The Ministry of Education and Training is coordinating with the Ministry of Labor, War Invalids and Social Affairs to consider including preschool teachers as a arduous and hazardous profession.
At the 2023 Labor Forum held on the afternoon of July 28, some union members and workers proposed continuing to pay attention to public housing for teachers in remote areas; having appropriate salary policies for preschool teachers; and developing regulations that preschool teaching is a difficult profession.
Regarding this issue, Minister of Education and Training Nguyen Kim Son said that the education sector has a force of nearly 1.6 million teachers and staff, accounting for a significant number compared to the labor force of the whole country. The Party and the State have had many policies to care for the teaching force. Teachers working in mountainous, border, and island areas are also entitled to a number of other preferential policies, such as responsibility allowances, depending on each subject.

Regarding non-public preschool teachers, the Minister said that due to the impact of the COVID-19 pandemic, non-public preschools were affected. The Ministry advised the Government and the National Assembly to issue Resolution 103 to support non-public preschool teachers, and paid more than 50,000 people with a total amount of VND 158 billion. This is the Party and State's concern for non-public preschool teachers.
However, Minister Nguyen Kim Son said that, with the hardships and sacrifices of teachers working in particularly difficult areas, policies need to have more priority to motivate teachers. The Ministry of Education and Training is advising the Government to implement a number of policies, such as promoting the solidification of schools, in which priority is given to building public housing for teachers at schools and difficult areas; coordinating with the Ministry of Home Affairs to propose considering raising preferential allowances for preschool and primary school teachers. The two ministries have initially agreed and are working with other ministries to soon implement in the coming time.
The Ministry of Education and Training is also working with the Ministry of Labor, Invalids and Social Affairs to consider including preschool teachers as a hazardous and arduous profession. In addition, the Ministry is taking the lead in drafting the Law on Teachers, which will pay attention to policies for teachers in remote, isolated and disadvantaged areas to encourage this group.
Minister Nguyen Kim Son added that currently there are 16,000 independent children's groups nationwide, many of which have teachers who are not covered by social insurance, so they need attention to ensure their rights.
Previously, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung responded to voters' request to reduce the retirement age of preschool teachers.
Accordingly, voters expressed that preschool teachers must be active, agile and healthy to ensure good care and teaching children to dance and sing. At the same time, teachers must make their own models and tools to serve the teaching of children. Therefore, increasing the retirement age for preschool teachers to 60 years old is not appropriate.
Voters expect the Ministry of Labor, War Invalids and Social Affairs to research, review and soon develop a circular guiding the determination of the list of special occupations and jobs. In particular, there is attention to adding preschool teachers to the list of special occupations.
Responding to voters' petitions, the Ministry of Labor, War Invalids and Social Affairs said that in the list of arduous, hazardous and dangerous occupations and jobs and especially arduous, hazardous and dangerous occupations and jobs issued with Circular No. 11/2020/TT-BLDTBXH of the Minister of Labor, War Invalids and Social Affairs, there is no occupation or job "preschool teacher".
In addition, because the profession of preschool teacher is a special profession, when teachers no longer meet the health and professional requirements of this profession (not being past working age or eligible for retirement), they can be supported in training to switch to another profession, if they have a need to work.
However, the Ministry said it will continue to coordinate with relevant agencies to research and further evaluate specific factors regarding working conditions of preschool teachers for consideration and supplementation according to voters' wishes.
