This morning, the National Assembly opened its 9th extraordinary session to consider and comment on many important issues, focusing on streamlining the organizational apparatus. Business representatives expressed their belief that the session will move the entire economy in a positive direction, creating momentum to promote national development.

We are in the midst of an institutional revolution, reorganizing the apparatus in accordance with the Central Committee's direction. In that context, the 9th Extraordinary Session of the National Assembly is highly anticipated.

To ensure that the apparatus achieves the goal of Efficiency - Effectiveness - Efficiency as directed by General Secretary To Lam, the decisive factor is people. Accordingly, I believe that the leaders and managers of the apparatus as well as each civil servant and public employee must be people who possess all 5 T's: Heart, Vision, Talent, Trust, and Love. That must be demonstrated in the sense of responsibility in performing public duties, overcoming the situation of shirking responsibility, not daring to propose, not daring to decide, not daring to implement. Therefore, we hope that at this Session, the policies approved by the National Assembly will create a solid foundation for the organization and arrangement of the apparatus to truly ensure the goals, and select qualified cadres to operate the apparatus truly effectively.

We believe that this session and this institutional revolution will move the entire economy in a positive direction, certainly creating momentum to boost the economy this year and the following years. Immediately after the National Assembly passes relevant laws and resolutions, the arrangement of the apparatus and personnel must be put into operation immediately, there is no transition period and there must be an assessment of the implementation results after a month, a quarter, a year...

Along with the reorganization of the apparatus, continuing to improve institutions and laws, promoting the role of the Prime Minister's steering committees and working groups is very important, to help create a favorable business environment for enterprises, including real estate enterprises. Because when real estate projects are cleared of legal issues that account for 70% of common problems, the supply will certainly increase, thereby "cooling down" housing prices.

Policies are needed to facilitate private sector development.

Streamlining the organizational structure will bring many positive impacts to the business community. Specifically, it will help reduce intermediary steps that are only advisory but indispensable in the process; reduce time and costs in applying for sub-licenses and granting business conditions when there is only one agency with overall and sole responsibility. Enterprises will also avoid inspection teams and overlap in management work, thereby eliminating negative costs. Not only that, in the short term, enterprises can receive a surplus workforce from state agencies after streamlining.

On the other hand, state management policies have the opportunity to be more transparent, accessible and consistent. Currently, businesses are often confused by information because there are too many guiding regulations from ministries, departments and branches, sometimes with differences in implementation conditions. A streamlined apparatus will go hand in hand with clearer policies, limiting harassment at the grassroots management level. In addition, a streamlined apparatus will help reduce the burden on the state budget, thereby being able to focus on investing in infrastructure, social security, interest rates, taxes, etc., directly contributing to the convenience and development of the business community.

After streamlining, although the heads of management units will immediately bear higher responsibilities and heavier work pressure, in terms of long-term benefits for businesses and people, streamlining to "choose the essence, not the diversity" is a wise strategic decision of the Party and State.

For the above reasons, we are looking forward to this Extraordinary Session, when the National Assembly will pass laws and resolutions related to the reorganization of the apparatus, thereby creating a legal foundation for implementation. During the implementation phase, maintaining stability and regularity in the operations of the management agency is very important; businesses are looking forward to enthusiastic guidance from state agencies such as which agency to go to for that procedure, which department/officer to meet.

Along with that, the State needs to have policies to facilitate the development of the private sector, such as considering tax and fee reductions for businesses to increase the ability to reinvest and expand production; cutting administrative procedures and strictly handling officials who harass businesses; supporting businesses to access international markets through signing and effectively implementing trade agreements; receiving FDI capital sources with screening to protect domestic production...

Reducing the number of contacts and procedures will increase investment confidence.

Recently, the National Assembly and the Government have had many policies and measures to remove institutional obstacles and create a more favorable business environment for businesses and people.

However, complicated and lengthy procedures, having to go through many ministries, sectors and related agencies; some investment procedures even take several years, have discouraged investors and businesses. In that context, under the direction of the Central Government, the National Assembly and the Government have been very determined to reform institutions and laws. In particular, the National Assembly's extraordinary session with a focus on streamlining the organizational apparatus as well as perfecting personnel will create an important legal corridor to have a truly streamlined, compact and effective apparatus.

The business community is looking forward to the restructuring of the apparatus. Because certainly, reducing the number of focal points will help reduce procedures and costs, thereby making the production and business activities of enterprises more convenient. Streamlining the apparatus combined with promoting the application of technology and digital transformation will not only help carry out procedures faster but also increase transparency. At that time, the confidence of enterprises and investors will increase, they will be more bold in investing capital.

Currently, lending interest rates of banks are generally decreasing. Yesterday (February 11), at the Government Standing Committee meeting working with commercial banks to accelerate, break through, promote growth and control inflation, the Prime Minister also continued to request banks to "sacrifice part of their profits" to reduce lending interest rates, support the economy, people, businesses, and create livelihoods for the people. Along with the interest rate reduction, the institution continues to be perfected, the streamlining of the apparatus, and the reduction of focal points will create momentum for us to believe in a more favorable investment and business environment with fewer barriers in the coming time.
