Severe cold in the winter of 2023-2024 is likely to appear late and the number of severe cold days tends to occur less than the average of many years.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the second half of August to November 2023, there is a possibility of about 5-7 storms/tropical depressions appearing in the East Sea, of which about 2-3 will directly affect the mainland of our country. Beware of storms with complex developments in both trajectory and intensity.

El Nino is forecast to continue until early 2024 with a probability of about 85-95%. From December 2023 to February 2024, there will be about 1-2 storms/tropical depressions in the East Sea, which may affect the Central region and the Southern provinces.

Heat waves will continue to occur in the Central region in the second half of August 2023 with the number of hot days higher than the average of many years in the same period. In September, heat waves are also likely to occur in the Central region with decreasing intensity and not lasting long.

From the second half of August to November 2023, floods will appear on rivers from Thanh Hoa to Binh Thuan and the Central Highlands. The flood peak in 2023 in the downstream of major rivers from Thanh Hoa to Ha Tinh and Binh Thuan will be at alert level 1- alert level 2, with some rivers above alert level 2; rivers from Quang Binh to Ninh Thuan and the Central Highlands will be at alert level 2- alert level 3, with some rivers above alert level 3.

On small rivers and streams, in the upper reaches of rivers, there is a possibility of major floods, flash floods and landslides; inundation of low-lying areas, urban areas and riverbanks. The flow in the months from September to November 2023, on rivers in Thanh Hoa, Quang Binh, from Thua Thien Hue to Quang Ngai, Binh Dinh, Khanh Hoa and the Central Highlands region is approximately equal to and 10-40% higher than the average of many years in the same period, rivers in Nghe An, Ha Tinh, Quang Tri, Phu Yen and Binh Thuan are generally lower than the average of many years from 10-60%.
