Developing the private sector is not only an economic task but also a very important political task, contributing to social stability, improving people's lives and enhancing the position of the locality and the country. Local Party committees and authorities are the places that directly lead and manage economic activities in the area, playing an important role in promoting the development of the private sector, first of all through creating a favorable, transparent, fair business environment, ensuring the legitimate rights of private enterprises. Along with creating an open legal framework to help businesses access necessary resources such as land, capital, technology; Developing infrastructure systems (transportation, electricity, water, telecommunications, etc.) to support businesses in expanding production scale and improving competitiveness in the market, local authorities also play an important role in coordinating with educational and training institutions and businesses to train high-quality human resources to meet the needs of the labor market in the context of promoting the application of science and technology, innovation, and national digital transformation.
With that role, based on the General Secretary's viewpoint and orientation on developing the private economy in the coming time, one of the top tasks of local Party committees and authorities is to quickly review, build, supplement and perfect institutions and policies to support private enterprises to create an open business environment, minimizing administrative barriers. In particular, the most important are mechanisms and policies to support private enterprises - especially small and medium enterprises - in terms of taxes, credit, land, human resource training, trade promotion, etc. At the same time, with the desire that local authorities continue to simplify administrative procedures on the basis of digital transformation to reduce time and costs in applying for licenses, business registration and related procedures, private enterprises also expect localities to establish and maintain regular dialogue channels between the government and enterprises to listen to and promptly resolve difficulties and problems that enterprises encounter.
The context of preparing to merge a number of provincial-level administrative units, continuing to merge commune-level administrative units and organizing two-level local government, expanding development space for localities in conjunction with the Socio-Economic Development Strategy, national master plan, regional planning; promoting decentralization according to the motto "locality decides, locality does, locality takes responsibility" is considered an opportunity for local Party committees and authorities to provide stronger support for the private economic sector. That opportunity is the initiative of localities in planning development strategies; calling for and attracting private enterprises to invest in transport, energy, and telecommunications infrastructure projects - especially key infrastructure projects through public-private partnerships (PPP); promoting innovation through open policies and guidelines to encourage private enterprises to invest in research and development (R&D) and access advanced technology. That opportunity requires strengthening the connection and coordination between local authorities and domestic and foreign enterprises, universities and research institutes in building training and retraining programs to develop human resources in accordance with the development orientation and planning of the locality, region and country in the new development stage.
To effectively implement these requirements (which is also the responsibility of local Party committees and authorities), it requires a breakthrough mindset and leadership and management style, ensuring that private enterprises are truly the most important driving force of the economy. The requirement is to promote the application of digital technology in administrative management and economic management to minimize bribery, negativity, and harassment of enterprises from the public sector; strengthen inter-sectoral and inter-local coordination to quickly resolve business problems; local Party committees and authorities must be willing to experiment and take responsibility to develop new economic models in the private economic sector. In particular, it is important to support the building of a startup ecosystem, support startups through incubation programs, business incubators, venture capital funds, etc.
Developing the private economic sector is one of the key tasks in the context of our country preparing to enter the era of national development. That requires local Party committees and authorities to have strategic vision, high political determination and drastic actions. Only when we create a favorable and safe business environment can we fully exploit the potential of the private economic sector, contributing to making our country a prosperous and sustainably developed nation.
