On the morning of February 18, Mr. Dinh Van Thieu - Vice Chairman of Khanh Hoa Provincial People's Committee chaired a meeting of the Provincial Digital Transformation Steering Committee and summarized digital transformation activities in 2024.
Also attending were leaders of departments, branches, units, and localities who are members of the Provincial Digital Transformation Steering Committee.
According to the report of the Department of Information and Communications, up to now, 100% of telephone and Internet subscribers use fiber optic lines, ensuring the purpose of applying information technology (IT), digital transformation, and developing smart cities in the province. The province continues to effectively deploy and use local information systems and digital platforms.
Maintain stable connection and integration between the province's administrative procedure settlement information system and the information systems of the Government and central ministries and branches. In 2024, the national population database was exploited to serve the reception and settlement of 376,874 administrative procedures.
Organizing the implementation of digital transformation projects and tasks in 2024, 20/31 public investment projects and 49/87 public capital tasks have been implemented; 7 projects and 16 tasks have not been implemented; 10 tasks proposed to be adjusted to the 2025 - 2026 period; 4 projects and 7 tasks proposed to be removed or not implemented due to being no longer suitable; the disbursement rate of public investment capital in 2024 reached 93.21% compared to the allocated budget.
The province has also implemented an assessment of the digital transformation results in 2023 of agencies and localities in the province. As a result, 100% of agencies and localities achieved a rate of 50% or more. Responding to the National Digital Transformation Day on October 10, the province successfully organized the Local Policy Forum with the theme "Digital transformation - a breakthrough in the socio-economic development of Khanh Hoa province" and the Khanh Hoa Digital Technology Festival in 2024, creating a profound social effect.
According to the 2023 Digital Transformation Index (DTI) report announced by the Ministry of Information and Communications, Khanh Hoa ranked 30/63 provinces and centrally-run cities (up 11 places compared to 2022, equal to the 2021 ranking).
Of which, digital government ranking is 46th/63 provinces and cities (down 2 places compared to 2022, down 12 places compared to 2021); digital economy ranking is 27th/63 provinces and cities (up 3 places compared to 2022, up 5 places compared to 2021); digital society ranking is 22nd/63 provinces and cities (up 14 places compared to 2022, up 11 places compared to 2021).
After listening to the opinions of the meeting participants, Mr. Dinh Van Thieu said that in 2025, the implementation of the digital transformation task will be more difficult and complicated. Especially, in implementing Resolution No. 57, dated December 22, 2024, of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
Therefore, Mr. Dinh Van Thieu suggested that leaders of departments, branches, sectors, organizations and localities need to directly lead, direct and take responsibility for the digital transformation work of their agencies, units and localities.
Along with implementing digital transformation tasks, it is necessary to strengthen communication work to widely inform people and businesses; by February 28, it is necessary to complete the digital transformation plan for 2025, to send to the Department of Information and Communications for synthesis, and report to the Provincial People's Committee in early March.
In the process of implementing IT projects, the digital transformation task needs to speed up the disbursement of capital; in the process of implementing the digital transformation task, it is necessary to pay close attention to the issue of ensuring information security and safety; closely follow the instructions of central ministries, departments and branches.
The Department of Information and Communications needs to continue to perform well its advisory role for the province in implementing digital transformation tasks. In particular, it is necessary to focus on completing the province's Intelligent Operations Center (IOC) to put it into operation in June; advising on building the DTI in 2025 in accordance with the actual situation of the province and focusing on the growth rate; advising the Provincial People's Committee on financial support policies for people working in digital transformation in agencies, units, and localities to submit to the Provincial People's Council for consideration...
Mr. Dinh Van Thieu also reminded a number of departments, branches and localities to focus on implementing assigned digital transformation tasks well; for digital transformation projects and tasks in 2024 that have not been implemented, it is necessary to propose investment policies in April 2025...
