When will Hanoi establish new departments?

The Hanoi People's Committee has requested relevant agencies to finalize the organizational restructuring documents in order to submit them to the City People's Council for approval of the establishment of new departments before February 20, 2025.


The Hanoi People's Committee has recently issued Document No. 362 outlining the tasks for reorganizing the administrative apparatus.

To ensure the timely completion of the organizational restructuring of subordinate agencies, the City People's Committee assigns the Department of Internal Affairs to finalize the organizational restructuring dossiers for specialized agencies and other administrative organizations under the City People's Committee.

The dossiers must be finalized and submitted to the Party Committee of the People's Committee of the city for comments before February 10, 2025, in order to report to the Standing Committee of the City Party Committee and the Executive Committee of the City Party Committee for guidance, and to ensure timely submission to the City People's Council for approval of the establishment of new departments before February 20, 2025.

The Department of Internal Affairs is also tasked with finalizing the documents to redefine the functions, tasks, and organizational structure of the new departments and units after they are approved by the City People's Council, and for departments that remain unchanged but have their functions, tasks, and internal organizational structure revised. The documents will be reviewed by the Department of Justice and reported after the City People's Council meeting, scheduled for February 18th.

Previously, the Party Committee of the Hanoi People's Committee had submitted a proposal to the Standing Committee of the City Party Committee requesting approval to adjust the organizational structure of the departments under the government.

Accordingly, the City People's Committee has reorganized the organizational structure of 13 departments, including: Interior; Justice; Finance; Industry and Trade; Agriculture and Environment; Science and Technology; Culture and Sports; Education and Training; Health; City Inspectorate; City People's Committee Office; Ethnic and Religious Affairs; and Tourism.

The city has adjusted the organizational plan compared to the previous draft, involving three departments: Construction, Transportation, and Architectural Planning.

Specifically, the Department of Transportation will merge with the Department of Construction, retaining the name Department of Construction; the Department of Planning and Architecture will retain its current structure.

Nine specialized departments under the People's Committee of districts, counties, and towns have been reorganized and restructured, including: the Office of the People's Council and People's Committee at the district level; the Inspectorate of districts, counties, and towns; the Department of Justice; the Department of Culture, Science and Information; the Department of Finance and Planning; the Department of Agriculture and Environment (in districts, it is the Department of Natural Resources and Environment); the Department of Internal Affairs; the Department of Health; and the Department of Education and Training.

The two Departments of Industry and Trade and the Department of Urban Management have been reorganized as follows: The Department of Industry and Trade (formerly the Department of Economy after transferring some functions to the Department of Natural Resources and Environment at the district level and the Department of Agriculture and Environment at the county level) and the Department of Urban Management have been merged into the Department of Economic Infrastructure and Urban Development, in accordance with the direction of the Government Steering Committee.

In the previous draft restructuring, Hanoi had proposed retaining some departments with unique characteristics such as the Departments of Transportation, Construction, Planning and Architecture, Tourism, and Foreign Affairs. However, this latest draft only retains the Departments of Planning and Architecture and Tourism, while the Departments of Transportation and Construction are merged, and the Department of Foreign Affairs is integrated into the City People's Committee Office.
