(NLDO)- According to the draft, Thanh Hoa province will merge 2 Party committees and 10 departments and branches, ending the operations of 14 agencies and units to streamline the apparatus.
On the morning of December 9, Thanh Hoa Provincial Party Committee held a meeting of the Steering Committee to summarize the implementation of Resolution No. 18 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

At the conference, Thanh Hoa Provincial Party Committee informed about the first Draft of the Project to streamline the organizational apparatus of the political system of Thanh Hoa province.
Merging 12 departments and agencies
According to the Draft, regarding the arrangement of provincial-level departments and branches: Merge the Thanh Hoa Provincial Party Committee's Propaganda Department and the Thanh Hoa Provincial Party Committee's Mass Mobilization Department.
On merging departments, branches and sectors under the Provincial People's Committee:
1. Merge the Department of Finance and the Department of Planning and Investment
2. Merge the Department of Transport and the Department of Construction
3. Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development
4. Merge the Department of Information and Communications and the Department of Science and Technology
5. Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs
6. Relevant departments and branches

End of operations of 14 agencies and units
1. End of activities of the Provincial Party Committee of Agencies and Enterprises: Mobilize, arrange, and assign leaders, managers, civil servants, and workers to Party agencies, the Fatherland Front, and socio-political organizations at the provincial level and some districts.
2. End the operation of the Provincial Cadre Health Care and Protection Board: Transfer functions and tasks to the Provincial Party Committee's Organization Board, the Department of Health, and the Provincial General Hospital. Arrange and assign the organizational structure and staffing to ensure that they are suitable to actual conditions.
3. Establishing many new party organizations
The draft will establish new Party committees for Party agencies, unions, and justice at the provincial level.
1. Affiliated party organizations include: Committees, Inspection Committee, Provincial Party Committee Office, Provincial People's Council, Fatherland Front Committee, provincial-level socio-political organizations, Provincial People's Procuracy, Provincial People's Court, and mass organizations assigned provincial-level tasks by the Party and State.
2. Functions, tasks and organization: Implement according to regulations and instructions of the Central Government.

New establishment of provincial government party committee
1. Affiliated party organizations include: provincial-level departments, branches, sectors, government units, and a number of state-owned enterprises (according to the scale and importance of the enterprise's party committee) (other enterprises are transferred to the district-level party committee).
2. Functions, tasks and organization: Implement according to regulations and instructions of the Central Government.

Regarding the viewpoints, principles, and requirements for streamlining the apparatus, the project has put forth a number of requirements, emphasizing that the arrangement of the apparatus, streamlining and restructuring of the staff, civil servants, and public employees, and improving the quality and efficiency of operations must be truly determined, courageous, and even require sacrificing the personal interests of cadres, party members, civil servants, public employees, and workers for the common good.
The arrangement and assignment of cadres, especially leaders in merged units, must be truly fair, objective, public, transparent, and absolutely not allow negativity, group interests, or localism in the work of arranging the apparatus and cadres.
