According to Mr. Vo Van Hanh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Thoi Xuan Commune, the Khmer ethnic people live mainly in Thoi Truong 1 Hamlet, Thoi Truong 2 Hamlet and Thoi Phuoc Hamlet. Before 2015, the lives of most Khmer ethnic people in the commune were difficult; of which, nearly 30% of households were poor, most of the remaining households were near-poor. The main reason was that over 60% of households lacked production materials; many households lacked capital, lacked jobs, etc.
In order to help people improve their lives, in parallel with effectively implementing the Party and State's policies and guidelines on ethnic affairs, the Party Committee, the government, the Fatherland Front and socio-political organizations of the commune have implemented many solutions that have brought about practical results. In particular, the Commune Women's Union, the Commune Farmers' Association and the Commune Veterans' Association have secured loans from the Social Policy Bank for 364 Khmer ethnic households of more than 14.5 billion VND for small business, pig farming, renovating ineffective gardens to grow fruit trees... The People's Committee and commune political organizations regularly coordinate with the district's sectors and unions to organize training courses to equip people with knowledge of farming and animal husbandry...
Many households have opened grocery stores, built livestock and poultry farming models, and risen to escape poverty sustainably. Mr. Ly Vien, 67 years old, in Thoi Truong 2 hamlet, shared: “Previously, my family was a poor household, due to lack of capital and not knowing how to do business. For the past 5 years, with the attention of the local authorities, guidance, and support of a loan of 65 million VND from the Social Policy Bank, I have renovated 2 hectares of gardens to grow Thai jackfruit, grow clean vegetables, and received support for house building. Now, my family has escaped poverty and lives a comfortable life.”
In addition, the Party Committee, the government, the Fatherland Front and socio-political organizations of Thoi Xuan commune coordinated with the Board of Directors of Pataya Vietnam Food Industry Company Limited (Tra Noc Industrial Park) and Lac Ty Company Limited (Hau Giang province) to organize buses to take 40 Khmer ethnic workers to work every day, with an average monthly salary of 6-7 million VND/worker. Thereby, helping Khmer ethnic workers in the commune have jobs and stable income.
Currently, most Khmer people in Thoi Xuan commune have solid, spacious houses, toilets, bathrooms, and hygienic water tanks; 100% of households use safe electricity. According to Mr. Vo Van Hanh, Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee, in order to help Khmer people rise up, the Party Committee, the government, the Fatherland Front and socio-political organizations of the commune have mobilized many resources to support the construction of houses for households. In the past 5 years alone, 34 Khmer households have been supported to build Great Unity houses, charity houses, and warm homes; each house is supported with 50-60 million VND.
Many households supported to build houses have made efforts to escape poverty. A typical example is the family of Ms. Lam Thi Ngoc Mai in Thoi Truong 2 hamlet, who received 50 million VND from the local government to build a Great Unity house at the end of 2024. Ms. Mai shared: “My family has no fields or gardens, my husband and I work for a living and raise our children. The house is dilapidated. Recently, with the support of the commune, the family has a solid house to live in. At the end of 2024, my family will escape poverty.”
To celebrate Chol Chnam Thmay in 2025, the Khmer people of Thoi Xuan commune received attention from the Party Committee, government, Fatherland Front, and local socio-political organizations to organize and coordinate free medical examinations and medicine for 160 people; give scholarships to 20 studious students, each worth 1 million VND; give gifts to 100 households; build a Comradeship house for 1 household... It is even more joyful when the locality well implements the policies, support programs of the Party and State on loans, business models, jobs, housing... so the material and spiritual life of the people is improved day by day, residential areas are more spacious and renewed.
