Of which, more than 3,220 hectares of forest are at high risk of fire. In particular, the pine forest area has thick vegetation, little water in pine needles, and tree trunks with oil combined with rang rang, sim mua, and lau lach, which pose a very high risk of forest fires during days of high temperatures.
Through our research, some forest fires that have occurred in the town in recent years have been caused by people's carelessness in using fire to burn coal, votive paper, bees, and smoking cigarettes and tobacco in the forest. In recent years, there have been personal conflicts arising from the interests of forests and forestry land, intentionally burning forests to destroy each other's property, and there is a potential concern of forest fires during the hot season...
Recognizing the great significance of forests to human life and the environment, the Party Committee, the government, functional agencies, forest owners and people in Nghi Son town have proactively and synchronously implemented many solutions to protect forests (BVR), prevent and fight forest fires (PCCCR) with the motto of prevention as the main thing, fighting forest fires urgently, promptly, thoroughly, acting resolutely and decisively, limiting the ability of flammable materials to catch fire, not letting fires spread.
To protect the forest, Nghi Son Town Forest Protection Department has advised the Town Party Committee and the Town People's Committee to issue a system of directive documents, plans and plans for forest protection and fire prevention. Advised on perfecting the Steering Committee (SC) to implement the target program for sustainable forestry development in the town for the period 2021-2025, developed operating regulations; assigned tasks, areas of responsibility, and direct command to the members of the SC. Forest rangers working in the area have promptly advised the Party Committee and the People's Committees of communes and wards to issue and organize the implementation of directive documents, plans and plans for forest protection and fire prevention and fire prevention in accordance with the actual situation of the locality. Strengthened the inspection and urging of the Town Steering Committee for communes, wards, and State forest owners in implementing forest protection and fire prevention work, absolutely not subjective or negligent in forest protection and fire prevention and fire prevention work. At the same time, taking prevention as the main task, fire fighting must be timely and effective.
Review and supplement key forest fire areas in the field to the forest fire key zone map; develop forest fire fighting plans and forest fire fighting plans to proactively respond to possible forest fire situations. Guide forest owners, including households, individuals and communities, to develop, review and supplement forest fire prevention and control plans. In recent years, thousands of hectares of flammable materials under the forest canopy have been reduced, hundreds of kilometers of new firebreaks have been built and repaired, combined with patrol roads, forest security inspections and forest fire fighting operation routes when situations arise. Advise on the deployment of forces, vehicles and logistics in key areas at high risk of fire to promptly detect and handle situations, and implement forest fire fighting plans according to the "4 on-site" motto. Arrange regular forces to key areas to inspect and promptly detect violations in the field of forest protection management, and prevent "hot spots" of forest fires from occurring. Organize extensive propaganda in many forms so that people clearly understand the State's regulations on forest fire prevention and fighting and are ready to participate in fire fighting when a forest fire occurs; provide information and guidance on forest fire prevention and fighting measures; closely monitor the burning of undergrowth and the use of fire near the forest to prevent fires from spreading into the forest. Assign staff to be on duty at the headquarters for forest fire prevention and fighting 24/7; organize mobile inspections, set up stations at forest gates and be on duty at key areas with high risk of forest fires to control people entering the forest; patrol, control, and resolutely not allow unauthorized people to enter the forest during the time of forest fire forecast level IV or higher. Effectively implement the coordination regulations between the forest rangers, police, and military in mobilizing forces to fight forest fires; coordinate patrols, inspections, prevention, and strict handling of violations of regulations on forest fire prevention and fighting. Proactively prepare forces and means to fight forest fires when a forest fire occurs. Closely coordinate with the Hoang Mai Town Forest Protection Department (under the Nghe An Provincial Forest Protection Department), advise the Chairman of the People's Committee of Hoang Mai Town, Nghe An Province and the Chairman of the People's Committee of Nghi Son Town, Thanh Hoa Province to sign a plan for coordination of forest protection and fire prevention in the border area for the period 2023-2025 to coordinate implementation to stabilize forest security in the border area of Thanh Hoa - Nghe An.
Talking to us, Head of Nghi Son Town Forest Protection Department Nguyen Tran Phuong shared: During the hot and dry days, the forest protection department continues to advise local Party committees and authorities from the town to the grassroots level to effectively implement Directive No. 13-CT/TW dated January 12, 2017 of the Central Party Secretariat, on strengthening the Party's leadership in forest management, protection and development, and guiding documents of the Government and the province on forest protection and fire prevention and fighting, in order to mobilize the entire political system to join in implementing the motto "prevention is the main thing, fire fighting must be timely and effective". The Forest Protection Department has advised the Town People's Committee to strengthen direction, inspection and supervision of forest owners to seriously implement their responsibilities and obligations for forest protection and fire fighting according to the provisions of law. Continue to invest in purchasing equipment and tools for the forces participating in forest fire fighting at the grassroots level. Strengthen dialogue with the people to resolve difficulties and obstacles right at the grassroots level; coordinate to effectively and thoroughly resolve conflicts leading to intentional forest destruction; investigate, verify and strictly handle acts of intentional destruction of forest resources. Strictly manage the causes of forest fires in the area. Comprehensively implement solutions in forest fire prevention and control, focusing on concentrating all resources to reduce combustible materials in key areas, forest areas near cemeteries, spiritual tourism areas, residential areas, landfills, etc. Perform well the work of forest fire guarding, early detection of fires to handle promptly to prevent large fires from occurring. Organize professional training courses on the use of forest fire prevention and control equipment and disseminate laws on forest fire protection to commune cadres and police and military forces in key fire areas.
In the first 5 months of 2023, Nghi Son Town Forest Protection Department coordinated with Nghi Son Town Forest Protection Management Board to proactively handle combustible materials under the pine forest canopy by pre-controlled burning of 85 hectares; newly built 3.44 km of firebreak combined with PCCCR patrol road; repaired nearly 20 km of firebreak built in previous years; treated the vegetation of forest areas at high risk of fire... In addition to the core force and means serving BVR, PCCCR at the district, commune and forest owners levels, there are 91 teams with 1,125 people participating in PCCCR.
Outstanding results in the first 5 months of 2023, the entire forest area in the town did not have forest fires, forest security was maintained stable. Local Party committees and authorities in Nghi Son town have proactively carried out forest protection and fire prevention work well. People's awareness of forest protection and fire prevention work has been raised, contributing to protecting the "green lung" of the industrial town.
