The IPU’s annual Global Meeting of Young Parliamentarians is a unique forum for young parliamentarians to meet, exchange, learn, shape common strategies and innovate to advance the goal of empowering young parliamentarians and young people. The 2023 meeting will focus on accelerating the implementation of the Sustainable Development Goals (SDGs) through digital transformation and innovation.

Reporter: The Vietnamese National Assembly will host the 9th Global Conference of Young Parliamentarians from September 14-17, 2023 in Hanoi, Vietnam. Following information about the event, what is your assessment of the context of organizing this important foreign affairs event?

Former Vice Chairman of the National Assembly's Foreign Affairs Committee Ngo Quang Xuan: Our National Assembly hosted the 9th Global Young Parliamentarians' Conference in the context of strong changes in the world and regional situation in terms of politics, economy and society. The world economy is slowing down due to multi-dimensional impacts. The trend of digital transformation, green transformation, and supply chain shift is increasingly being prioritized and promoted by countries;... Political, economic and social instability has pushed back the achievements in fighting poverty in the world, delaying the implementation of commitments on sustainable development goals, environment and climate change response of countries.

In Vietnam, from the beginning of 2022 until now, our country's economy has been opened in a new normal state, the COVID-19 epidemic has been basically controlled, creating an important premise for socio-economic recovery and development, as well as facilitating the implementation of our country's foreign affairs activities.

The National Assembly's foreign affairs activities, especially at regional and international multilateral forums, have recently achieved many positive results, contributing significantly to maintaining a peaceful environment, taking advantage of favorable international conditions for national development, firmly protecting independence, sovereignty, unity and territorial integrity, and constantly enhancing the country's position.

The Vietnamese National Assembly has actively, positively and responsibly participated in the activities of important inter-parliamentary cooperation forums such as the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF), the ASEAN Inter-Parliamentary Assembly (AIPA), the Francophone Parliamentary Union (APF), etc. These are multilateral parliamentary diplomacy channels that have contributed greatly to maintaining peace, promoting cooperation, enhancing understanding, building trust among parliaments; expanding the role and influence of parliaments on common issues, for peace, cooperation and development.

Reporter: This is the first time the Vietnamese National Assembly has hosted the 9th Global Conference of Young Parliamentarians. So, how do you assess the significance of this important event?

Former Vice Chairman of the Foreign Affairs Committee of the National Assembly Ngo Quang Xuan: The Party, State and National Assembly always pay much attention to youth and youth work, especially recently, at the 13th National Congress, the Party continued to acknowledge and set out tasks and solutions for youth and youth work; issued Decrees implementing the 2020 Youth Law, the Vietnam Youth Development Strategy for the 2021-2030 period, creating mechanisms and policies to care for, nurture and promote youth in the cause of national construction and defense.

The Vietnamese National Assembly has also established the Young Parliamentarians Group since the 13th tenure, creating a forum for young National Assembly deputies to exchange and share experiences during their National Assembly activities, especially in areas related to policies for young people.

Therefore, the Vietnamese National Assembly's hosting of the 9th Global Young Parliamentarians' Conference for the first time is a practical activity to implement the guidelines of the 13th National Party Congress, Resolution No. 43-NQ/TW of the Politburo on "Some major orientations and policies to implement the foreign policy of the 13th National Party Congress", Directive No. 25-CT/TW of the Secretariat of the 12th Party Central Committee on promoting and enhancing multilateral diplomacy until 2030 and the Vietnam Youth Development Strategy for the period 2021-2030.

Following the success of the Vietnamese National Assembly hosting the 132nd IPU General Assembly (2015), the 26th APPF Meeting (2016) and the 41st AIPA General Assembly (2020), the Vietnamese National Assembly's hosting of this Young Parliamentarians' Conference continues to affirm Vietnam's active, responsible and proactive participation in the IPU; at the same time, it shows Vietnam's attention and concern for youth and the global issues of young people today. The Conference contributes to promoting Vietnam's interests through the parliamentary channel, meeting the development requirements and development trends in the new period, including digital transformation, innovation, sustainable development; widely promoting and publicizing to international friends about Vietnam's cultural traditions, country, people, foreign policy and achievements in socio-economic development; Strengthening diplomatic relations between Vietnam and many important partners, especially parliamentarians and young leaders of countries, as well as gaining support from the IPU and member parliaments for the cause of national construction, protection and development.

Reporter: The opening session of the Conference will officially take place on September 15, 2023. What are your expectations ahead of the 9th Global Conference of Young Parliamentarians, hosted by the Vietnamese National Assembly for the first time?

Former Vice Chairman of the National Assembly's Foreign Affairs Committee Ngo Quang Xuan: In recent times, the Vietnamese National Assembly has actively participated in activities within the framework of the Inter-Parliamentary Union (IPU), including the Global Young Parliamentarians' Conferences. At these Conferences, the Vietnamese delegation has proactively and actively participated, sharing information, experiences, guidelines and policies of Vietnam related to the issues discussed at the Conference; at the same time, making specific proposals to enhance the role of young parliamentarians in solving global issues. This time, the Vietnamese National Assembly hosts the 9th Global Young Parliamentarians' Conference, I believe that with thorough and careful preparation, "early, from afar", the Conference will be a great success, leaving a deep impression on international friends.

The conference contributes to promoting Vietnam's interests through the parliamentary channel, meeting development requirements and trends in the new period, including digital transformation, innovation, and sustainable development.
