On the morning of August 20, in Kon Tum, Prime Minister Pham Minh Chinh worked with key leaders of Kon Tum province to assess the socio-economic development situation, ensure national defense and security; build the Party, the political system and resolve a number of recommendations of the province.
Reporting at the meeting, Kon Tum Provincial Party Secretary Duong Van Trang said that the total regional product (GRDP) in 2022 reached 17,631 billion VND, the growth rate reached 9.47%, the average GRDP per capita in 2022 reached 53.2 million VND; In the first 6 months of 2023, the growth rate reached 6.8% over the same period in 2022 and was the highest in the Central Highlands region.
Total social investment capital in 2022 is more than 23,100 billion VND; in the first 6 months of 2023 it is 12,442 billion VND, reaching 46.1% of the plan and increasing by 17.1% over the same period; of which, investment capital from the private sector is 9,977 billion VND, reaching 48.9% of the plan and increasing by 22.2% over the same period.
State budget revenue in 2022 will reach VND 4,050 billion, equal to 145.3% of the central budget estimate (VND 2,787 billion) and 101.1% of the local budget estimate (VND 4,000 billion); by July 31, 2023, it will reach VND 1,786 billion, equal to 55% of the central budget estimate (VND 3,246 billion) and 39.7% of the local budget estimate (VND 4,500 billion).
According to the Secretary of Kon Tum Provincial Party Committee, public investment disbursement by the end of July reached VND 1,166 billion, reaching 35.6% compared to the actual source of public investment capital plan for 2023 assigned by the locality. The tourism industry continues to develop; in 2022, it attracted over 1.3 million visitors; in the first 7 months of 2023, it attracted over 1 million visitors, reaching 80.6% of the plan and increasing by 20.4% over the same period last year.
The business investment environment has improved, the PCI index of Kon Tum province in 2022 ranked 37/63 provinces and cities, up 24 places compared to 2021; the Administrative Reform Index (PAR INDEX) ranked 55/63 provinces and cities, up 4 places compared to 2021; the Satisfaction Index of Administrative Services (SIPAS) ranked 42/63 provinces and cities, up 2 places compared to 2021.
Since the beginning of 2022, 27 investment projects have been attracted with a total registered capital of about VND 2,789.6 billion, and 476 newly registered enterprises have been established with a total registered capital of VND 7,831 billion.
In terms of culture and society, the quality of education has been improved, with 189/359 schools meeting national standards (accounting for 52.6%); the average score of the 2023 high school graduation exam in Kon Tum province reached 6.34 points (up 6 places compared to 2022, ranking 2nd in the Central Highlands region) and the high school graduation rate in 2023 was 98.74% (up 1% compared to 2022).
Poverty reduction work continues to be focused on, with the total number of poor households by the end of 2022 being about 15,943, accounting for 10.86% (down 4.46% compared to 2021). The work of restoring, preserving and promoting the cultural identity and traditions of ethnic minorities is being focused on.
In addition, the organization and personnel work was carried out in accordance with procedures and regulations. The planning for the Executive Committee, the Standing Committee of the Provincial Party Committee and key leadership positions of the province was reviewed and supplemented, and a Plan for cadre rotation for the period from now to 2025 and the next term was issued.
The province has done a good job of rearranging and reorganizing agencies and units, thereby reducing 38 units under and directly under the departments (including 21 divisions and 17 sub-departments and centers under the department); reducing 56 specialized divisions and equivalents; reducing 25 heads and 9 deputy heads of departments under provincial-level agencies...
In 2022, Party committees and inspection committees at all levels inspected 1,776 party members and 614 party organizations; supervised 1,696 party members and 479 party organizations; and considered disciplining 206 party members and 3 party organizations.
In the first six months of 2023, 237 party members and 207 party organizations were inspected; 372 party members and 84 party organizations were supervised; 1 party organization and 97 party members were considered for disciplinary action.
