On February 6, the Hanoi People's Committee issued Official Dispatch No. 355/UBND-KTTH on implementing Directive No. 47/CT-TTg dated December 24, 2024 of the Prime Minister to strengthen management, improve efficiency in use and handling of houses and land at state-owned enterprises.

Accordingly, the City People's Committee requires corporations, single-member LLCs with 100% state capital and joint stock companies with over 50% state capital under the management of the City to seriously implement the contents of Directive No. 47/CT-TTg.

To ensure the management, use and handling of houses and land for the right purposes, effectively, avoiding loss and waste, the City People's Committee assigns specific tasks to relevant departments and branches such as the Department of Natural Resources and Environment to advise the City People's Committee to reclaim land from enterprises that use it for the wrong purposes, lease or lend it out in violation of regulations, do not fulfill financial obligations, let land be encroached upon or do not put it into use on schedule.

The Department of Planning and Investment needs to review and advise on handling investment projects using land of state-owned enterprises that are behind schedule and operating inefficiently.

The Department of Finance needs to take the lead in coordinating with relevant units to receive houses and land that have been approved by competent authorities for recovery plans and transfer them to local management, ensuring quick implementation and avoiding waste; advising the City People's Committee to approve land use plans when equitizing enterprises in accordance with the law.

In addition, the City People's Committee also requested state-owned enterprises in the area to strictly implement the provisions of Directive No. 47/CT-TTg, ensuring effective land use, avoiding loss of public assets, contributing to improving the operational efficiency of enterprises and the socio-economic development of the capital.
