After nearly 4 years of implementing the National Target Program 1719, the lives of ethnic minorities in Dakrong (Quang Tri) have seen positive developments. However, the implementation of the content of supporting residential land and production land of Project 1 is facing many difficulties, which need to be resolved.
In the period of 2021 - 2025, Dakrong district is allocated over 54.6 billion VND to implement Project 1 on solving the shortage of residential land, housing, production land, and domestic water. Of which, the capital to support residential land is 13.88 billion VND for 347 beneficiary households; housing support is 22.84 billion VND for 571 households; production land support is over 2.72 billion VND for 121 households; domestic water support is over 15.16 billion VND.
Regarding the housing support and clean water construction of Project 1, the district has implemented the project on schedule, but the support for residential land and production land has encountered many difficulties. Up to now, the whole district has only supported residential land for 65 households, and it is expected that in the coming time, it will support 61 more households, with a total implementation cost of about 5.04 billion VND. The remaining capital (over 8.8 billion VND) has not been disbursed in time during this period. The main reason is that the locality no longer has land to implement.
In fact, Dakrong is a mountainous district with a large area of natural land. However, most of the land is against the mountains, the rest is currently under the management of forest owners, such as the Protection Forest Management Board and forestry companies, forest farms and conservation areas. Therefore, the district has no more vacant land to carry out leveling or reclaiming and restoring land to support residential land and production land for households benefiting from the policy.
Mr. Le Dai Loi, Vice Chairman of Dakrong District People's Committee, also said that the implementation and disbursement of capital in the two contents of supporting residential land and production land in Project 1, has been slow for many reasons, but the main reason is that the locality no longer has land funds to grant to beneficiaries of the policy. In the process of implementing the National Target Program 1719 Phase I: from 2021-2025, Dakrong District People's Committee has made many efforts in the implementation process. However, the settlement of "clean land" for implementation is beyond the authority of the local government. Faced with this reality, Quang Tri Provincial People's Committee, central ministries and branches need to consider and soon have solutions to create conditions for the locality to implement and complete the objectives of the Project.
