"Wide road" for e-commerce development

In recent years, Quang Ninh has always been considered one of the leading localities in the E-commerce Index. In 2025 and the following years, the province will continue to implement many solutions to support the development of this sector, contributing to overall growth.

According to the data of the Electronic Information Portal on management of registration database, notification of e-commerce websites/applications of the Ministry of Industry and Trade (Department of E-commerce and Digital Economy, address http://online.gov.vn), up to now, in the province, there are 166 websites that have registered to notify sales with the Ministry of Industry and Trade and 1 website has been confirmed to register to operate an e-commerce floor ( Raovatquangninh.com) .  

Up to now, 560/560 products participating in the OCOP program have been posted on e-commerce platforms. Of which, 393 OCOP products have met 3 to 5 star standards on e-commerce platforms. In particular, with a core role, the Department of Industry and Trade has coordinated with localities and relevant agencies to promote and guide business households, cooperatives, and enterprises in the province to set up websites, Facebook, and Email; participate in e-commerce trading platforms such as Shopee; Tiki; Lazada, YouTube, and TikTok to promote, introduce products, and sell goods. Up to now, almost all OCOP entities have had websites/Facebook pages to introduce and sell goods; some entities have participated in domestic e-commerce platforms.

With 4-star quality standards, the products have been affixed with brand identification stamps and barcodes for traceability. Since Dong Tien Livestock and Service Cooperative changed the form of advertising and introducing products through online sales channels, it has attracted more orders than before. According to a representative of Dong Tien Livestock and Service Cooperative: Since applying information technology to sales on e-commerce platforms and social networks, it has helped increase sales output to the market many times, and sales are also more convenient and easier. On average, the facility exports 12,000 to 15,000 sea duck eggs to the market each day.

Similarly, many other products have also been known and trusted by consumers, such as: Binh Lieu vermicelli, Quy Hoa golden flower tea in Hai Ha, Cai Rong fish sauce, Co To seafood... All products posted on the OCOP Quang Ninh e-commerce platform accept non-cash payment methods. Currently, the OCOP Quang Ninh e-commerce platform has signed contracts with professional distribution partners, such as: Fast delivery - GHN Express, Viettel delivery, VNPT... and established links on large, reputable e-commerce platforms such as: Lazada, Shopee, Fado, Tiki, and linked with Viettel to integrate electronic payment features via Viettel Pay to maximize consumer payment convenience.

Using e-commerce platforms has increased brand awareness on a large scale, increased opportunities to promote products to many consumers, without limiting the market, time and sales space... Through e-commerce platforms, production, processing and business units also receive accurate assessments from consumers, thereby researching to improve and enhance product quality.

Identifying e-commerce as a consumer trend that will dominate in the coming time, the management agencies of Quang Ninh province are stepping up guidance and support for farmers, producers, processors, and consumers to participate in platforms, from domestic to cross-border e-commerce. The province aims to have 55% of the population participating in online shopping by 2025, 50% of supermarkets, shopping centers, modern distribution facilities, households and individuals using non-cash payment methods in shopping and consumption. E-commerce transaction turnover of the business-to-consumer type will increase by an average of 15%/year. At the same time, 80% of businesses will have websites, place orders or receive orders via electronic means; 90% of purchases on e-commerce websites/applications will have electronic invoices...

Along with that, it is expected that each year the province will support 10 units, including enterprises, cooperatives, and production establishments, to build software for sales management, business management, marketing, logistics, and integrate e-commerce payment card solutions on the website... At the same time, a smart supply chain model, applying big data to forecast the market for a number of key agricultural products will also be built. To achieve this goal, the province will focus on developing and perfecting e-commerce infrastructure in the online transaction support system, integrating payments, electronic invoices and transaction information authentication solutions, deploying a dispute resolution center combined with guaranteed payments, an online management system for delivery services and order completion. In addition, e-commerce products and solutions will also be focused on to help small and micro enterprises to deploy, especially supporting capacity building for export enterprises to participate in reputable domestic and foreign e-commerce trading floors. At the same time, the province will organize connections between e-commerce businesses (online) with traditional distribution businesses (offline), manufacturers through programs such as: Safe food distribution, online promotions... to strengthen cooperation in the business community and consolidate and enhance consumer confidence in e-commerce transactions.

In addition, there will be many events on trade promotion and product consumption through the internet environment organized such as: Online Sales Week, Online Market, etc. to promote e-commerce activities in the business community and people. Not only that, the province will coordinate with the Department of E-commerce and Digital Economy - Ministry of Industry and Trade in connecting the e-commerce trading floor of Quang Ninh province with e-commerce trading floors of provinces and cities across the country, at the same time connecting international cooperation programs in the field of e-commerce and e-commerce trading floors, etc. In addition, the e-commerce trading floor of Quang Ninh province (teqni.gov.vn) will be upgraded and supplemented with many new features, continuing to support businesses in providing information, creating trading opportunities, conducting buying and selling transactions, and making payments via the Internet.

The province will focus on disseminating information about e-commerce, information about policies, opportunities for investment promotion, trade, tourism, especially the local export potential and the list of exporting enterprises through the electronic information page of the Department of Industry and Trade and the Quang Ninh E-commerce Exchange website. In addition, it will develop human resources, improve the efficiency and capacity of state management of e-commerce, promote online provision of public services related to production and business activities, and enhance the application of information technology in public administrative procedures. Deploy applications and use online management software solutions for state management activities of e-commerce.
