Revealing salaries at autonomous schools

Teachers said that this year many schools have no additional income, while the remaining schools have between 2 and 10 million VND for the whole year.


How much is the salary increase at an autonomous school?

Regarding the letter sent by thousands of Hanoi teachers requesting adjustments to the additional income policy, some experts said that autonomous schools will have their own expenses and will not be subject to Resolution 46. However, teachers said that although they are autonomous schools, many schools do not receive any additional funds or receive little.

Sharing with Dan Viet newspaper reporter, teacher Nguyen Van Duong, teacher at Phu Xuyen A High School, Phu Xuyen District, Hanoi said: "In addition to salary and allowances, partially or fully autonomous schools in the 378 pilot schools ordering educational service prices will have an additional amount called increased income. This amount is taken from the income stabilization fund according to the instructions in Article 14, Decree 60/2021/ND-CP. However, at the end of this year, many schools will not have this amount of money, for example: Phu Xuyen A High School, Phuc Tho High School or Hanoi Boarding School for Ethnic Minorities... The remaining schools fluctuate between 2 and 10 million VND for the whole year, which is only a few hundred thousand VND per month.

Many teachers confirm that apart from their salary, there is no additional income from autonomous schools. Specifically, Vat Lai Secondary School, Xuan Mai High School, My Duc A High School, Ba Vi High School...

Meanwhile, there are cases where the school receives additional income but is facing financial difficulties. A teacher at Chuc Dong High School in Chuong My District, Hanoi said: "I receive an additional 5 million VND per year, but in reality, the school's financial autonomy for teaching and learning activities is very limited."

Some teachers at Dong Quan High School, Phu Xuyen District, Hanoi said that they received 2 million VND this year, and also said that the school and teachers are facing financial difficulties, a lot of work pressure, teachers' lives are not taken care of, many policies are less favorable than those of non-autonomous schools, and many expenses are cut due to limited funding.

More than 6,000 teachers in Hanoi sent a letter to adjust the additional income policy.

Ms. Hoang Thi Chung, a teacher at Den Lu Primary School, Hai Ba Trung District, Hanoi, shared: "I have been a public school teacher since I graduated with a university degree, but I have not been promoted because I am only a direct teacher and do not have any additional monthly income. I really hope the leaders will consider this so that we teachers are not disadvantaged."

Mr. Vu Hong Quan, a teacher at Minh Khai High School, said that the Tet income increase is 3 million VND and the Tet bonus is 2 million VND. "We are disadvantaged in terms of policy because the schools collect tuition fees on behalf of the state and then hand over the spending to the school. In essence, it is not self-control in collecting and increasing tuition fees, but only collecting and spending on behalf of the state. Therefore, we hope that the City will consider spending according to Resolution 46 so that we can receive fairness like other teachers," Mr. Quan said.

Sharing the same view, Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School, Phu Xuyen District, Hanoi, said: "If it is autonomous, the unit must collect, spend, and balance its own finances. At that time, the school would operate like a business, not like now. We receive salaries from the budget but are classified as 100% autonomous and have all benefits from the state cut off. Can we still be called education officials?"

Previously, more than 4,000 teachers in Hanoi sent a letter asking for adjustments to the additional income policy. Accordingly, Resolution 46/2024/NQ-HDND dated December 10, 2024 of the City People's Council on regulations on additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units. Teachers said that this demonstrated the concern of the City's leaders and People's Council delegates for cadres, civil servants, and public employees in the area in increasing their income and improving their lives.

"As officials of the City, managed by the City, we are very excited to welcome the resolution into practice. However, the Resolution limits the beneficiaries of the resolution. Specifically, those officials, civil servants, and public employees working in public service units with revenue (not fully covered by the state budget for regular expenditure) will be excluded, not all officials, civil servants, and public employees of the City, managed by the City, will benefit.

This will create inequality among the ranks of officials, civil servants and public employees of the city. Although they are all civil servants, some will receive additional income while others will not, and the funding will come from the remaining salary reform of the budgets at all levels.

On the other hand, partially or fully autonomous public schools are just formalities, in essence they are still public service units fully guaranteed by the state budget. The source of revenue for these units is tuition fees which will be deducted when superiors assign the budget, the collected tuition fees will be used to supplement salary expenses; for educational career development; for professional work... and not to increase revenue to increase income. Therefore, these public schools are still essentially fully guaranteed by the state budget for regular expenses," the letter stated.

Currently, more than 6,000 teachers have joined the group and hope that the city leaders will review and adjust the beneficiaries of the increased income according to Resolution 46/2024/NQ-HDND, so that all city officials can enjoy it.
