On January 27 (the 6th day of the Lunar New Year), in Hoang Xuan commune (Hoang Hoa district), Thanh Hoa Provincial People's Committee held a groundbreaking ceremony for the construction of a road connecting National Highway 1A with National Highway 45, from Hoang Kim commune (Hoang Hoa) to Thieu Long commune (Thieu Hoa) with a total investment of 1,417 billion VND for 3 projects.
Attending the groundbreaking ceremony were Party Central Committee member, Provincial Party Secretary Do Trong Hung; Chairman of the Provincial People's Committee Do Minh Tuan, along with comrades in the Provincial Party Standing Committee, Provincial People's Council and Provincial People's Committee; representatives of provincial departments, branches and sectors, contractors and a large number of people in the project area.
The route connecting National Highway 1A with National Highway 45, from Hoang Kim Commune (Hoang Hoa) to Thieu Long Commune (Thieu Hoa) is expected to have a total length of 14.6 km. The design scale is a level III plain road, 2 lanes for motor vehicles + 2 lanes for rudimentary vehicles, designed speed 80 km/h.

The entire route is divided into 3 projects. Project 1, the Ma River overpass and the road at both ends of the bridge is 2 km long. Project 2, the route section on Thieu Hoa district is 7.35 km long. Project 3, the route section on Hoang Hoa district is 5.25 km long.
The total investment of the 3 projects is 1,417 billion VND. The investment objective of the project is to connect traffic between National Highway 1A, National Highway 45 with the North-South Expressway in the East section through Thanh Hoa province, creating the premise for the formation of modern industrial parks in the region, while shortening travel time between the western districts of the province through Thieu Hoa and Yen Dinh districts with National Highway 1A, reducing traffic pressure through National Highway 45, National Highway 217 to National Highway 1A.
At the same time, connecting Hoang Hoa and Hau Loc districts with the North-South expressway. Gradually completing the transport network infrastructure according to the planning approved by competent authorities, serving the travel needs of the people, contributing to socio-economic development, ensuring national defense and security and soon forming industrial zones in the region.
Speaking at the groundbreaking ceremony, Mr. Mai Xuan Liem, Vice Chairman of the Provincial People's Committee emphasized: This is the first project to start construction in 2023. According to the project implementation schedule, the route will be completed and put into operation in 2024. At the same time, the People's Committees of districts, project management boards as investors and departments and branches are required to focus on directing the district's departments and offices, the authorities of communes and towns where the route passes through to do a good job of site clearance, compensation and resettlement support for the project scope in the area in accordance with the provisions of law and hand over the clean site to the construction units according to the required schedule.
