee, Secretary of the Ninh Thuan Provincial Party Committee requested to continue to enhance the role and responsibility of Party committees and authorities at all levels, especially the leaders in leading and directing the implementation of social policy credit in the area, considering this one of the key, annual tasks of Party committees and authorities at all levels.

Sectors, the Fatherland Front, and socio-political organizations continue to closely coordinate with the Bank for Social Policies in managing, organizing the implementation and improving the effectiveness of social policy credit. Develop and integrate models, programs, and projects for socio-economic development and sustainable poverty reduction of localities with the use of social policy credit capital. Enhance responsibility in leadership and direction to consolidate and improve the quality of social policy credit, especially in districts, cities, communes, wards, and towns with low credit quality...

With the positive results achieved from Directive No. 40-CT/TW, it can be affirmed that this policy has been contributing greatly to the sustainable poverty reduction, improving the quality of life of people in Ninh Thuan in particular and the whole country in general. However, this journey is still continuing, the task of sustainable poverty reduction, creating long-term livelihoods for people in the sunny and windy land of Ninh Thuan is still there.

And in the endless sunny and windy days, the credit officers of the Social Policy Bank are diligently working on all roads, carrying with them faith and responsibility.
