Prime Minister proposes 5 special mechanisms for breakthrough development of science and technology

DNVN - Discussing at the National Assembly on the draft Resolution on piloting policies to remove obstacles in science, technology and innovation activities, Prime Minister Pham Minh Chinh affirmed that in order to truly innovate, there needs to be strong and special mechanisms instead of just stopping at the specific level to promote breakthrough development of science and technology.

On the morning of February 15, the National Assembly worked in the hall, listening to the presentation and review report on the draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities. This draft aims to institutionalize Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

Discussing in the National Assembly later, Prime Minister Pham Minh Chinh emphasized that to develop quickly and sustainably, Vietnam must rely on science, technology, innovation and digital transformation. This is not only an inevitable trend but also a strategic choice and top priority.

The Government has directed the amendment of many important laws such as the State Budget Law, tax laws, Enterprise Law, Science and Technology Law, etc. to remove institutional barriers. Some laws are expected to be submitted to the National Assembly in the upcoming May session. However, in order for Resolution 57 to quickly come into practice, the Government has submitted to the National Assembly a draft Resolution to pilot a number of policies to remove obstacles in science, technology and innovation activities.

The Draft Resolution focuses on removing some difficulties and obstacles that are very necessary to implement Resolution 57, so it does not cover all issues comprehensively; therefore, after issuing this Resolution, it is necessary to continue amending other laws.

The Prime Minister affirmed that to truly innovate, special mechanisms are needed instead of just stopping at specific levels. These mechanisms must be strong enough to promote breakthrough development in science and technology.

The Prime Minister proposed five special mechanisms to remove obstacles. First, a special mechanism to develop infrastructure for science, technology, innovation, and digital transformation. Vietnam is seriously lacking in infrastructure in these areas, while investment resources are huge. Therefore, in addition to the state budget, there is a need for a mechanism to mobilize capital from the private sector, public-private partnership, socialization, and contributions from the people.

Second, special mechanisms in science and technology management. The Prime Minister proposed flexible management models such as: public leadership - private management, public investment - private management, or private investment - public use. For example, the State can invest in a research center but let private enterprises operate it to optimize efficiency.

Third, a special mechanism to promote the commercialization of research results. It is necessary to create more favorable conditions for scientists to commercialize their research. At the same time, decentralization and stronger delegation of power to localities, ministries and branches in project approval, reducing administrative procedures and eliminating the request-grant mechanism.

Fourth, a special mechanism to protect policy implementers. Currently, implementation is still a weak link due to fear of responsibility and risk. The Prime Minister proposed establishing a mechanism to exempt policy implementers from responsibility if they follow the correct procedures, avoiding delays due to fear of mistakes.

Fifth, special mechanisms to attract talent. To develop science and technology, it is necessary to have policies to attract talent not only in the public sector but also in the private sector, and at the same time attract foreign experts. Policies can include incentives on taxes, fees, housing, visas and labor contracts.

According to the head of the Government, scientific research always comes with risks and delays. It is necessary to accept initial failures as "tuition fees" to gain more knowledge, experience and intelligence. However, strict control is also needed to avoid taking advantage of policies for personal gain.
