Strengthening visual and effective propaganda on waterway safety

The Inland Waterways Administration has implemented many synchronous solutions, focusing on improving the effectiveness of waterway traffic safety propaganda.

Strengthen inspection and combine propaganda

Speaking with Giao thong Newspaper, Mr. Tran Van Minh, Director of Inland Waterways Port Authority Region IV, recently highlighted this result in a report sent to the Vietnam Inland Waterways Administration, saying: In 2024, no incidents or accidents occurred in the waters of ports and inland waterway wharves in the area under its management responsibility.

To achieve this result, one of the important solutions is to strengthen inspection, combine propaganda and popularize laws on ensuring waterway safety.

Inland Waterway Port Authority Region I promotes inland waterway traffic safety and gives life jackets to students and local people.

Specifically, strengthen the inspection and sanctioning of administrative violations, promptly handle violations when detected, and make records of violations according to regulations. In 2024, in the area under the management of the port authority, 232 cases of administrative violations were inspected, detected, and recorded.

The Port Authority has directed its functional departments and affiliated port authority representatives to implement the following contents: Strengthen inspection of conditions for crew members, vehicle drivers, crew members and minimum safety staffing on inland waterway vehicles and seagoing vessels.

At the same time, coordinate with relevant units to implement the inter-sectoral inspection plan of the Traffic Police Department, the Registration Department and the Inland Waterways Department. From there, strengthen the propaganda and dissemination of legal documents of the industry and related fields.

In the Northern region, Mr. Nguyen Van Long, Deputy Director of the Inland Waterways Port Authority Region I, said that the unit is managing 16 national waterway routes with a length of 365.8km in the provinces and cities of Hai Phong, part of Quang Ninh and Hai Duong provinces. The total number of ports and wharves announced within the management scope is 55 ports, 90 wharves; along with the waterway routes assigned to manage maintenance work.

With a large management area, the Inland Waterway Port Authority of Region I attaches special importance to the propaganda of waterway traffic safety. The affiliated representatives have proactively developed plans and work programs, assigned port officers to take charge, take on the role of chair, and directly guide the provisions of the law at working sessions with port owners, wharves, vehicles, and operators through many forms of propaganda that are visual, vivid, easy to remember, and easy to understand. Thereby, it has had a significant impact on the awareness and understanding of traffic laws of subjects participating in waterway traffic.

The propaganda content focuses mainly on regulations on controlling the load of road vehicles at ports and inland waterway wharves; guiding water vehicles to complete registration and inspection procedures; guiding port and wharf owners to implement regulations on fire prevention and fighting, environmental protection; natural disaster prevention, search and rescue; oil spill response; Regulations on administrative sanctions for violations in the field of inland waterway traffic, etc.

The propaganda work also aims to ensure safety and peace on the river for people living along the routes. Typically, in 2024, propaganda on inland waterway traffic safety, instructions on drowning prevention and life jacket distribution were carried out at Lap Le Secondary School (Thuy Nguyen District) and Toan Thang Commune (Tien Lang District, Hai Phong City), each location distributed 50 life jackets.

Multiple synchronous measures

A representative of the Vietnam Inland Waterways Administration said: Right from the beginning of the year, the Traffic Safety Year Plan 2024 was issued with the theme "Respecting the law to build a culture of safe traffic" and implementing many synchronous solutions.

The interdisciplinary inspection team inspects the implementation of legal regulations on waterway traffic safety for organizations and individuals.

Specifically, the Department has reviewed and completed legal regulations, policies and projects on ensuring traffic safety and order on inland waterways. It has issued traffic safety plans and many documents directing units and localities to ensure traffic safety and order on inland waterways during holidays and Tet, especially during the spring festival season, focusing on dangerous locations on inland waterways.

Organize 4 inspection teams to supervise the work of ensuring traffic safety and order on inland waterways in the North, Central and South. Organize inspections of the implementation of the propaganda plan for natural disaster prevention and search and rescue in the inland waterway sector in the provinces of Lao Cai, Yen Bai, Tuyen Quang, Khanh Hoa, Phu Yen, Dong Nai, Ba Ria - Vung Tau.

In addition, in the first 11 months of 2024, the Department coordinated with the Traffic Police Department and the Vietnam Register to establish an interdisciplinary team to inspect and urge inter-sectoral coordination to ensure traffic safety and order on inland waterways in Hanoi, Vinh Phuc, Phu Yen, Hung Yen, Ha Nam, Nam Dinh, and Thai Binh provinces.

In particular, strengthen coordination with media agencies and local authorities, innovate and improve propaganda, dissemination and guidance on the implementation of legal regulations on inland waterway traffic to all sectors, focusing on education and dissemination of laws on traffic safety and order for ethnic minorities, reservoir areas, remote and isolated areas.
