New passport model: Ordinary passport issued under simplified procedures

Accordingly, 4 passport models will be issued, effective from August 15, 2023:

1- Diplomatic passport, red-brown cover page (HCNG form);

2- Official passport, dark green cover page (form HCCV);

3- Ordinary passport, purple cover page (HCPT form);

4- Ordinary passport issued under simplified procedure, black cover page (form HCPT-RG).

Thus, compared to the previous regulations, the Ministry of Public Security has added a form of ordinary passport issued under simplified procedures.

This passport has 12 pages and is valid for no more than 12 months.

Article 17 of the Law on Exit and Entry of Vietnamese Citizens and Law No. 23/2023/QH15 amending a number of articles of the Law on Exit and Entry stipulates that the following subjects are granted ordinary passports under simplified procedures:

1- People who go abroad for a limited period of time and lose their ordinary passports and wish to return home immediately.

2- People who are not allowed to reside abroad but are not subject to international treaties or international agreements on receiving back citizens but do not have a passport.

3- People who must return to their country according to international treaties or international agreements on the re-acceptance of citizens.

4- People issued ordinary passports for national defense and security reasons.

General specifications and techniques of passports

Circular 31/2023/TT-BCA stipulates the general specifications and techniques of passports as follows:

- The outside of the cover page is printed with the national emblem, national emblem, and passport name; passports with electronic chips have the electronic chip symbol;

- The images on the passport pages are beautiful landscapes of the country, Vietnamese cultural heritage, combined with bronze drum motifs;

- Languages ​​used in passports: Vietnamese and English;

- Number of pages in the passport excluding the cover page: 48 pages for diplomatic passports, official passports and ordinary passports with a validity of 5 years or 10 years; 12 pages for ordinary passports issued under simplified procedures with a validity of no more than 12 months;

- Dimensions according to ISO 7810 standard (ID-3): 88mm x 125mm ± 0.75 mm;

- Passport corner radius r: 3.18mm ± 0.3mm;

- The electronic chip is placed in the back cover of the passport with the electronic chip attached;

- Passport cover is made of synthetic plastic material, highly durable;

- Passport letters and numbers are punched using laser technology from page 1 to the back cover of the passport and match the letters and numbers on page 1;

- All content and images printed in passports are made using modern technology to meet security requirements, prevent counterfeiting risks and meet ICAO standards.

Circular 31/2023/TT-BCA takes effect from August 15, 2023.
