Telegram signed by Prime Minister Pham Minh Chinh on February 7, on strengthening direction of junior high school and high school enrollment and management of extra teaching and learning activities.
Accordingly, the Prime Minister requested localities to complete the announcement of the junior high school and high school enrollment plans for the 2025-2026 school year this February so that students, teachers, schools, and general education institutions can proactively prepare for enrollment.
Also according to the telegram, in recent times, the entire education sector has focused on implementing the task of fundamental and comprehensive innovation in education and training.

However, the work of recruiting junior high school students, recruiting high school students and managing extra teaching and learning activities in some localities still has shortcomings that have not been promptly handled, affecting teaching and learning activities at general education institutions, creating negative public opinion in society.
To continue improving the quality and effectiveness of state management of junior high school and high school enrollment and extra teaching and learning activities, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to take full responsibility for junior high school and high school enrollment and management of extra teaching and learning activities in their localities.
Middle school and high school enrollment in localities must ensure transparency, practicality, efficiency, reduce pressure and costs for society.
Direct general education institutions in the area to strictly implement regulations on extra teaching and learning; strictly handle violations of regulations.
Timely detect, commend, reward and promote examples of collectives and individuals who are dedicated, enthusiastic and wholeheartedly devoted to students. Provide appropriate financial support to schools to contribute to improving the quality of education.
For the Ministry of Education and Training, the Prime Minister requested to direct and urge localities to guide general education institutions to strictly implement the Regulations on junior high school and high school admissions; Regulations on extra teaching and learning issued by the Ministry of Education and Training;
Strengthen inspection and supervision of the implementation of the above regulations to strictly handle them according to regulations.
Currently, more than a dozen provinces and cities nationwide have announced plans to take 3 exams for grade 10 in the 2025-2026 school year, with the third subject being a foreign language. Ho Chi Minh City has finalized the 2025 grade 10 exam schedule for June 6-7, with candidates taking the math and literature exams in 120 minutes and foreign languages (mainly English) in 90 minutes. Candidates taking the specialized school exam will take an additional specialized subject exam (150 minutes), with the exam questions based on the curriculum at the junior high school level.
Hanoi has not yet announced the third exam subject for grade 10 this year, it is expected to be announced next March.
