The conference aims to thoroughly grasp, concretize and clarify the instructions of General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission at the 6th Central Military Commission Conference.
Member of the Politburo, Deputy Secretary of the Central Military Commission, Minister of National Defense, General Phan Van Giang chaired the Conference.

Fighting army, working army, production labor army
In the first six months of 2023, the Central Military Commission and the Ministry of National Defense have led and directed the entire army to always be united, steadfast, steadfast, ready to receive and successfully complete all assigned tasks; strictly maintain combat readiness, grasp the situation, proactively advise the Party and State to effectively handle situations, and avoid being passive or surprised.
The army firmly protects sovereignty and territory; coordinates to maintain security and order nationwide; pays attention to building and consolidating all-people national defense, defense of military zones and defense areas at all levels, and strengthens the strength to protect the Fatherland.
The entire army plays a core role in preventing and fighting natural disasters, epidemics, and searching and rescuing, while at the same time seriously and closely adjusting the organization of forces to meet the requirements of being lean, compact, and strong.
The quality of training, drills, education, and building a strong, comprehensive, "exemplary, typical" unit has many innovations and achieved good results; domestic and international competitions and sports events, especially the 32nd SEA Games, have achieved many outstanding results. International integration and defense diplomacy have been active, proactive, flexible, practical, and effective.
Party building and political building of the Army were given special attention and achieved many positive results. All aspects of work, especially logistics, engineering, defense industry, law, and scientific research, made new progress. The material and spiritual life of soldiers was maintained.
At the conference, delegates discussed and determined the direction of military and defense tasks in the last 6 months of 2023 and the coming time. The entire army must be proactive, sensitive, improve its research, forecasting, and strategic advisory capacity with the Party and State to have policies and countermeasures to successfully handle military and defense situations, avoid being passive or surprised; continue to consolidate a strong national defense, firmly defend military regions and defense areas at all levels; and effectively implement the policy of combining defense and security with socio-economic development.

Speaking at the Conference, on the occasion of the 76th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2023), Prime Minister Pham Minh Chinh expressed his deep gratitude and infinite gratitude to Vietnamese Heroic Mothers, Heroic Martyrs, Heroes of the People's Armed Forces, wounded and sick soldiers, relatives of martyrs, imprisoned revolutionary soldiers and families with meritorious services to the revolution.
The Prime Minister said that in the first 6 months of 2023, our country will face more difficulties and challenges than advantages and opportunities. The world and regional situation is evolving rapidly, complicatedly and unpredictably. In that context, the entire Party, people and army will widely implement many policies and strategies to continue to concretize and organize the implementation of the Resolution of the 13th National Party Congress; at the same time, it is necessary to solve new issues that arise beyond forecast and handle long-standing backlogs and obstacles.
Under the leadership of the entire Party, with the efforts, solidarity, unity and high determination of the entire people, the entire army and the entire political system, our country continues to achieve comprehensive and important results. Politics and society are basically stable. The economy continues to recover, inflation is under control, macro balances are ensured; public debt, government debt and budget deficit are under control. The work of Party building and rectification and the fight against corruption and negativity has achieved positive results. National defense, security and foreign affairs have been strengthened, the country's potential and position continue to be enhanced...
The above results of the whole country have a very important contribution of the Heroic Army; as General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission concluded at the 6th Session of the Central Military Commission Conference: "The Central Military Commission, the Ministry of National Defense and the entire army have done many important things, with many specific and comprehensive activities, many very rich supporting data". Our army has performed well the functions of a combat army, a working army, a production labor army, and comprehensively completed all assigned tasks.
The Prime Minister emphasized that the Army has been proactive and sensitive in proposing and effectively implementing military and defense policies; promptly advising the Party and State to flexibly and effectively handle situations, avoiding being passive or surprised; advising and directing the summary and preliminary review of the Politburo's resolutions and conclusions on military and defense strategies in a strict and quality manner.
The Army proactively proposed to the Politburo to promulgate and organize the development of major topics for the task of strengthening national defense and protecting the Fatherland; submitted to the National Assembly for approval the draft Law on Civil Defense; submitted to the Government for promulgation important projects in the field of national defense, ensuring quality and progress.
The army has actively coordinated and promoted the strength of the entire political system and the entire people, building a strong national defense, a national defense posture associated with a people's security posture, and a solid people's hearts posture. The army continues to make positive contributions to socio-economic development; promoting its core role in participating in socio-economic development in key areas, remote areas, and areas of particular difficulty.
Accordingly, the overall quality and combat readiness of the entire army have made much progress, closely managing airspace, sea, border and inland areas. The entire army has done a good job of ensuring logistics, technology and military science; actively researching the art of warfare suitable for high-tech weapons warfare. The work of building the Party and building a politically strong army has been given special attention.
Mass mobilization and military policy work are organized practically. Campaigns, emulation movements, and "gratitude" activities have profound political, social, and humanistic significance. The Army always takes the lead in actively protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints. Along with that, international integration and defense diplomacy are actively, proactively, flexibly, practically, and effectively implemented, contributing to enhancing the international position and prestige of our country and Army.
The Prime Minister commended the Army for its good performance in recruitment, training, building defense zones, building reserve forces, militia and self-defense forces, and militia fleets in key areas and border lines; especially for regularly organizing drills in provinces and cities under the direction of Military Regions.
The work of rescue, flood prevention, and natural disaster prevention has been given attention, training, investment, and quick and timely operations by the leadership; in which, the rescue and humanitarian assistance mission for the earthquake disaster in Türkiye has been excellently completed; and has been highly appreciated by the international community and neighboring countries...

Promoting the spirit of "3 no's" in military and national defense
Agreeing with the report and opinions discussed at the Conference, Prime Minister Pham Minh Chinh stated that in the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner, with many potential factors of instability, and many difficulties and challenges in the country. "That context poses new requirements for the task of building the Army, strengthening national defense, and protecting the Fatherland," the Prime Minister pointed out.
In order to concretize some key contents that the General Secretary directed at the Central Military Commission Conference, the Prime Minister said that the Army needs to be proactive, sensitive, improve research and forecasting capacity, perform well the strategic advisory function with the Party and State on military and national defense, have flexible and effective response policies to situations, with the spirit of 3 no's, which are: not being negligent, subjective and losing vigilance - not being passive and surprised about strategy - not being confused or delayed in handling tactical issues and sudden situations in military and national defense.
The Prime Minister requested the Army to continue to improve its overall quality and combat capability; strictly maintain combat readiness, closely manage airspace, sea, border, inland and cyberspace; strictly direct the implementation of training, education and exercises on the basis of developing and perfecting military art and meeting new combat conditions; at the same time develop the art of people's war in the new era.
The Army continues to improve the effectiveness and efficiency of state management of national defense; carry out adjustments to the organization of the force in a methodical, tight, solid, and effective manner, achieving the goal of being lean, compact, and strong; and take care to build a clean, strong Army in terms of politics, ideology, ethics, organization, and cadres.
The Prime Minister said that in his speech at the recent Military Commission Conference, General Secretary Nguyen Phu Trong emphasized the spirit of setting an example and being exemplary for the Party Committee of the Army and the entire army: "Superiors must set an example for subordinates, commanders must be exemplary for the entire unit"; focusing on training and educating military cadres in the spirit of "7 dares": "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, and dare to act for the common good".
The Prime Minister requested that this directive of the General Secretary and Secretary of the Central Military Commission be specified in directive documents and that it be thoroughly disseminated and seriously implemented throughout the army.
The Prime Minister requested the Army to ensure adequate and timely logistics, technology, and development of a modern, dual-use defense industry based on research and application of achievements of the Fourth Industrial Revolution. Building and developing the Army in the right direction is an army serving socio-economic development in many areas where the Army has strengths; an army of production workers, especially participating in strategic infrastructure development projects and defense economic development.
The army plays a core role in preventing and combating natural disasters, responding to incidents, searching and rescuing; actively participating in ensuring social order and safety, fighting against crimes; and improving the effectiveness of law enforcement at sea.
At the same time, the army actively advises and participates in building and consolidating a strong grassroots political system, grasping the local situation to closely coordinate with local Party committees, authorities, and the People's Public Security force to build, consolidate, and promote the "people's heart battlefield".
“Comrades must proactively reach out to the people, help the people with what they need, support the people with what they lack; contribute to building a solid people's hearts early, from afar, right from the grassroots; raise vigilance, absolutely do not let hostile forces entice and incite the people,” the Prime Minister noted.
The Prime Minister requested proactive, active, synchronous, comprehensive and effective implementation of international integration and defense diplomacy, affirming that Vietnam is determined to implement the four no's defense policy: no military alliances, no association with one country to fight another, no allowing foreign countries to set up military bases or use territory to fight against other countries, no use of force or threat to use force.
The Prime Minister believes and hopes that the officers and soldiers of the entire army will continue to promote the revolutionary nature and glorious tradition of the heroic Vietnam People's Army; worthy of the teachings of beloved Uncle Ho: "Every task must be completed, every difficulty must be overcome, every enemy must be defeated"; united, proactive, creative, determined to successfully complete the tasks of 2023, creating a foundation for the successful implementation of the Resolution of the 13th National Party Congress and the Resolution of the 11th Military Party Congress.
