Building Tra Vinh city to meet the criteria of a type I urban area before 2030

Tra Vinh City is the political, administrative, economic, cultural, social, scientific and technical and educational center of Tra Vinh Province. This is an important traffic hub connecting urban areas in the province and inter-provincial areas in the Mekong Delta. The city has experienced more than 200 years of formation, construction and development.

Located in the North of Tra Vinh province, the city currently has a natural area of ​​67.94 km2 with a population of 113,657 people and 10 commune-level administrative units. Tra Vinh city is currently a type II urban area, directly under the province, recognized by the Prime Minister under Decision No. 241/QD-TTg, dated February 5, 2016, based on Decree No. 42/2009/ND-CP, dated May 7, 2009 of the Government on urban classification.

Tra Vinh City is known as the "green lung" and "green city" of the Mekong Delta with diverse cultural characteristics of the Kinh, Khmer and Chinese communities, along with many historical, cultural and architectural relics, the city has great potential for development. The favorable geographical location and complete road and waterway transportation system help Tra Vinh easily exchange and develop its economy and culture with localities inside and outside the province.

By 2030, Tra Vinh city strives to become a city with the basic conditions of a smart city, developing into a type I urban area, an attractive city, creating a strong driving force to promote the development of trade - services - industry of Tra Vinh province. The agricultural sector will produce on a large scale, with key agricultural products having brands and competitiveness in domestic and foreign markets. The city will make the most of target programs and infrastructure projects from the Central and the province to promote comprehensive socio-economic development. At the same time, mobilize resources to build a synchronous infrastructure system, especially in rural communes and remote areas.

In recent years, Tra Vinh city has always maintained a high economic growth rate (>10%), shifted the economic structure in the right direction, and actively implemented national target programs such as sustainable poverty reduction, new rural construction, and socio-economic development for ethnic minorities. In addition, investment in urban infrastructure has also been focused on with many key projects completed, creating architectural highlights and developing socio-economic infrastructure to help improve people's lives.

The expansion of Tra Vinh urban space fully reflects the position and development practice of Tra Vinh in the trend of integration and development, aiming to increase the area, create core satellite urban areas for the existing city; in line with the major orientations and policies of the Party and State. At the same time, this is an extremely necessary orientation to create new opportunities to continue developing the city in a sustainable direction, a necessary preparation step, and a basic condition to elevate Tra Vinh city to a class I urban area in the period 2021 - 2030.

Key province for marine economic development in the Mekong Delta

The scope of the Urban Classification Project of Tra Vinh city, Tra Vinh province to meet the criteria of a type II urban area includes: The entire area of ​​the existing Tra Vinh city, part of Chau Thanh district (including the entire Hoa Thuan commune, Nguyet Hoa commune, the entire Tri Phong hamlet, Kinh Xang hamlet of Hoa Loi commune, the entire Ba Se A, Ba Se B, O Chich A, O Chich B hamlets of Luong Hoa commune) and part of Cang Long district (including the entire Phuong Thanh commune, Dai Phuc commune, Dai Phuoc commune) with a total area of ​​about 16,336.97 hectares (163.37 km 2 ).

The establishment of the Urban Classification Project of Tra Vinh City, Tra Vinh Province to meet the criteria of a Type II urban area is consistent with the orientations and planning such as: The Planning of Tra Vinh Province for the period 2021 - 2030, with a vision to 2050, has determined: Tra Vinh City will expand part of Chau Thanh and Cang Long districts; The Urban Development Program of Tra Vinh Province to 2030, in which it is determined that by 2030, it will focus on investing in completing the criteria and standards for Tra Vinh City; The General Planning Project of Tra Vinh City Expansion, Tra Vinh Province to 2045 with the orientation to expand part of Chau Thanh district and part of Cang Long district...

In addition, Tra Vinh province has identified the period 2020 - 2025, with a vision to 2030, with the goal of becoming one of the key provinces developing the marine economy of the Mekong Delta. As a province developing the marine economy, Tra Vinh needs a central urban area, with the position and function of being the region's comprehensive hub in the fields of economics, finance, culture, education, training, tourism, health, science and technology, along with a convenient transportation system for domestic and international exchanges.

Vice Chairman of Tra Vinh Provincial People's Committee Nguyen Trung Hoang received the opinions of the Appraisal Council.

The People's Committee of Tra Vinh province assigned the Department of Construction to prepare a project to propose the recognition of the expanded Tra Vinh city and Tra Vinh province as meeting the criteria for a type II urban area in accordance with the Tra Vinh Provincial Planning; the General Planning of the expanded Tra Vinh city and the Urban Development Program at all levels. The locality's self-assessment achieved 87.72/100 points, of which 33/63 criteria achieved the maximum score; 24/63 criteria achieved the average or minimum score; 06/63 criteria were not met.

Based on the revised and completed Project dossier attached with Submission No. 432/TTr-UBND and Document No. 430/UBND-CNXD dated January 23, 2025 of the People's Committee of Tra Vinh province, the Department of Urban Development assessed the current status of urban development of Tra Vinh city according to the criteria of a type II urban area, reaching 83.5/100 points, of which 32/63 evaluation criteria achieved the maximum score, 23/63 evaluation criteria achieved the average or minimum score, and 08/63 criteria were not achieved.

Review and improve weak criteria

At the conference to appraise the Project proposing to recognize the expanded Tra Vinh city as meeting the criteria of a type II urban area, the members of the Appraisal Council basically agreed with the contents of the Project. However, some comments were made to further perfect the Project dossier.

Accordingly, the People's Committee of Tra Vinh province needs to add more logic and necessary parameters, especially the population ratio and natural area to ensure the feasibility of the Project. In addition, it is necessary to clarify the current status of Tra Vinh city before expansion, the urban transport system needs to be upgraded and land quotas for educational facilities need to be focused on to match the criteria of a type II urban area. Commercial infrastructure items also need to ensure diversity and quality to meet the requirements of urban development.

On behalf of the local government, Vice Chairman of Tra Vinh Provincial People's Committee Nguyen Trung Hoang accepted the opinions of the Appraisal Council and committed to promptly instructing specialized units to soon supplement, edit and complete the Project.

Concluding the Conference, Deputy Minister of Construction Nguyen Viet Hung summarized the opinions of the Appraisal Council and unanimously assessed that the expanded Tra Vinh city met the criteria for a type II urban area. However, the Deputy Minister requested that the People's Committee of Tra Vinh province review the data and appendices in the dossier, ensuring the accuracy of the information and reflecting the true state of urban development. At the same time, the calculation methods must comply with current legal regulations.

In addition, weak criteria such as housing, drainage and wastewater treatment systems need to be supplemented and improved to meet the requirements of sustainable urban development. The expansion of the city also requires careful consideration of administrative organization plans, especially the arrangement of administrative units of Chau Thanh and Cang Long districts.

The Deputy Minister also emphasized the importance of focusing on planning and infrastructure development, requiring continued implementation of the Politburo's resolutions on urban planning, construction and management, especially urban development plans to 2030 and vision to 2045. Tra Vinh province also needs to focus on improving the urban management capacity of officials, while encouraging the participation of people and organizations in building a civilized urban lifestyle.

The Appraisal Council unanimously approved the Project proposing to recognize the expanded Tra Vinh city as meeting the criteria of a type II urban area with a score of 86/100.
