The Prime Minister said that the implementation of two pilot utilities, Electronic Health Book and issuance of Criminal Record Certificates via VNeID, demonstrates "3 appropriateness" and brings 3 great benefits.

Chairing the National Online Conference from the Central to the commune and ward levels to deploy the pilot expansion of the Electronic Health Book and issuance of Judicial Records via the VNeID application, Prime Minister Pham Minh Chinh requested the implementation in the spirit of "working, not retreating" so that every Vietnamese citizen owns an Electronic Health Book on the VNeID application; by 2025, 100% of medical facilities, 40 million people will use the Electronic Health Book and 100% of people in need will be issued a Judicial Records via VNeID.
3 fits and 3 big benefits
At the conference, delegates focused on discussing and assessing the specific situation of piloting the two essential services; lessons learned; conditions for nationwide expansion in terms of legality, database, infrastructure, resources, etc.; challenges when expanding to 63 provinces and cities, main tasks and solutions to solve them; specific goals and targets in implementing these two services in 2024 and the coming time.
Accordingly, implementing the Electronic Health Book, up to now the whole country has created more than 32 million electronic health book data for people, of which more than 14.6 million citizens have integrated the Electronic Health Book on VNeID with 98.6% of health insurance examination and treatment facilities.
Medical examination and treatment facilities connect 16 medical examination and treatment information fields according to the instructions of Vietnam Social Security to automatically fill in forms, saving time and effort for doctors.
The above results help save about 1,150 billion VND/year in medical records for 230 million people; create convenience for people to proactively monitor their health records and provide their medical records to medical staff anywhere, anytime.
Regarding the implementation of issuing criminal records, after more than 4 months of pilot implementation in Hanoi and Thua Thien-Hue, initial results have been remarkable, bringing convenience and receiving enthusiastic support from the people. Of which, Hanoi received more than 45,000 applications, Thua Thien-Hue received more than 5,000 applications for issuing criminal records on VNeID, accounting for more than 70% of the total number of applications requesting issuance of criminal records of the two provinces and cities.
With the annual need for issuing Criminal Record Certificates of about 2.6 million requests nationwide, when people register, it helps save about 400 billion VND each year for people and society.
Delegates assessed that deploying these two applications nationwide would create a breakthrough, contributing to improving social governance and creating convenience for people and state management agencies.

Concluding the conference, emphasizing some outstanding achievements of national digital transformation, development of digital government, digital economy, digital society in recent times, Prime Minister Pham Minh Chinh said that we have consolidated and developed the foundations, "turning nothing into something, turning difficult into easy, turning impossible into possible" so that up to now, digital transformation has "reached every ministry, branch, locality; spread to every home, every person; promoted the development of industries, fields, economic and social activities."
According to the Prime Minister, the implementation of the two pilot utilities of Electronic Health Book and issuance of Judicial Records via VNeID demonstrates "3 conformity" and brings 3 great benefits. In particular, it is consistent with the guidelines, policies, mechanisms and policies of the Party, State and Government on national digital transformation, taking people as the center and subject; consistent with the interests and aspirations of people and businesses; and consistent with practical conditions.
In particular, the implementation of these two utilities brings benefits: cutting down and simplifying administrative procedures, reducing costs and compliance time for people and businesses; facilitating people and businesses in economic and social activities; improving the effectiveness and efficiency of state management; strongly affirming the achievements of digital transformation; continuing to affirm the commitment of the Government, ministries, branches and localities to promote digital transformation and adding confidence and motivation for success in digital transformation activities in the coming time.
Along with praising the efforts and determination of the Ministry of Public Security, the Government Office, the Ministry of Health, the Ministry of Justice, the Vietnam Social Security, the People's Committee of Hanoi City, and Thua Thien-Hue Province in a short time to focus on completing the conditions, successfully piloting the Electronic Health Book, issuing Criminal Record Certificates via VNeID..., the Prime Minister also pointed out the shortcomings, limitations, difficulties, and obstacles such as data not being really "correct, sufficient, clean, and alive"; the interconnectivity, sharing, and synchronization efficiency are not high; the VNeID application sometimes operates unstable; ensuring operations between systems is still inadequate; the development of utilities on the VNeID platform is still slow; popularization still faces many difficulties, especially in remote areas...
Analyzing some lessons learned, the Prime Minister emphasized that service quality, usage level and satisfaction of people and businesses must be used as a measure to evaluate implementation results; perfecting institutions, mechanisms and policies, boldly piloting new models to meet practical requirements and development trends.
Along with that, there must be specific goals and plans, clear assignment of people, tasks, priorities, time, and results, along with inspection and supervision; drastic and synchronous implementation, focused implementation, "doing one thing at a time"; strengthening coordination; staying close to reality, responding flexibly, promptly, and effectively.
“The most important thing is that leaders must be decisive, exemplary, pioneering, promote responsibility and public ethics, mobilize combined strength, create trust, and bring practical results. Digital transformation is difficult and new, so it requires enthusiasm, knowledge, and responsibility,” the Prime Minister pointed out.
Implement "5 promotions" associated with "5 guarantees"
In the coming time, with the viewpoint of "nothing is impossible", "high determination, great effort, drastic action, focused work", "the more pressure, the more effort must be made to rise up", "doing a job must be done", "not saying no, not saying difficult, not saying yes but not doing", "only discussing doing, not discussing backing down", "if you say you must do it, if you commit, you must do it, if you do it, it will be effective"; assigning "clear people, clear work, clear responsibilities, clear implementation time, clear efficiency, clear products," must check, urge, adjust incorrect work, remove difficulties, obstacles..., the Prime Minister requires ministries, branches, and localities to focus on building a "correct, sufficient, clean, live" database in real time and share and connect data with each other; make policies, propose solutions based on data; smooth infrastructure, governance and people must be smart, all for the sake of taking care of people's lives, health, lives, and convenience in transactions.
The Prime Minister pointed out that the goal is that every Vietnamese citizen, including those who do not have a Health Insurance card, will own an Electronic Health Book on the VNeID application, moving towards having an electronic medical record. By early 2025, 100% of medical facilities and 40 million people will use the Electronic Health Book and 100% of people in need will be issued a Criminal Record Certificate via VNeID.
To effectively and substantially achieve the above goal, the Prime Minister proposed implementing "5 pushes" associated with "5 guarantees." In particular, it is necessary to strongly promote digital transformation in both thinking and action; administrative reform, especially administrative procedures associated with digital transformation, developing digital government; improving state management capacity in the direction of modernity, openness, transparency, effectiveness and efficiency; developing national and specialized databases in the direction of enhancing connection, interconnection, integration and data sharing; deploying utilities on the VNeID platform for people and businesses to truly enjoy; promoting information and communication, creating social consensus and providing skills guidance.

Along with that, it is necessary to achieve "5 guarantees" including: Ensuring the synchronous participation of all ministries, branches and localities in the implementation process; Ensuring stable and smooth operation of digital infrastructure and digital platforms; Ensuring human resources to deploy applications, utilities and digital platforms; Ensuring 100% of people and businesses in need have easy, safe, convenient and low-cost access and attracting people to participate in giving opinions in the design and creation process; aiming to personalize the online public services provided; Ensuring network security, information security, privacy of information and data.
Prime Minister Pham Minh Chinh assigned the Ministry of Public Security to coordinate with relevant agencies to continue to improve and optimize existing utilities on the VNeID application, ensuring the system operates stably, safely, conveniently, smoothly, publicly and transparently; develop a draft Decision of the Prime Minister on building and controlling databases of ministries, branches and localities; coordinate with the Ministry of Justice to complete the Data Law project to submit to the National Assembly at the upcoming session.
Ministries, branches and localities proactively research and coordinate with the Ministry of Public Security to propose the implementation and integration of documents currently managed and provide new utilities on the VNeID application; continue to pay attention to and invest in developing digital infrastructure, including building a National Data Center; continue to upgrade and complete the National Public Service Portal and the Information System for handling administrative procedures at the ministerial and provincial levels.
The Prime Minister noted that it is necessary to promote propaganda, guidance and support for the implementation of online public services for people and businesses, promote the role of Community Digital Technology Teams, especially in remote areas where access to technology is limited; focus on amending and supplementing according to authority, or proposing and reporting to competent authorities to consider and amend regulations and administrative procedures related to Criminal Records to reduce the requirement to submit Criminal Records within the scope of management.
The Prime Minister assigned the People's Committees of provinces and centrally run cities to resolutely deploy the issuance of Judicial Records and Electronic Health Books via VNeID in their localities, to be completed in 2024; urgently upgrade the administrative procedure settlement system to ensure seamless connection with the professional software of the Ministry of Justice, Ministry of Health, and Vietnam Social Security, to be completed in 2024; review and clean up data on Judicial Records, criminal records, and criminal record deletion, synchronize and shorten the time for issuing certificates and processing administrative procedures for people, to be completed in 2024.
The Ministry of Health continues to complete the Electronic Health Book via VNeID, so that people can use it instead of the paper Medical Examination and Treatment Book, to be completed in 2024; step up guidance for medical examination and treatment facilities and people to implement the Electronic Health Book via VNeID; research and develop the Electronic Health Book for children, especially vaccination information linked to the VNeID of parents and guardians. Guide hospitals to deploy electronic medical records, research and establish electronic medical records for all citizens.
Vietnam Social Security ensures technical infrastructure and supports data connection from medical examination and treatment facilities, to integrate health information display into the VNeID electronic health book and move towards health insurance examination and treatment regardless of administrative boundaries.
The Ministry of Justice presides over and coordinates with the Ministry of Public Security to connect with the Court and Procuracy databases on the basis of the National Population Database.
The Prime Minister also requested ministries and branches to focus on promoting and resolving groups of tasks that are still delayed according to the implementation roadmap of Project 06, in which the Ministry of Finance urgently proposed that the Government issue a Decree regulating the preparation of estimates, management and use of regular state budget funds to implement investment projects in construction, renovation, upgrading, expansion of invested construction projects, procurement of assets, purchase, repair and upgrade of machinery and equipment.
Emphasizing that we are on the path to building a strong and prosperous Vietnam, moving towards an advanced digital economy, catching up, progressing together and surpassing in the digital era of humanity, the Prime Minister called on all levels, ministries, branches, localities, especially leaders to pay attention, lead, direct, invest efforts and intelligence to create positive and substantial changes in digital transformation; believing that we will continue to reap greater successes in developing and applying digital technology to all aspects of life./.
