Kinhtedothi - On February 6, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued Official Dispatch No. 350/UBND-SNV on the implementation of Decree No. 178/ND-CP dated December 31, 2024 of the Government.
Accordingly, in order to synchronously implement the organizational structure arrangement, fully implement policies and regimes, create consensus, stability and efficiency after the arrangement, the City People's Committee requests departments, branches, People's Committees of districts, towns, and public service units under the City People's Committee to urgently organize, disseminate and thoroughly implement Decree No. 178/2024/ND-CP and Circular No. 01/2025/TT-BNV to cadres, civil servants, public employees and employees in agencies and units under their management.
Propaganda work must be carried out regularly, deeply, widely and analyze the new and outstanding points of the policies and regimes prescribed in Decree No. 178/2024/ND-CP compared to previous policies and regimes, with specific illustrative examples for each case.
At the same time, do a good job of political and ideological work for cadres, party members, civil servants, public employees, and workers, especially those affected by the reorganization of the apparatus, to promote a sense of responsibility, for the common good, sacrifice personal interests (if any) to implement the Party's policies, and create consensus within the agency or unit.
Conduct a comprehensive review and assessment of cadres, civil servants, public employees and workers in an impartial and objective manner based on the assessment of qualities, capacities, performance results and level of task completion according to job position requirements of cadres, civil servants, public employees and workers.
Along with that, develop a training and development plan and submit it to the competent authority for approval to send cadres, civil servants and public employees to participate in training and development courses to meet the standards and improve the professional qualifications of the new job position after the arrangement to ensure publicity, transparency, quality and efficiency.
Make a list of subjects who are required to quit their jobs and cases of voluntary resignation applying for policies and regimes prescribed in Articles 7, 8, 9 and 10 of Decree No. 178/2024/ND-CP, make a budget estimate for implementation; submit to competent authorities for consideration and decision according to management decentralization.
Develop a plan to send cadres, civil servants and public employees under their management to work at the grassroots level; at the same time, agencies, organizations and units organize reception, create favorable working conditions, and arrange public housing according to local conditions for cadres, civil servants and public employees who are sent to their localities.
Develop regulations on salary increase for outstanding achievements in performing tasks, including regulations on salary increase by one level and bonus regulations specified in Clause 1, Clause 2, Article 13 of Decree No. 178/2024/ND-CP and related legal documents.
Fully and promptly implement policies and regimes for cadres, civil servants, public employees and workers according to Government regulations and City regulations during the process of restructuring and organizing the apparatus.
Assign the Department of Home Affairs to advise the City People's Committee on the document guiding agencies and units on the framework of criteria for evaluating cadres, civil servants, public employees and workers to implement the arrangement and settlement of policies and regimes according to the provisions of Decree 178/2024/ND-CP.
Research and advise the City People's Committee to submit to the City People's Council to issue additional support policies for subjects under its management during the process of restructuring the apparatus.
Coordinate and guide agencies and units in arranging and assigning department-level managers and civil servants and employees when reorganizing the apparatus.
Synthesize and appraise the list of subjects and budget for implementing policies and regimes for cadres, civil servants, public employees, and workers who are eligible for early retirement or leave their jobs, and submit them to competent authorities for consideration and decision according to regulations.
Advise on the development and submission to competent authorities for promulgation of domestic and foreign training programs and documents for cadres, civil servants and public employees to meet the standards and improve professional qualifications according to the requirements of new job positions after reorganization, ensuring publicity, transparency, quality and efficiency.
Assign the Department of Finance to study and guide agencies and units in determining funding sources and making estimates, managing, using and settling funding for implementing policies prescribed in Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government and instructions of the Ministry of Finance.
Advise on budget allocation to implement policies and regimes for cadres, civil servants, public employees, and workers when reorganizing the apparatus, and report to competent authorities for consideration and decision.
Coordinate with the Department of Home Affairs to appraise the list of subjects and funding for implementing policies and regimes for cadres, civil servants, public employees, and workers who are eligible for early retirement or leave their jobs, and submit them to competent authorities for consideration and decision according to regulations.
Coordinate research and advise the City People's Committee to submit to the City People's Council to issue additional support policies for subjects under its management during the process of restructuring the apparatus.
In addition, the City People's Committee requests departments, branches, People's Committees of districts, towns, and public service units under the City People's Committee to urgently and seriously implement the plan.
