Young Generation - Pioneers in digital transformation

Realizing that the need to resolve administrative procedures of people in Song Cau ward, Bac Kan city encountered many difficulties, especially in the preparation of documents and the way to submit documents online, Nguyen Minh Phuong (born in 1994), Secretary of the Youth Union of Song Cau ward, and the members of the Youth Union have deployed the construction of the Zalo Chatbot model to support the resolution of administrative procedures. This is a tool that applies artificial intelligence (AI) to support people in accessing administrative information. This Chatbot is capable of automatically responding to people's questions about administrative procedures, providing detailed instructions on the implementation steps, thereby helping them prepare complete documents from the beginning, limiting the situation of having to go back and forth many times. Not only helping to save time and costs for people, Zalo Chatbot also contributes to improving transparency in resolving administrative procedures. Thanks to the Zalo platform, people can easily access and look up information at any time on their mobile phones without having to go directly to administrative agencies.

The Zalo Chatbot model was deployed by the group of union members at the end of 2023 and officially put into operation from 2024. In just a short time, this initiative has brought about encouraging results. By the end of 2024, the chatbot had supported more than 1,356 citizens, with more than 6,000 queries for information on 18 popular administrative procedures being implemented by the ward. In addition, the number of people interested in the ward's Zalo account has exceeded 1,200, showing the high level of acceptance and demand for use from the people.

As a direct participant in the implementation of the model, Nguyen Minh Phuong believes that digital transformation is not only a trend but has become an indispensable part of daily life, especially for the younger generation. As a union official, understanding and applying technology to union activities not only helps attract the attention of union members and young people but also helps improve the effectiveness of union work, creating practical values ​​for the community.

According to Minh Phuong, there are many ways for young people to apply technology to union work such as applying technology in organization and propaganda, using social networks to connect with union members, creating close and accessible information channels, encouraging union members to participate in socially meaningful activities, through technology platforms to help spread positive messages.

To make the union activities truly attractive and suitable for young people, Minh Phuong emphasized that applying digital technology, creating creative spaces, and listening to the needs and desires of young people are key factors. In addition, combining flexible organizational forms and utilizing social networks as a tool to connect and convey messages will help the union movement become closer, more vibrant, and more attractive.

It can be said that the spirit of initiative, responsibility, and creativity to improve work efficiency and contribute to the community of the union members in general and union cadres in particular is a clear demonstration of the dynamism of the new-age youth. Today's young generations continue to promote the tradition of their fathers and brothers, constantly being dedicated, devoted, pioneering, responsible, daring to take risks, not afraid of difficulties to contribute to building an increasingly strong union organization, joining hands to build a powerful Vietnam.

Developing the movement "Digital Literacy"

Recently, the Vietnam Youth Union launched the "Digital Literacy for All" movement to implement Resolution 57-NQ/TW of the Politburo on developing science, technology, innovation and national digital transformation.

Secretary of the Central Youth Union, President of the Central Committee of the Vietnam Youth Union Nguyen Tuong Lam said that the "Digital Literacy for All" movement was launched among union members and young people to promote youth participation in supporting the improvement of digital capacity, the ability to use digital devices and applications for people. The movement helps people access and utilize technology in life, improve labor productivity, create new job opportunities and form a community that adapts to digital transformation; participate in building digital government, digital society, digital economy, digital citizens; at the same time, affirming the pioneering, proactive and creative role of youth and the Vietnam Youth Union in the country's digital age. The movement will be implemented in the period of 2025 - 2027, with the peak in Youth Month and the Summer Youth Volunteer Campaign in 2025.

After more than 2 weeks of implementation, the movement is being strongly deployed nationwide, with the active participation of union members and young people, contributing to raising awareness and digital skills for people, promoting the national digital transformation process.

In Hoa Binh province, the Provincial Committee of the Vietnam Youth Union established a provincial "Digital Literacy for the People" team consisting of 14 core members. This team has organized training on digital transformation and provided guidance on the use of online public services for people, helping them access the internet and use essential digital skills safely and effectively.

After more than two weeks of implementation, Dong Nai province has established 240 "Digital Education for the People" teams, including 11 district-level teams and 229 grassroots-level teams. The key members of these teams are association officials with expertise in technology and digital transformation, capable of guiding and supporting people to access, use and apply digital technology in their lives and business production.

In Thai Binh province, the "Digital Literacy for the People" movement has launched and trained 686 youth volunteer teams. These teams have gone to every alley and knocked on every door to propagate and support the dissemination of basic knowledge and skills about information technology to people and young people; organize in-person and online courses on essential digital skills, helping people avoid the risk of being scammed on social networks.

In addition, in the provinces of Lao Cai, Dien Bien, Dong Thap, and Ca Mau, the movement has also been strongly implemented with the establishment of "Digital Popular Education" teams, organizing training and guiding people to use online public services, integrating personal documents into the VNeID application, and improving digital technology skills in the community.

Up to now, Youth Union and Association chapters at all levels across the country have maintained and newly deployed more than 4,000 youth volunteer teams "Digital Literacy for the People" with young people as the core, organizing more than 2,000 activities to support training and popularize digital skills for over 400,000 people.

The "Digital Literacy for All" movement not only helps people access and utilize technology in their lives, improve labor productivity, and create new job opportunities, but also forms a community that adapts to digital transformation. In addition, the movement also focuses on supporting disabled youth to access technology, helping them use AI tools such as ChatGPT and Copilot to exploit new knowledge and improve digital skills.

It can be said that the creativity and pioneering spirit of union members and young people not only contribute to promoting digital transformation, but also create practical values, bringing long-term benefits to the community. In the future, such models promise to continue to be replicated, contributing to the sustainable development of the country, bringing Vietnam closer to the goal of building a modern and comprehensive digital society.
