Kinhtedothi - On the afternoon of February 9, Prime Minister Pham Minh Chinh and his delegation worked with the Standing Committee of the Quang Ngai Provincial Party Committee.
Earlier in the morning of the same day, Prime Minister Pham Minh Chinh and his delegation offered incense at the memorial site of the late Prime Minister Pham Van Dong in Mo Duc district; inspected two key road projects in the area, the Dung Quat - Sa Huynh coastal road and the Quang Ngai - Hoai Nhon expressway on the Eastern North-South expressway; visited families of people whose temporary and dilapidated houses were removed and inspected the implementation of the province's temporary and dilapidated house removal program.
Quang Ngai strives for economic growth of 10-10.5%
Reports and opinions at the meeting assessed that, with an area of about 5,155 km² (28/63), Quang Ngai has an important position in the strategy of socio-economic development, sea and islands, ensuring national defense and security of the region and the whole country.
Belonging to the Central key economic region, Quang Ngai has many advantages in regional connectivity, within the North Central region and the Central Coast; with the Northern key economic region, the Southern key economic region, the Central Highlands region and with Laos and northeastern Thailand.
Dung Quat Economic Zone is a driving force for industrial development in the Central region; a national energy center (Binh Son Refinery and Petrochemical Plant).
The province has favorable conditions for multi-sector and multi-field economic development, thanks to its diverse terrain (hills, plains, coasts, islands) and river systems (Tra Bong, Tra Khuc, Tra Cau, Ve rivers) and large forest resources, diverse flora (forest products, precious medicinal plants, etc.); in which, the most prominent are marine economy, high-value agriculture, tourism (ecology, culture, etc.).
Quang Ngai has a convenient transportation system (roads with National Highway 1, National Highway 24, North-South Expressway; North-South railway; sea route), the gateway to the sea of the East-West Corridor connecting with the international maritime route through the East Sea.
The province has abundant human resources with a population of about 1.25 million people (ranked 33/63); Quang Ngai people have will, determination, creativity, and a tradition of studiousness and creative labor.
Quang Ngai has a long-standing, unique, and distinctive culture, with unique folk culture (singing Bai Choi, traditional musical instruments, etc.); many famous scenic spots, archaeological relics (Stone Age, Metal Age, Sa Huynh and Cham Pa cultures, etc.); historical, cultural and revolutionary relics, scenic spots (Thien An, Niem Ha, Thien But, Phe Van, Thach Bich, Ta Duong, Co Luy, etc.); unique festivals (Whale Festival, Hoang Sa Soldier Commemoration Festival, Fisherman's Worship Festival, etc.).
Reports and opinions at the meeting also assessed that, in the context of many difficulties and challenges, the Party Committee, government and people of Quang Ngai were united, made efforts, were proactive, creative, resolutely and flexibly implemented solutions for socio-economic development and achieved positive results.
In 2024, the province achieved and exceeded 27/27 comprehensive targets in all fields, of which 11 targets exceeded the plan. GRDP increased by 4.07%, average GRDP reached 4,460 USD/person (ranked 17/63); economic scale was over 132,581 billion VND (ranked 24/63).
All sectors and fields achieved positive results. Total social investment capital reached 68,865 billion VND (up 54.7%, ranked 13/63); state budget revenue reached 30,333 billion VND (ranked 12/63); industrial production value reached 157,521 billion VND (exceeding the plan by 15.3%); export value reached nearly 3 billion USD (exceeding the plan by 17.8%); tourists reached 1.449 million arrivals (exceeding the plan by 11%)...
Administrative reform, creating a favorable investment and business environment with positive changes (Par Index 27/63). Seriously implementing the streamlining of the political system's organizational structure.
The province has implemented the National Target Programs well (16/18 targets exceeded the plan); the poverty rate decreased by an average of 1.88%/year; of which, the mountainous area decreased by 7.72%.
Quang Ngai also does well in military and national defense work, ensuring social security and order, protecting fishermen and boats; and foreign affairs. Thoroughly grasp, deploy, and seriously implement the policies, resolutions, directives, and conclusions of the Central Committee. Focus on building a clean, strong, effective, and efficient Party and government; strengthen inspection, supervision, and discipline enforcement.
In January 2025, the province's socio-economic situation continued to achieve positive results and the province has built a scenario to strive to achieve 10-10.5% for the whole year. Industry continued to maintain its growth rate; total retail sales of goods and consumer service revenue increased by 14.3% over the same period; budget revenue reached VND 2,688 billion, reaching 8.4% of the year's estimate.
The province has well implemented the tasks of serving the people to enjoy the Spring Festival thoughtfully and promptly, so that every family can have Tet, every person can have Tet. The province has given more than 173,000 gifts to policy beneficiaries, with a total cost of nearly 72 billion VND; supported 100% of poor households, near-poor households, and households in especially difficult circumstances with more than 5,000 gifts, with a total value of more than 30.5 billion VND.

In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the meeting, acknowledged and commended the results that Quang Ngai province had achieved in the past time, including completing 6/9 assigned tasks according to the Prime Minister's conclusion during his previous working trip, contributing to the overall achievements and results of the whole country.
In addition, the Prime Minister pointed out a number of shortcomings and limitations that the province needs to find the causes of and clearly define the responsibilities of individuals and collectives to overcome, such as not fully exploiting potential, limited development conditions, and FDI attraction (in 2024, investment certificates were granted to 3 projects, with a total capital of 20.61 million USD); low disbursement of public investment capital (51.6%); rankings in administrative reform and competitiveness in the lower group (in 2023, PCI ranked 43/63; PAPI ranked 49/63; SIPAS ranked 46/63).
Basically agreeing with the direction and tasks set out by the province in 2025, the Prime Minister emphasized a number of guiding and operating viewpoints and a number of lessons learned.
Accordingly, continue to thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress; Resolution 26-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions; policies, resolutions, conclusions, and directives of the Central, National Assembly, Government, Prime Minister, and Regional Planning.
Promote the spirit of self-reliance, self-strengthening, solidarity and unity on the basis of the principles and regulations of the Party and State and the responsibilities and tasks of each agency and individual; have innovative and breakthrough thinking, strategic vision, foresight, think deeply and do great things; have high determination, great efforts, drastic actions, grasp the situation at home and abroad to promptly, flexibly and effectively handle emerging issues, and successfully complete the set goals and targets.
Stronger and more comprehensive innovation in management, direction and operation; dare to think, dare to do, dare to make breakthroughs for the common good", "what is said must be done, what is committed must be done; what is done, what is done must be effective".
Tighten discipline and order; promote decentralization and delegation of power; have measures to effectively inspect and supervise the implementation of each level; strengthen supervision, inspection, urging, and removing difficulties and obstacles.
Specifying 8 main tasks and solutions, the Prime Minister first requested the province to focus on streamlining the apparatus to be efficient, effective and effective in accordance with the spirit of Resolution No. 18-NQ/TW, to be completed in February to put into operation from March, while streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees.
Second, urgently issue plans, assign responsibilities, seriously and effectively organize the implementation of Resolution No. 57-NQ/TW of the Politburo and the Government's Action Program on breakthroughs in science and technology development, innovation and national digital transformation, and promote the implementation of Project 06.
Third, develop a growth scenario to strive to achieve the highest GRDP growth target in 2025, review new resources, drivers, and capacities for growth, renew traditional growth drivers (investment, export, consumption) and further promote new growth drivers such as digital economy, green economy, circular economy, sharing economy, knowledge economy, creative economy, night-time economy, etc. and emerging industries and sectors, cultural industry, entertainment industry. Promote public-private partnership to attract resources, accelerate administrative reform, and promote the advantages of VSIP industrial park.
Fourth, focus on further promoting three strategic breakthroughs in institutions, infrastructure, and human resources, reviewing and removing institutional obstacles with the view that this is the "breakthrough of breakthroughs"; continue to promote infrastructure development, especially strategic transport infrastructure, digital infrastructure, social infrastructure, healthcare, education, culture, and sports; train high-quality human resources, especially for emerging industries and fields, and high technology.
Fifth , continue to attach importance to the work of building the Party and the political system, continue to improve the leadership capacity and fighting strength of Party organizations and Party members; especially the grassroots level must be close to the people, pay attention to and care for the people's lives, "losing the grassroots means losing the people". Organize Party Congresses at all levels well in terms of personnel, policies and ensuring security.
Sixth, complete the elimination of temporary and dilapidated houses in the province, focus on developing social housing with the characteristics of large economic zones and industrial parks such as Dung Quat, VSIP, and Hoa Phat steel complexes; allocate resources for human development, ensure social security, progress, and social equity, focus on protecting the "clean, green, and beautiful" environment; narrow the development gap between regions in the province.
Seventh, as an island locality, Quang Ngai must focus on ensuring national defense, security, order, and social safety; and improving the effectiveness of foreign affairs. The Prime Minister noted that the province needs to resolutely combat IUU fishing and develop fisheries infrastructure.
Eighth, review backlog and prolonged projects and report to the Prime Minister according to the Prime Minister's dispatches.
Central ministries and branches must resolve problems according to their authority, without evasion or beating around the bush, "not saying no, not saying difficult things, not saying yes but not doing anything".
Also at the meeting, leaders of ministries and branches responded and the Prime Minister gave specific opinions on Quang Ngai's proposals and recommendations related to the construction and implementation of the National Refinery, Petrochemical and Energy Center Project in Dung Quat Economic Zone, the Project to Develop Ly Son Island District into a Sea and Island Tourism Center; resolving overlaps and conflicts between Quang Ngai Provincial Planning and sectoral planning; removing obstacles related to a number of real estate and trade and service projects; using the province's remaining salary reform fund of about 15,000 billion VND to invest in a number of transport infrastructure projects; support mechanisms from the central budget for local budgets to implement national target programs.
The Prime Minister assigned the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development to provide guidance to resolve problems related to overlaps and conflicts between mineral exploitation and forestry planning. If beyond authority, report to the Prime Minister.
Assigning the Ministry of Finance to guide localities on using remaining salary reform funds to implement projects, the Prime Minister requested Quang Ngai to concentrate resources to soon complete the coastal road project.
The Prime Minister also assigned tasks to agencies and units to urgently deploy and build the Da Nang - Quang Ngai expressway interchange connecting with Dung Quat Economic Zone, to be completed within 6 months after completing procedures; agreed in principle to deploy investment in the Quang Ngai - Kon Tum expressway in the direction that the two provinces will take care of site clearance, and the central budget will be allocated for construction and installation.
The Prime Minister directed the province to carefully study the policy of building Ly Son airport. If it is beneficial, the province will be assigned as the competent authority to call for public-private partnership, coordinate with the Ministry of National Defense to implement it in a dual-use direction, and the Ministry of Transport will propose to supplement the planning of airports.
