Strengthening the fight against smuggling and trade fraud in sugar products

The document stated that, in recent times, implementing the direction of the Government, the National Steering Committee for the Prevention of Smuggling, Trade Fraud and Counterfeit Goods (National Steering Committee 389) and the Ministry of Industry and Trade, the market management force nationwide has developed and implemented a plan to inspect and handle violations in the business of sugar products and achieved certain results. However, smuggling and trade fraud in sugar products still occur, affecting domestic sugar production enterprises and sugarcane consumption by farmers.

Therefore, the Department of Domestic Market Management and Development requests the Department of Industry and Trade of provinces and centrally run cities to direct the Market Management Sub-Departments of provinces and centrally run cities to strictly implement the plans and directives of the Government, the National Steering Committee 389, the Ministry of Industry and Trade, and the People's Committees of provinces and centrally run cities in the work of market inspection and control, preventing the illegal trading, transportation, and storage of smuggled sugar of unknown origin, considering this a regular and continuous task. At the same time, strengthen coordination with relevant agencies (Border Guard, Customs, Police, Tax) to inspect sugar decanting and packaging facilities, rock sugar production facilities; and sugar auction purchasing facilities to prevent the use of documents to legalize smuggled sugar.

The Department of Domestic Market Management and Development also requested the Department of Industry and Trade and the Market Management Sub-Departments of provinces and cities to innovate propaganda and dissemination of laws in various forms so that society can recognize the harms of smuggling and trade fraud, and to educate people not to assist smugglers, to participate in denouncing criminals, and to join hands with functional forces in this field; to strengthen political and ideological education, to tighten discipline, and to thoroughly grasp the viewpoint that there are no "forbidden zones" in the fight against smuggling and trade fraud in the area.

In addition, the Department of Domestic Market Management and Development also requires provinces and cities to clearly define the responsibilities of their leaders and promptly handle officials who show signs of covering up, assisting, tolerating or allowing smuggling and trade fraud to occur in a complicated, serious and prolonged manner in the areas assigned to their management.
