According to the plan, the Chairman of the Hai Phong City People's Committee requested agencies, units, and localities to complete the project or plan to arrange and streamline the apparatus of the political system before January 1, 2025.
Hai Phong is implementing the arrangement, consolidation and transfer of functions of Departments and branches to ensure the rational organization of Departments and offices managing multiple sectors and fields, implementing the principle that one agency performs many tasks and one task is assigned to only one agency to preside over and take primary responsibility. The arrangement of the organizational apparatus is associated with streamlining the payroll and restructuring, improving the quality of the staff, civil servants and public employees.
For the Departments, after the merger, organize 1 office, 1 Department Inspector, 1 department performing the functions of Finance - Planning - Investment; reduce at least 15 - 20% of specialized departments, implement multi-task and field management departments.
In addition to merging 12 Departments into 6 Departments, the Chairman of Hai Phong City People's Committee also requested the districts in the area to arrange and merge a number of departments, offices and public service units. Some localities will merge the Land Fund Development Center with the Construction Investment Project Management Board, the Department of Agriculture & Rural Development with the Department of Natural Resources & Environment, etc.
Particularly for educational and training units under the People's Committees of districts and towns, Hai Phong requires continued review to implement the arrangement and merger of kindergartens in the same commune-level administrative unit; arrange primary and secondary schools with less than 15 classes. Localities review primary and secondary schools in the same commune-level administrative unit to propose plans to arrange and merge schools of the same level or establish a joint primary and secondary school (depending on the actual conditions of the locality) to ensure the principle of creating convenience for people and ensuring the rights of students.
The Hai Phong City People's Committee will also transfer the Medical Center under the Department of Health to the district for management and end the operation of the Steering Committees under the district People's Committee. The completion time is before December 31, 2024.
Regarding the payroll and number of employees, in the immediate future, the payroll of new agencies, localities and units will be arranged at the maximum number of employees present before the arrangement, merger and consolidation. However, agencies, localities and units must develop plans to reduce payroll according to the regulations of the Central Government.
