We respectfully introduce the Joint Communique between the Socialist Republic of Vietnam and the State of Qatar, on the occasion of the official visit to Qatar of Prime Minister Pham Minh Chinh.
1. At the invitation of His Excellency Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs of the State of Qatar, His Excellency Pham Minh Chinh, Prime Minister of the Socialist Republic of Vietnam paid an official visit to Qatar from October 30 to November 1, 2024, marking the first time in 15 years that a Prime Minister of Vietnam has officially visited Qatar.
2. In an atmosphere of sincerity, trust and mutual understanding, Prime Minister Pham Minh Chinh met with the Emir of Qatar, His Excellency Sheikh Tamim bin Hamad Al Thani, held official talks with Prime Minister and Minister of Foreign Affairs, His Excellency Mohammed bin Abdulrahman bin Jassim Al Thani, met with Chairman of the Shura Council, His Excellency Hassan bin Abdulla Al-Ghanim, received the Minister of Communications and Information Technology; Minister of Labor; Minister of State for Energy; Chairman of the Qatar Investment Authority (QIA); and Chairman of the Qatar Business Council (QBA).
3. The two sides expressed satisfaction with the achievements in bilateral relations over the past 30 years, with the relationship increasingly developing and expanding in many fields. The two sides pledged to increase delegation exchanges and contacts at all levels and through various channels, and promote people-to-people exchanges to further promote the good cooperation between Vietnam and Qatar.
4. With a shared vision of deepening political trust and bringing the Vietnam-Qatar relationship to a higher level, the two sides agreed to make efforts to upgrade the bilateral relationship to a more extensive, substantive and effective partnership framework.
5. The two sides will promote the negotiation of bilateral intergovernmental agreements in the fields of visa exemption, labor, economy, trade, etc. to expand the market for goods. The two sides emphasized the importance of economic, trade and investment cooperation, and recognized great potential for cooperation in other fields such as energy, oil and gas, especially liquefied natural gas (LNG), agriculture, Halal, banking, etc. The two sides agreed to strengthen trade and investment promotion activities, boost business connections and support investors from both sides; promote Qatar's investment funds to invest in strategic projects in Vietnam.
6. The two sides pledged to strengthen defense and security cooperation, maintain a cooperative and peaceful environment in the two regions and in the world.
7. The two sides acknowledged the importance of promoting education and training, tourism, cultural and sports exchanges to strengthen people-to-people connections and deepen mutual understanding; agreed to increase scholarships for students from both countries. In addition, the two sides agreed to explore cooperation opportunities in emerging areas such as semiconductors, artificial intelligence, cloud computing, clean energy, solar energy, digital transformation, innovation management, green economy and circular economy, and other areas.
8. During the visit, the two sides signed a number of bilateral agreements and arrangements to enhance cooperation, specifically: i) Protocol between the Government of the State of Qatar and the Government of the Socialist Republic of Vietnam amending the Agreement between the Government of the State of Qatar and the Government of the Socialist Republic of Vietnam on air transport signed on March 8, 2009; ii) Memorandum of Understanding in the field of sports between the Government of the Socialist Republic of Vietnam and the Government of the State of Qatar; iii) Memorandum of Understanding on Cooperation in the Legal Field between the Ministry of Justice of the Socialist Republic of Vietnam and the Ministry of Justice of the State of Qatar; iv) Memorandum of Understanding on Cooperation between the Diplomatic Academy of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and the Diplomatic Academy of the Ministry of Foreign Affairs of the State of Qatar; v) Memorandum of Understanding between State Capital Investment Corporation (SCIC) and Qatar Investment Authority on investment cooperation.
9. The two sides exchanged views on international and regional issues of mutual concern and stressed the importance of respecting international law and the United Nations Charter, supporting the settlement of disputes by diplomatic means to maintain peace, stability, security and promote development at the regional and global levels.
10. The two sides expressed confidence in the promising future of the Vietnam-Qatar relationship and pledged to work closely to realize the results of the high-level visits. Prime Minister Pham Minh Chinh thanked the warm welcome and hospitality of the Leaders and people of Qatar. Prime Minister Pham Minh Chinh conveyed the invitations of General Secretary To Lam and President Luong Cuong to the Emir of Qatar and of National Assembly Chairman Tran Thanh Man to the Chairman of the Shura Council to visit Vietnam soon and to the Prime Minister of Qatar to visit Vietnam at a mutually convenient time; the Qatari leaders happily accepted the invitations.
