Hai Phong City authorities have just established a Steering Committee for the Management of the World Natural Heritage Ha Long Bay - Cat Ba archipelago, under the management of this locality.

On October 22, information from the People's Committee of Hai Phong City said that this locality has just established the Steering Committee for the Management of the World Natural Heritage of Ha Long Bay - Cat Ba archipelago.

According to the above decision, the Steering Committee for the Management of the World Natural Heritage of Ha Long Bay - Cat Ba Archipelago (Steering Committee) has 19 members, headed by the Vice Chairman of the City People's Committee in charge of the cultural and social sector.

The Director of Cat Ba National Park is the permanent deputy head of the Steering Committee; the Chairman of Cat Hai District People's Committee, the Director of the Department of Culture, Sports and Tourism, the Director of the Department of Tourism and the Director of the Department of Agriculture and Rural Development are the four deputy heads of the Steering Committee.

In addition, the Steering Committee also has 13 members including representatives of relevant departments and branches.

The above Steering Committee was established by the People's Committee of Hai Phong City to direct, manage, protect and promote the value of the World Natural Heritage Ha Long Bay - Cat Ba archipelago, under the management of Hai Phong City according to regulations.

The Steering Committee assists the City People's Committee in directing the development of plans, organizing the implementation of tasks of managing, protecting and promoting the value of world natural heritage, proposing to handle and resolve arising issues related to the management, protection and promotion of the value of world natural heritage.

The Steering Committee is responsible for coordinating with the Ha Long Bay Management Board under the People's Committee of Quang Ninh province to effectively manage, protect and promote the value of the world natural heritage in accordance with regulations.

In addition, the Steering Committee is also responsible for inspecting, guiding and urging relevant departments, units, localities and organizations and individuals to implement programs and plans on management, protection and promotion of world natural heritage values, organizing preliminary and final reviews, and implementing periodic and ad hoc reporting regimes according to regulations.

In particular, the head of the Steering Committee is authorized to use the seal of the Hai Phong City People's Committee to perform his/her duties, approve the list of specific members participating in the Steering Committee, and assign tasks to the deputy heads and members. When authorized by the head of the Steering Committee to direct and operate the activities of the Steering Committee, the deputy heads use the seal of their agency to perform their duties.

Steering Committee members work part-time and perform specific tasks assigned by the head of the steering committee. They are allowed to use the organizational structure, staff, civil servants and public employees of the agency or unit they are in charge of to perform assigned tasks.

Cat Ba National Park is the standing body of the Steering Committee. The operating expenses of the Steering Committee and the standing body of the Steering Committee are guaranteed by the state budget according to regulations and are arranged in the annual budget of Cat Ba National Park.

Hai Phong only manages part of the boundary of Ha Long Bay.

Cat Ba archipelago belongs to Cat Hai district (Hai Phong city) including 367 large and small islands located on an area of ​​about 300 km², in the middle of Bac Bo Gulf, about 30 km from Hai Phong city center, about 140 km from Hanoi city.

Cat Ba Island is the largest island, with an area of ​​153 km², the third largest island in Vietnam after Phu Quoc and Cai Bau, with the highest mountain peak reaching 331 m. This is a submerged tropical karst terrain area, with a unique landscape similar to Ha Long Bay (Quang Ninh). The islands are single or clustered karst peaks or towers, with steep cliffs emerging from the clear blue sea. On Cat Ba Island, there are many beautiful caves, karst valleys such as: Trung Trang, Hung Son, Gia Luan, Tai Lai (now called Viet Hai) ...

On September 16, 2023, Ha Long Bay - Cat Ba archipelago became the first inter-provincial UNESCO World Heritage Site in Vietnam. However, not the entire Cat Ba archipelago is a world natural heritage.

Because, according to the dossier submitted to UNESCO for approval, the area under Hai Phong City's management is recognized as a world natural heritage, including: the entire Lan Ha Bay, Cat Ba National Park, Cat Ba World Biosphere Reserve, and part of the area belonging to the communes: Gia Luan, Xuan Dam.

In addition, the entire Cat Ba town, Ben Beo area, the Cat Ba Amatina project implementation area of ​​Vinaconex, Hien Hao commune, Phu Long commune... are not within the boundaries recognized as the world natural heritage of Ha Long Bay - Cat Ba archipelago. This is an area that has been planned for economic development, residential development, commercial areas, tourism and services.
