Kinhtedothi-On the afternoon of February 10, comrade Pham Dinh Nghi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to review and approve the contents presented at the 19th Provincial People's Council Session, term 2021-2026.
The meeting focused on resolving unexpected tasks and implementing the Project to streamline the apparatus of agencies under the Provincial People's Committee.
At the meeting, delegates discussed and unanimously approved three important resolutions to innovate administrative management, streamline the apparatus, optimize human resources, and improve operational efficiency, including: Resolution on additional support policies for cadres, civil servants, public employees and workers in the process of streamlining the apparatus under the province's management; Resolution on establishing and reorganizing specialized agencies under the Provincial People's Committee, to improve the effectiveness and efficiency of the administrative apparatus and Resolution on adjusting the allocation of civil servant payrolls and the number of employees receiving salaries from the State budget in public service units that are not yet autonomous in regular spending in 2025, according to the roadmap for streamlining the apparatus.
The delegates also discussed and agreed on the contents of the Project to rearrange and streamline the apparatus of agencies under the Provincial People's Committee. In particular, the establishment and reorganization of specialized agencies under the Provincial People's Committee is similar to the arrangement of ministries and branches at the Central level; at the same time, related contents are aimed at ensuring that the rearrangement of the organizational structure is carried out synchronously, in line with the long-term development orientation of the province.
Speaking at the conference, Comrade Pham Dinh Nghi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, emphasized that the arrangement and reorganization of specialized agencies must be carried out methodically and scientifically to ensure the overall effectiveness of operations. The Chairman of the Provincial People's Committee commended the Department of Home Affairs and related departments and branches for their efforts in developing a project to reorganize the apparatus during the Lunar New Year holiday, ensuring progress according to the direction of the Central Steering Committee. In particular, he acknowledged the sense of responsibility of Comrade Do Hai Dien, Director of the Department of Science and Technology, when he voluntarily applied for early retirement according to Decree 178/2024/ND-CP and the province's support policy.
Comrade Pham Dinh Nghi also requested departments, branches, sectors and localities to coordinate closely, implement drastically, synchronously and on schedule so that the conversion process takes place smoothly, without disrupting the operations of administrative agencies or affecting the people.
Regarding the organizational structure, the Chairman of the Provincial People's Committee assigned the Department of Home Affairs and the Office of the Provincial People's Committee to coordinate in advising on the establishment of specialized agencies to advise and assist the Provincial People's Committee Party Committee, including: the Organizing Committee, the Inspection Committee, the Propaganda and Mass Mobilization Committee, and the Office of the Provincial People's Committee.
These agencies will coordinate with the Provincial Party Committee's Organizing Committee to advise on ending the activities of Party Committees of departments and branches such as Finance, Planning, Labor - Invalids and Social Affairs..., and at the same time establish subordinate Party Committees, appoint new Secretaries, Deputy Secretaries, and Executive Committees.
Regarding ensuring the operating conditions of the Party Committee, the Provincial People's Committee Office advises on preparations such as: carving seals, equipping facilities and offices; assigning staff to work part-time for the Party Committee Office; reviewing and strictly managing documents and party member records according to regulations.
Regarding the general tasks related to the organization of the Provincial People's Committee, the Department of Home Affairs and the Office of the Provincial People's Committee shall complete the submission of the Provincial People's Committee to submit to the Provincial People's Council for approval of the Resolutions in accordance with the regulations and conclusions of the Standing Committee of the Provincial Party Committee: Additional support policy of the province for cadres, civil servants, public employees, and workers who retire according to Decree 178/2024/ND-CP; unify the implementation of the Resolution's policy from January 1, 2025, in accordance with the effective date of Decree 178/2024/ND-CP. Resolution on the establishment of departments and branches under the Provincial People's Committee, Resolution on adjusting the payroll of civil servants, the total number of employees receiving salaries from the State budget in 2025.
