Speaking at the working group on the Draft Resolution on the organization of urban government in Hai Phong city on the morning of October 31, National Assembly Chairman Tran Thanh Man expressed his agreement with the draft.
Regarding the scope of regulation, National Assembly Chairman Tran Thanh Man said that this resolution only focuses on regulating the urban government organization model such as adjusting the tasks and powers of agencies when there is no People's Council in the district or ward; deciding on the organizational structure and working regime of the People's Committee of the district or ward.
Other related contents such as other specific mechanisms and policies for the provisions of the law should be piloted to ensure the conditions of the competent authority, as well as the provisions of the Law on Promulgation of Legal Documents.
The National Assembly Chairman questioned whether the issuance of additional resolutions for Hai Phong would increase the state of unity or lack of unity in urban government organizations and urban government models across the country. The National Assembly Chairman requested the Ministry of Home Affairs and other ministries and branches to pay attention to Hai Phong's organization of urban government but not to increase the arising problems as some other localities have been doing.
Currently, the National Assembly has issued specific mechanisms for 10 provinces and cities nationwide, with the urban government model also issued for 3 cities: Ho Chi Minh City, Hanoi and Da Nang.
In that spirit, the National Assembly Chairman requested the Government to urgently study and comprehensively evaluate the results of implementing the urban government model in localities. This is aimed at proposing amendments and supplements to the Law on Organization of Local Government or promulgating the Law on Organization of Urban Government to create a synchronous legal basis for organizing the urban government model in a unified manner nationwide.
"The Government should urgently study and propose amendments and supplements to policies to suit the requirements of city management and development according to the urban government model to submit to the National Assembly for approval at the nearest session," the National Assembly Chairman said.
The National Assembly Chairman also noted that it is necessary to supplement transitional regulations in the direction that commune-level officials and civil servants are elected or recruited before the effective date of this resolution. At the same time, continue to review regulations on the duties and powers of the People's Committee, the Chairman of the City People's Committee and the duties and powers of the District People's Committee, especially the People's Council and People's Committee of Thuy Nguyen City and Hai Phong City.
For the district police chief and ward police chief who are people's police officers, and the commander of the military command who is a military officer concurrently holding the position of civil servant of the district or ward People's Committee, it is necessary to consider their effectiveness and suitability.
National Assembly Chairman Tran Thanh Man emphasized the need to organize a summary of pilot areas implementing urban government and specific mechanisms to review good experiences and shortcomings, thereby creating transparency and fairness throughout the country, in the spirit of the National Assembly resolving common issues for the whole country to implement.
