Implementing the plan to monitor the implementation of policies and laws on ensuring traffic order and safety in Vinh city, on the afternoon of March 22, the Provincial National Assembly Delegation had a working session with the Vinh City People's Committee.

Attending the meeting on behalf of Vinh city were comrade Le Sy Chien - Vice Chairman of the City People's Committee; representatives of the City People's Council, City Police and a number of relevant departments and offices.
At the monitoring session, representatives of Vinh City People's Committee reported on the results related to the implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023 in the area.
Accordingly, Vinh city is a class I urban area under Nghe An province, with a complete transportation system, including roads, railways, inland waterways and airways; Vinh city is located in a key position on the North-South traffic route.
During the period from July 1, 2009 to December 31, 2023, the traffic order and safety situation in Vinh city was basically stable, with no particularly serious traffic accidents; people's awareness and compliance with traffic safety laws were gradually raised; traffic accidents were controlled and reduced.
To ensure traffic order and safety in the area, the Vinh City People's Committee has directed functional forces, with the core being the City Police, to develop plans, solutions, and organize forces to regularly patrol, control, regulate traffic, and handle violations; investigate and resolve traffic accidents. The forces focus on patrolling, controlling, and handling violations - which are direct causes of traffic accidents such as: drivers with alcohol concentrations in their breath exceeding the permitted level; oversized and overloaded vehicles; vehicles stopping and parking illegally; not obeying traffic light signals;...
From 2009 to the end of 2023, the authorities launched 165,765 operations, handled 283,072 cases of administrative violations in the field of traffic safety and order, and collected 131.77 billion VND for the budget.
The work of propaganda, dissemination and education of traffic laws has been directed with attention, contributing to raising awareness and law-abiding consciousness of traffic participants. The work of clearing traffic safety corridors has been basically carried out in accordance with the set order and plan, with close and synchronous coordination between related parties.
Working with the Provincial National Assembly Delegation, Vinh City People's Committee proposed that the Provincial People's Council and Provincial People's Committee direct provincial agencies, departments and branches located in the area to strengthen coordination in the work of self-management of urban order in front of the headquarters of their agencies and units.
Support funding and invest in infrastructure for provincial roads passing through the city. Allow the City People's Committee to pilot the collection of fees for stopping and parking cars on the roadway and sidewalks of some main routes according to time frames to reduce traffic congestion, contributing to ensuring traffic order and safety.
Vinh City also proposed that the Provincial People's Council and People's Committee continue to support procedures and progress in adjusting construction planning, appraising investment projects for traffic infrastructure works and urban embellishment in the city; organizing training on traffic laws to gradually improve the qualifications of the city's functional forces in ensuring urban order and traffic safety.
During the monitoring session, based on the report of Vinh city, the members of the monitoring team requested clarification of a number of issues. These include issues related to coordination between forces in ensuring traffic safety; the responsibility of leaders in localities and units when allowing the re-encroachment of sidewalks and traffic safety corridors; culture when participating in traffic; violations of traffic safety regulations by students and young people using electric motorbikes; plans to handle violating vehicles that are being temporarily detained at the warehouse of the authorities;...
Concluding the meeting, Comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation highly appreciated the coordination between the City Party Committee, People's Council, People's Committee of Vinh City and departments and branches in implementing policies and laws on ensuring traffic order and safety in the past time.
At the same time, the representative of the monitoring delegation suggested that Vinh city continue to pay more attention to ensuring traffic safety in the area. In addition, it is necessary to clarify the difficulties and obstacles in implementing legal regulations related to ensuring traffic safety in the area. There are solutions for people to limit the use of personal vehicles to reduce pressure on traffic infrastructure and limit traffic congestion. In addition, the city also needs to focus on and effectively exploit the smart urban operation center. Direct wards and communes to focus on patrolling, controlling and handling violations of encroachment on sidewalks and traffic safety corridors.
Regarding the recommendations of Vinh City People's Committee and related units, the monitoring delegation received, synthesized and transferred them to competent authorities for consideration.
