Many impressive indicators
Reporting at the working session with the Prime Minister on the afternoon of November 11, Mr. Do Minh Tuan, Chairman of Thanh Hoa Provincial People's Committee, said that since the beginning of the 19th Provincial Party Congress term, the average annual growth rate of Thanh Hoa's gross regional domestic product (GRDP) (2021-2023 period) is estimated at 9.69%, ranking 5th in the country.
The scale of GRDP in 2023 is estimated to reach more than 279 trillion VND, 1.5 times higher than in 2020, ranking 8th in the country. GRDP per capita in 2023 is estimated to reach 3,144 USD, 1.42 times higher than in 2020.

Annual state budget revenue always exceeds estimates; total budget revenue for the 2021-2023 period is estimated at more than 132 trillion VND, of which in 2022 it will reach more than 51 trillion VND, ranking 9th in the country; in the first 9 months of 2023 it is estimated to reach nearly 29,000 billion VND, equal to 81% of the estimate.
Total social investment capital mobilization in the 2021-2023 period is estimated at more than VND 409 trillion, 1.25 times higher than the 2016-2018 period; attracting 170 direct investment projects (including 22 FDI projects) with a total registered investment capital of nearly VND 38,000 billion and USD 214 million.
Up to now, Thanh Hoa province has 143 valid FDI projects, with a total registered investment capital of 14.7 billion USD, ranking first in the North Central provinces and 8th in the country in attracting FDI.

Thanh Hoa strives to become a new growth pole in the North of the country by 2025, and to become a modern industrial province by 2030, with people having a higher standard of living than the national average.
At the meeting, Thanh Hoa province proposed that the Prime Minister consider and resolve a number of issues to mobilize domestic and foreign investors to invest in Thanh Hoa; soon issue documents guiding the procedures for handing over mineral mines as common construction materials to contractors for important transport infrastructure projects; and have a plan and roadmap for investing in runway No. 2 at Tho Xuan Airport according to the plan.
In addition, Thanh Hoa province also proposed to solve traffic bottlenecks, proposed to invest in dredging the shipping channel into Nghi Son port, and apply special mechanisms for the eco-resort project in Nhu Thanh district...
"3-through" mechanism, well implementing "3 strategic breakthroughs"
In response to the proposals and recommendations of Thanh Hoa province, representatives of ministries and branches also focused on analyzing and discussing at the working session with the Prime Minister.
On behalf of the Government, Prime Minister Pham Minh Chinh commended the efforts and achievements of the Party Committee, government, army and people of Thanh Hoa province, contributing significantly to the overall achievements of the whole country.

The Prime Minister said that in the coming time, there are still many issues that the province needs to make efforts, be determined, identify key points, and be more drastic to contribute to achieving the goals set by the 13th National Party Congress and the Provincial Party Congress.
At the same time, the Prime Minister suggested that Thanh Hoa province and the Central Government need to implement the "3 through" mechanism and do well the "3 strategic breakthroughs".
Specifically, "3 through": Mechanisms and policies must be open; infrastructure must be smooth; management and operation must be smart.
Focus on making "3 strategic breakthroughs" well , which are creating institutional breakthroughs, infrastructure breakthroughs, and human breakthroughs. In which, human breakthroughs are taken as the center, subject, goal, and driving force for development.
The Prime Minister noted the need to strengthen decentralization and delegation of authority clearly, distinctly, easily monitored, inspected, supervised, and strictly rewarded and disciplined; and to thoroughly reform administrative procedures.

In addition, localities need to strengthen self-reliance, not expect or rely on others, not be too optimistic when the situation is favorable but not be pessimistic when the situation is unfavorable; harmoniously develop between economy, society, culture, social security, and social welfare.
In all cases, we must not be passive or surprised in terms of national defense and security; promote Party building and the political system; actively promote the prevention and fight against corruption and negativity.
The head of the Government suggested that Thanh Hoa province should review what has been done and what has not been done, clarify objective and subjective causes, and focus on developing industrial zones to contribute to increasing GDP.
In addition, it is necessary to create livelihoods for people; improve the efficiency of public investment capital management; build raw material areas, support science and technology, support capital for businesses, reform administration to help businesses access land; expand and diversify markets.

Regarding the recommendations of Thanh Hoa province based on the opinions of leaders of central ministries and branches, the Prime Minister basically agreed with the settlement of the province's recommendations, on the principle of ensuring compliance with legal regulations; creating a mechanism to clear and mobilize maximum resources for development.
The Prime Minister has assigned specific tasks to ministries and branches to coordinate and resolve according to their authority the proposals and recommendations of Thanh Hoa province.
