Accompanying the Prime Minister were leaders of ministries, branches, central agencies, and provinces where expressway projects pass through.
The first project that the Prime Minister inspected was the Van Phong - Nha Trang project on the North - South Eastern Expressway in the 2021-2025 period. The inspection point was the intersection with National Highway 26, located in Khanh Hoa province.
The Van Phong - Nha Trang section of the project is over 83 km long, passing through 4 districts and towns: Van Ninh, Ninh Hoa, Dien Khanh and Khanh Vinh in Khanh Hoa province. The project has a total investment of 11,808 billion VND; construction started in January 2023, completed according to the contract in December 2025.
Up to now, the site clearance work has basically met the requirements, 83.03 km/83.35 km have been handed over, reaching 99.7%, only about 0.32 km of the main route remains; 6/6 resettlement areas have been completed, handed over to 203/203 households. However, the relocation of essential infrastructure such as power projects still faces many difficulties, and the agencies and Khanh Hoa province are making great efforts to resolve them.

Regarding construction, according to the report, right from the beginning of the project, with the strong direction of the Government, the Ministry of Transport and Project Management Board 7, the project contractors are all strong and professional contractors such as Son Hai Group, who have proactively focused on finding and handling problems regarding construction materials immediately. The contractors have proactively produced, ordered and transported materials and supplies to avoid shortages and price pressure. The contractors have proactively focused on equipment and human resources, speeding up the progress of 3 shifts and 4 teams during the dry season, so the project's output to date has exceeded the contract plan by about 5%.
In which, the source of construction materials and dumping sites have no problems, basically meeting the progress. In which, the demand for stone materials is 2.1 million m3, the plan is to utilize from digging roadbed rocks and using rocks from 9 mines in operation. The demand for sand materials is about 0.3 million m3 for making concrete, using from commercial mines. The demand for earth filling materials is about 7.26 million m3 ; currently 17/17 mines are being exploited with a total reserve of about 7.64 million m3 , the contractor is submitting an additional earth mine for backup.
The contractors have mobilized 42/42 construction teams, 1,020 pieces of equipment and 1,877 workers simultaneously on the entire route. The cumulative output to date is 3,451/7,138 billion VND, reaching 50% of the contract value, exceeding the contract plan by 5%. The output of each contractor is basically ahead of schedule.
The Prime Minister commended the Project Management Board and contractors for proactively and actively implementing the project, gaining more and more experience from previous projects.
The Prime Minister requested to set April 30, 2025 as the milestone to basically complete the project to adjust and shorten the progress; continue to promote the spirit of "overcoming the sun, overcoming the rain", "working overtime", "eating quickly, sleeping urgently", "working 3 shifts, 4 shifts, through holidays, through Tet"; improve quality, ensure technical, aesthetic, safety, and environmental sanitation.
Regarding site clearance problems, the Prime Minister requested localities and EVN to urgently handle and resolve them; noted that EVN should transfer equipment from other projects to relocate power works serving this project, not to "wait" for equipment.
Along with that, the Prime Minister noted to review and do a good job of preventing corruption and negativity.
The Ministry of Transport facilitates and encourages localities to plan and open suitable intersections to maximize the advantages of the expressway, create new development space, and promote socio-economic development.
At the construction site, contractor Lizen reported to the Prime Minister that they are shortening the plan by 6 months, ready to support other units; focusing resources, closely coordinating with local authorities. The leader of the Ministry of Transport said that they are closely coordinating with Khanh Hoa province to resolve the issue of site clearance and rebuild the progress. The leader of Khanh Hoa province pledged to the Prime Minister to resolve the issue of site clearance this May.
* Next, the working group moved to the intersection between the Van Phong – Nha Trang expressway project and the Khanh Hoa – Buon Ma Thuot expressway.
The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 is 117.5 km long, passing through Khanh Hoa province (about 32.7 km) and Dak Lak province (about 84.8 km) with a scale of 4 lanes, divided into 3 component projects, corresponding to 3 sections.
Component project 1 is managed by Khanh Hoa Provincial People's Committee, with a total investment of VND 5,333 billion; project 2 is managed by the Ministry of Transport (VND 10,436 billion), project 3 is managed by Dak Lak Provincial People's Committee (VND 6,165 billion).
According to the expected progress, the project will basically complete some sections with high traffic volume in 2025, basically complete the entire route in 2026 and complete and put the entire project into synchronous operation in 2027.
To date, site clearance for project 1 has reached 74%, project 2 has reached 72%, and project 3 has reached 98%. It is estimated that the demand for common materials will be about 3.3 million m3 of fill soil, 1.7 million m3 of sand, and 4 million m3 of stone. The survey shows that the ability to supply basic materials meets the demand.
Regarding construction, the accumulated output to date is 684 billion / 17,033 billion VND, reaching about 4% of the contract value, basically following the progress. In 2023, the project disbursed 3,261 / 3,313 billion VND, reaching 98%; in 2024, the project disbursed 635 / 4,176 billion VND, reaching 15%.
The Prime Minister emphasized that the Khanh Hoa - Buon Ma Thuot expressway project is of great significance, connecting the Central Highlands and the South Central Coast; the sooner the project is completed, the sooner people will benefit, and the Central Highlands and South Central Coast will have more conditions for development.
The Prime Minister requested Khanh Hoa and Dak Lak provinces to quickly clear land, encourage on-site resettlement and possibly arrange temporary accommodation, ensuring that people have new accommodation that is better than or equal to their old one.
Listening to the report on the difficulties related to the financial plan of the BOT National Highway 26 project if an interchange is built between the Khanh Hoa - Buon Ma Thuot Expressway and National Highway 26, the Prime Minister agreed on the policy of building an interchange, in the spirit of needing to build the interchange immediately to facilitate construction of the project; emphasizing the need to put the overall problem first, whichever option is better and more beneficial for the people and the country, then do it, and have a plan to harmoniously handle issues related to investor interests.
The Prime Minister also requested relevant agencies to urgently handle difficulties, complete procedures related to forests, handle confiscated assets and related procedures, and promptly hand over the site for construction.
In response to the Prime Minister's request, Son Hai Group, representing the contractors, pledged to make efforts to shorten the project's progress by 6 months.
The Government Electronic Information Portal will continue to update information about the Prime Minister's working trip.
The Resolution of the 13th National Party Congress sets a target of striving for 3,000 km of expressways nationwide by 2025 and completing the North-South expressway in the East; striving for 5,000 km of expressways nationwide by 2030.
To date, the total length of expressways put into operation nationwide has reached more than 2,000 km. Meanwhile, by June 2021, the whole country had only more than 900 km of expressways (achieved over the previous 20 years). Thus, since the beginning of the term, the whole country has put into operation about 1,100 km of expressways.
