Continue to promote growth of processing and manufacturing industry

Carrying out the task in the 2024 working theme of improving the quality of economic growth, Quang Ninh always pays attention to and focuses on creating a favorable investment and business environment, attracting investors and large enterprises to the area with industries, especially processing, manufacturing, high-tech, modern, and green industries. With the support of the province, the processing and manufacturing industry has been growing steadily, contributing to the overall development of Quang Ninh.

Determining the economic development structure shift from "brown" to "green" is a consistent and long-term policy. In particular, Quang Ninh focuses on attracting businesses and investors in the fields of high-tech industry, clean technology, modernity, and environmental friendliness. Based on this policy, the Quang Ninh Provincial Party Committee issued Resolution No. 01-NQ/TU dated November 16, 2020 on rapid and sustainable development of the processing and manufacturing industry in the 2020-2025 period, with a vision to 2030. This is an important premise for the processing and manufacturing industry to grow and develop in recent years.

As of 2024, as of November 15, the total FDI capital attracted in the province reached 2,049.78 million USD, of which 32 new projects were granted with a registered capital of 1,757.24 million USD, and 25 projects were adjusted to increase capital with an increased capital of 292.47 million USD. Most of the FDI projects are in the fields of processing, manufacturing, high technology, and clean technology. It is expected that by the end of 2024, Quang Ninh will attract an additional investment of about 960 million USD, including: Bac Tien Phong Industrial Park 85 million USD, Song Khoai Industrial Park 87 million USD, Texhong Industrial Park 683 million USD, Dong Mai Industrial Park 105 million USD, bringing the total FDI capital in the province in 2024 to over 3 billion USD.

Thanh Cong Viet Hung Automobile Factory has modern equipment lines, high level of automation, in accordance with international standards.

To achieve the above results, Quang Ninh has focused on implementing tasks and solutions to promote growth in the processing and manufacturing industry, focusing on supporting and quickly resolving administrative procedures on planning, investment procedures, land, and site clearance; promoting the attraction of processing and manufacturing enterprises; supporting enterprises to soon put factories and production lines of projects in economic zones and industrial parks into production, creating new production capacity and added value. Up to now, Quang Ninh has put 7 new processing and manufacturing industrial projects into official operation, the remaining 12 projects are being urgently completed and put into operation, in which the province has proactively and actively supported and accompanied Thanh Cong Group to put the Thanh Cong Viet Hung Automobile Factory Project into operation soon, launching products in December 2024 as planned. In addition to the 19 projects in the list from the beginning of the year, the Baike Vehicle Vietnam Project, which was granted an investment certificate in 2024, has also been put into operation and has had products since October 2024. The province also approved the investment policy, approved the investor and the second adjusted investment registration certificate of the Quang Ninh LNG Power Plant Project, and supported and accompanied the investor in implementing procedures to soon start construction of the project.

To continue promoting the development of the processing and manufacturing industry in the coming time, Quang Ninh is determined to create favorable conditions and support for this industry to make breakthroughs, maximize capacity and production capacity; remove and resolve difficulties and obstacles that hinder production and business activities, clear bottlenecks; quickly resolve administrative procedures on land, investment, business, licensing, tax, credit, customs clearance of goods, and do a good job of compensation and site clearance...

Along with that, support and facilitate projects that have met the legal procedure requirements to accelerate the implementation progress, come into operation as soon as possible, add additional capacity, increase productivity and output. Accelerate the implementation progress of the Quang Ninh LNG Power Plant project; put the Thanh Cong Viet Hung automobile manufacturing plant into commercial operation, create products with high added value, contribute to the state budget, and create jobs for workers. Quang Ninh also promotes new growth drivers, especially digital transformation, green transformation, new industries and fields, high technology such as semiconductor chips, artificial intelligence, and supporting service industry. The province focuses on attracting investment in Van Don Economic Zone, Quang Yen Coastal Economic Zone, industrial parks: Bac Tien Phong, Nam Tien Phong, Song Khoai, Dong Mai (Quang Yen Town), Texhong Hai Ha Phase 1 (Hai Ha District), Hai Yen (Mong Cai City)...

In 2025, Quang Ninh is determined to achieve a growth rate (GRDP) of over 12%, with total state budget revenue of over VND57,300 billion. Strengthening the promotion of the processing and manufacturing industry to develop more strongly will make an important contribution to realizing the development goals of 2025.
