Temporarily suspend some tasks and work related to administrative units at all levels

The suspended tasks are projects and tasks that localities carry out according to the previous Resolution of the National Assembly Standing Committee.

Official dispatch   stating: Implementing Conclusion 127/KL-TW dated February 28, 2025 of the Politburo, the Central Party Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, including the content of developing a project to merge a number of provincial-level administrative units, not organizing at the district level, continuing to merge commune-level administrative units; Document No. 1824/VPCP-NC dated March 7, 2025 of the Government Office requested the Ministry of Home Affairs to study the appropriate time to submit to the Government the project to establish urban administrative units. The Ministry of Home Affairs requested the People's Committees of provinces and centrally run cities to: Temporarily stop submitting the project to arrange and establish district-level and commune-level administrative units according to the provisions of Resolution 1211/2016/UBTVQH13 (amended and supplemented in Resolution 27/2022/UBTVQH15) and Resolution 35/2023/UBTVQH15;

At the same time, temporarily suspend the classification of administrative units at all levels; temporarily suspend the appraisal and acceptance of records and maps of administrative unit boundaries at all levels (Project 513) and create new, edit and supplement records and maps of administrative unit boundaries at all levels according to the Resolution of the National Assembly Standing Committee on the arrangement of each administrative unit at district and commune levels in the period 2023 - 2025; temporarily suspend the construction of the Component of the Master Plan of administrative units at district and commune levels for the period up to 2030 and vision to 2045 according to the requirements in Document No. 8657/BNV-CQDP dated December 31, 2024 of the Ministry of Home Affairs until there is a new policy from the competent authority.

According to the representative of the Ministry of Home Affairs, the suspended tasks are projects and tasks that localities carry out according to the previous Resolution of the National Assembly Standing Committee. The merger of provincial and commune-level administrative units and the abolition of the district level according to Conclusion 127 of the Politburo are still being carried out.

Previously, on March 20, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently issued Official Dispatch No. 43-CV/BCĐ on the Plan to continue to reorganize the apparatus of the political system.

The document clearly states: The Government Party Committee leads and directs the development and completion of the Project on the arrangement and merger of provincial and communal administrative units (specific functions, tasks, organizational structure, staffing; arrangement of staff, offices, official residences; handling of assets, offices, etc.).

Direct the Party Committees of ministries and branches, according to their functions and tasks, to advise the Government or issue documents under their authority to guide provinces and cities in implementing tasks related to the arrangement and merger of administrative units at all levels and the organization of two-level local governments to ensure timeliness, synchronization, specificity, and convenience for the development of projects and the organization of the implementation of the arrangement of administrative units at all levels and the organization of two-level local governments (to be completed before April 15, 2025).

The National Assembly Standing Committee passed a resolution on the arrangement and reorganization of commune-level administrative units (to be completed before June 30, 2025); the National Assembly passed a resolution on the merger of provincial-level administrative units (organization of provincial-level People's Councils and People's Committees) (to be completed before June 30, 2025).
