Take advantage of good opportunities, promote investment attraction

In the last days of 2023, the Prime Minister issued Decision No. 1701/QD-TTg approving the Planning of Binh Thuan province for the period 2021 - 2030, with a vision to 2050.

In the future, about a quarter of a century from now, Binh Thuan will become an important development pole of the Central Coast region, with a strongly developing marine economy, a clean energy center, a center providing national and international tourism services... This important planning is the direction for Binh Thuan to call for and attract large investors. It is expected that Binh Thuan province will soon organize a conference to announce the provincial planning and promote investment in 2024.

Compared to previous investment promotion conferences, the upcoming investment promotion conference in Binh Thuan has many more opportunities. First of all, the Binh Thuan Provincial Planning has been established, helping to shape, orient development and call for investment capital. Next are the "bottlenecks" of Binh Thuan that investors have proposed many times at investment promotion conferences in 2017 and 2019, which have now been removed. Those are the Phan Thiet - Dau Giay and Phan Thiet - Vinh Hao expressways that were put into use last year, shortening travel time from Ho Chi Minh City and the provinces and cities of the Southern economic powerhouse to Binh Thuan. The expressway not only attracts tourists, but also creates opportunities for Binh Thuan to attract investment projects in industrial parks and tourist areas along both sides of the expressway, creating many jobs and livelihoods for the people. This highway, along with Vinh Tan seaport and Phan Thiet airport, are under construction, creating a "runway" for the economy to accelerate and take off.

Another "bottleneck" was removed when on November 1, 2023, Deputy Prime Minister Tran Hong Ha signed Decision 1277/QD-TTg approving the national mineral reserves. According to this Decision, the titanium reserve area of Binh Thuan province was reduced to 54,317 hectares, and the titanium reserve area was planned into 12 areas, with 3 time periods of 30 years, 50 years and 70 years. Over the past years, a series of tourism, urban and renewable energy development projects in Binh Thuan have been blocked and cannot be implemented because they overlap with the titanium planning. Binh Thuan has persistently petitioned the Government and ministries to adjust this planning. With this decision, Binh Thuan will have more space to develop and attract large-scale projects on the coast, when thousands of hectares of land have been removed from the national mineral reserve planning; thousands of other hectares of land are allowed to implement projects on the surface...

To remove the "bottleneck" in terms of human resources, specifically the situation of officials and civil servants pushing and avoiding responsibility, working half-heartedly, pushing back and forth between functional agencies, causing businesses to have to go back and forth many times, wasting a lot of time when doing administrative procedures. In 2024, Binh Thuan province chose the action theme as "Improving competitiveness and satisfaction of people and businesses", striving to improve the PCI, PAR Index, SIPAS indexes... to create a favorable and open investment and business environment. In particular, to take advantage of good opportunities, promote investment attraction, and build a rich and beautiful homeland, Provincial Party Secretary Duong Van An said: In 2024, Binh Thuan will change its approach, shifting the "state" from "waiting" for investors to "ask" to "give", to seeking and inviting capable, reputable, and dedicated investors to come to Binh Thuan to do business.
