"Crossing rivers by building bridges, crossing fields by dumping soil" to quickly build coastal roads

Inspecting the Dung Quat - Sa Huynh coastal road project (Quang Ngai), the Prime Minister emphasized the spirit of "building bridges across rivers, filling fields, carving mountains across mountains", making the road straight, beautiful, and of high quality to create development momentum.


On February 9, Prime Minister Pham Minh Chinh and a Government delegation inspected and directed the implementation of the Dung Quat - Sa Huynh coastal road project (Quang Ngai).

The delegation included Minister of Transport Tran Hong Minh, leaders of central ministries, branches and Quang Ngai province.

Quang Ngai needs to fully exploit the advantages of coastal infrastructure

Inspecting the route through Minh Tan Nam village, Duc Minh commune, Mo Duc district, the Prime Minister emphasized that the route running parallel to the coast and the large, open land fund on both sides are great advantages for Quang Ngai to fully exploit its potential and advantages when the project is completed and put into operation.

The Prime Minister commended Quang Ngai province for its planning and shaping of infrastructure investment and development. In particular, a decade ago, it planned and included the coastal road project in its planning.

The completed and under-construction sections are of great significance, connecting trade between localities, thereby promoting socio-economic development.

Regarding the project route , the Prime Minister suggested that Quang Ngai build a number of bridges along the route and calculate the most convenient connections.

The section through An Khe lagoon must avoid the Sa Huynh Cultural National Special Relic Site. The Prime Minister requested Quang Ngai to study the construction of a bridge to shorten the travel distance.

"The spirit is to build bridges across rivers, fill in fields, and dig mountains. Make the roads straight, beautiful, and of high quality to create momentum for future development," the Prime Minister emphasized, and at the same time requested that the province research and evaluate to invest in projects reasonably to create momentum for socio-economic development, especially connecting to develop marine tourism.

Absolutely do not spread out investment

Reporting at the inspection, the leader of Quang Ngai province said that the Dung Quat - Sa Huynh coastal road project is about 100km long, with 7 sections, starting at Km23+500 and ending at the coastal road of Binh Dinh province through Km125+645 (not including 23.5km of the Dung Quat Economic Zone traffic infrastructure planning, connecting to Chu Lai airport, Quang Nam province).

Some sections of the project have completed the roadbed and are completing related items to put into operation.

After many years of investment, the province has put into operation more than 32km. Currently, more than 25km from Km56 - Km69 - Km76 + 230 is under construction with a total investment of nearly 2,100 billion VND. The project's construction progress is about 80%.

During the implementation process, there were certain difficulties related to compensation and site clearance, especially after the new Land Law took effect, which somewhat affected the overall progress of the project. However, with high determination, the province is focusing on leadership and direction to complete the entire section under construction and put it into operation in 2025.

Quang Ngai provincial leaders added that the remaining section connecting to Binh Dinh province has not yet been invested in. Of which, the section from Km76+230 - Km82 has completed the construction design documents.

The Prime Minister visited and encouraged workers constructing the project.

However, this route overlaps with the planning boundary for exploration and exploitation of titanium minerals approved by the Prime Minister. Therefore, the province has to temporarily stop and is waiting for the opinion of the Ministry of Natural Resources and Environment to serve as a basis for implementing the next steps.

For the section from Km82 - Km107+200 and Km119+500 connecting to Binh Dinh province, construction investment has not been implemented due to lack of capital.

The section Km107+200 - Km119+500 overlaps with National Highway 1 because it cannot go along the coast because it passes through the Sa Huynh National Cultural Special Relic Site.

In order for Quang Ngai to effectively implement the project and soon connect the entire route, the leaders of Quang Ngai province proposed that the Prime Minister direct the Ministry of Natural Resources and Environment to agree to allow the province to implement the route section Km76+230 - Km82+000 according to the previous proposal to comply with the mineral planning in Decision No. 333 of the Prime Minister.

For the remaining uninvested section, it is recommended that the Central Government consider supporting a funding source of nearly VND 2,500 billion so that the province has funds to complete the project in the medium-term period of 2026 - 2030.

By the end of 2025, Quang Ngai will complete the section under construction.

After listening to the province's report and recommendations, Prime Minister Pham Minh Chinh requested ministries and branches to study, propose and remove obstacles to invest in completing the project.

"For localities, it is necessary to continue implementing the project as quickly as possible. Construction will be carried out as soon as the site is cleared, and construction will be carried out continuously. We are determined not to spread out investment," the Prime Minister stated.

On the morning of February 9, during his working program in Quang Ngai, Prime Minister Pham Minh Chinh visited and offered incense at the memorial site of the late Prime Minister Pham Van Dong.

Prime Minister Pham Minh Chinh expressed his admiration, respect and pride in the revolutionary life of the late Prime Minister Pham Van Dong - an excellent student of the great President Ho Chi Minh and vowed to continue following the late Prime Minister's example, promoting solidarity, joining hands and unanimity, together building the country in the new era, developing richly, civilizedly, prosperously, and the people are increasingly well-off and happy.

The memorial site of Prime Minister Pham Van Dong was built in his hometown in Duc Tan commune, Mo Duc district, and was ranked as a national historical-cultural relic in 2006. The memorial site has a total area of ​​over 47,000 square meters, and is currently preserving and storing more than 1,529 documents, artifacts, and images related to the life and career of Prime Minister Pham Van Dong.
