On the afternoon of November 8, at Ho Chi Minh City University of Law, the Ministry of Education and Training (MOET) held a seminar to review and evaluate the implementation of the Law on Education and the Law on Higher Education. Deputy Minister Hoang Minh Son chaired the seminar.
Attending the discussion were leaders of units under the Ministry of Education and Training, representatives of the Department of Education and Training of some provinces and cities in the Southern region and higher education institutions.

Speaking at the opening of the discussion, Deputy Minister Hoang Minh Son said that the organization of the survey and discussion aimed to evaluate the implementation of the Law on Education and the Law on Higher Education with the aim of reviewing and objectively and comprehensively evaluating the achieved results, promptly detecting difficulties, obstacles, inadequacies, conflicts, and overlaps in the implementation of the Law on Education, the Law on Higher Education and related legal policies to propose contents that need to be amended, supplemented, and replaced.
Along with that, it is necessary to study the new tasks and regulations in the documents of the Party, the National Assembly, and the Government related to the field of education and training to propose the contents that need to be institutionalized in the Law on Education and the Law on Higher Education. At the same time, it is necessary to study the practical development of education and training in the region and the world, the impact of the development of science and technology on the training of human resources in the future to propose the contents that need to be amended, supplemented, and replaced in the Law on Education and the Law on Higher Education.
Presenting a summary report on the review and assessment of the implementation of the Law on Education for the 2020-2024 period, Ms. Nghiem Thi Hong Van, Deputy Director of the Department of Legal Affairs, said that the Ministry of Education and Training has sent an official dispatch to ministries, ministerial-level agencies, government agencies and provincial People's Committees, universities and pedagogical colleges on the review and assessment of the implementation of the Law on Education for the 2020-2024 period. The Department of Legal Affairs also sent an official dispatch requesting units under the Ministry, based on their functions and tasks, to organize the review and assessment of the implementation of the Law on Education.
Ms. Nghiem Thi Hong Van, Deputy Director of the Legal Department, said that the Ministry of Education and Training reported at the seminar.
Up to now, based on reports from units under the Ministry, 45 Departments of Education and Training, 18 ministries, ministerial-level agencies; nearly 90 higher education institutions, the Ministry of Education and Training has drafted a report of the Government to submit to the National Assembly Standing Committee on reviewing the Law on Education.
Regarding the review and assessment of the implementation of the Law on Higher Education, Associate Professor, Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, said that by October 2024, the Ministry of Education and Training had collected opinions from relevant units, higher education institutions, ministries, branches and localities. Specifically, 18 ministries, ministerial-level agencies, 56 provinces and cities and 162 higher education institutions had given their opinions on the review and assessment of the implementation of the Law on Higher Education for the 2019-2023 period.
According to the leaders of the Department of Legislation and the Department of Higher Education, according to the plan in October and November, the Ministry of Education and Training will organize surveys and discussions in a number of provinces and cities to collect opinions on the implementation of the provisions of the Law on Education and the Law on Higher Education to detect shortcomings, limitations, obstacles, and difficulties, as a basis for proposing amendments and supplements (if any).

At the workshop, delegates exchanged and discussed the shortcomings, limitations, difficulties and obstacles in the implementation of the Law on Education in the period of 2020-2024 and the Law on Higher Education in the period of 2019-2023. At the same time, they proposed solutions to remove difficulties, obstacles, inadequacies and limitations.
Delegates also proposed and recommended amendments and supplements to a number of provisions of the 2019 Education Law and the Law on Higher Education and related documents.
Concluding the discussion, Deputy Minister Hoang Minh Son thanked the delegates for their practical opinions and contributions to a very important task of the industry.

Deputy Minister Hoang Minh Son requested the standing unit to seriously collect comments to complete the review report. At the same time, he hoped that the Departments of Education and Training and educational institutions would continue to research and give specific comments, with scientific and practical basis in the coming time.
“Clarifying the implementation results of the Law on Education and the Law on Higher Education in localities and educational institutions is very important in assessing the advantages and limitations of the Laws; from there, important proposals can be made to further improve the provisions of the Laws and related documents,” Deputy Minister Hoang Minh Son emphasized.
