DNVN - Currently, the draft Law on Science, Technology and Innovation focuses almost exclusively on the State's scientific and technological tasks and tools, not on promoting how businesses can innovate technology and find a way out. There needs to be a priority policy for businesses to proactively innovate technology.
The information was confirmed by Deputy Minister of Science and Technology Hoang Minh during a working session with the Vietnam Association of Science and Technology Enterprises (VST), at the southern office of the Ministry of Science and Technology on the morning of February 14.
The event was organized to collect information from association leaders and member enterprises on science and technology activities, thereby reporting to the Prime Minister to develop new policies for science and technology activities in enterprises in the coming time.
At the working session, Deputy Minister of Science and Technology Hoang Minh emphasized the importance of including contents related to science and technology enterprises (S&T enterprises) in the draft Law on Science, Technology and Innovation.

The content on science and technology enterprises is still vague. It is necessary to have preferential policies for enterprises to proactively innovate technology.

Citing Resolution 57 of the Politburo, Deputy Minister Hoang Minh said that the State allocates at least 3% of the total annual budget expenditure for the development of science, technology, innovation, and national digital transformation, and will gradually increase according to development needs. However, according to him, this resource needs to be invested in businesses.
To ensure the rights of science and technology enterprises, the Deputy Minister suggested that the Association have a strong voice in contributing to the draft Law on Science, Technology and Innovation.
The Deputy Minister also requested that VST coordinate with the Ministry of Science and Technology to promptly compile a report assessing the current situation of science and technology enterprises and submit it to the Government for consideration. This report needs to clarify the difference between science and technology enterprises and other types of enterprises, as well as the role of science and technology enterprises in the economy.
Mr. Hoang Duc Thao - Chairman of VST committed to accompany the Ministry of Science and Technology to remove difficulties and promote the development of science and technology enterprises.
“In fact, science and technology enterprises have done a lot and done very well. But if there were clear priority and incentive policies, they would do even better. The report needs to highlight the positive results that science and technology enterprises have achieved, while also reflecting the difficulties in mechanisms and policies. If these barriers are removed, science and technology enterprises will become a core force contributing to the country's economic development," the Deputy Minister emphasized.
Thanking Deputy Minister Hoang Minh for sharing and suggesting, Mr. Hoang Duc Thao - Chairman of VST Association, said that science, technology and innovation have been identified as strategic breakthroughs according to Resolution 57 of the Politburo. This is an opportunity but also a big challenge for science and technology enterprises.
Representative of VST member enterprises made recommendations.
At the event, representatives of many VST member enterprises raised difficulties and obstacles in science, technology and innovation activities. In particular, enterprises discussed technology management, gave opinions on technology when making investment policies and approving investments, importing used machinery and equipment as well as projects that are about to expire...
Recommendations from member enterprises on science and technology activities will be compiled by VST and reported to the Prime Minister to develop new policies for science and technology activities in enterprises.
