The Hanoi People's Committee requested specialized agencies to complete the dossier on organizational arrangement to submit to the City People's Council for approval to establish new departments before February 20, 2025.
Hanoi City People's Committee has just issued Official Dispatch No. 362 to deploy the task of restructuring the organizational apparatus.
To ensure the progress of completing the organizational arrangement of affiliated agencies, the City People's Committee assigned the Department of Home Affairs to complete the dossier on the organizational arrangement of specialized agencies and other administrative organizations under the City People's Committee.

Completing the dossier to submit to the Party Committee of the City People's Committee for comments before February 10, 2025 to report to the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee for direction and timely submission to the City People's Council for approval to establish new departments before February 20, 2025.
The Department of Home Affairs is also assigned to complete the dossier to re-define the functions, tasks, and organizational structure of the new departments and units after being approved by the City People's Council and the departments will remain the same, but re-define the functions, tasks, and organizational structure of the internal apparatus. The dossier will be reviewed by the Department of Justice and reported after the City People's Council meeting, scheduled to be held on February 18.
Previously, the Party Committee of the Hanoi People's Committee submitted a document to the Standing Committee of the City Party Committee requesting approval to adjust the plan to reorganize the apparatus of departments under the government sector.
Accordingly, the City People's Committee has reorganized the apparatus of 13 departments including: Home Affairs; Justice; Finance; Industry and Trade; Agriculture and Environment; Science and Technology; Culture and Sports; Education and Training; Health; City Inspectorate; City People's Committee Office; Ethnicity and Religion; and Tourism.
The city adjusted the arrangement plan compared to the old draft for three departments: Construction, Transport and Planning and Architecture.
Specifically, the Department of Transport merged with the Department of Construction, taking the name of the Department of Construction; the Department of Planning and Architecture kept the current model.
9 specialized departments under the People's Committees of districts, towns, and cities, are reorganized and include: Office of the People's Council and People's Committee at district level; District, Town, and City Inspectorate; Department of Justice; Department of Culture, Science and Information; Department of Finance - Planning; Department of Agriculture and Environment (in districts, it is the Department of Natural Resources and Environment); Department of Home Affairs; Department of Health; Department of Education and Training.
The two Departments of Industry and Trade and the Department of Urban Management are adjusted as follows: Merge the Department of Industry and Trade (the old Department of Economics after transferring some functions to the Department of Natural Resources and Environment in the district block and the Department of Agriculture and Environment in the district block) and the Department of Urban Management into the Department of Infrastructure and Urban Economics in accordance with the direction of the Government Steering Committee.
In the previous draft arrangement, Hanoi proposed to retain some departments with specific elements such as the Department of Transport, Construction, Planning - Architecture, Tourism, and Foreign Affairs. However, this draft only retains the Department of Planning - Architecture and Tourism, the Department of Transport and Construction will merge, and the Department of Foreign Affairs will be merged into the office of the City People's Committee.
