At the 9th Extraordinary Session, the National Assembly will give opinions on many important contents, with a huge amount of legislative work, focusing on serving the revolution of streamlining the organization and apparatus in the political system according to Resolution 18-NQ/TW of the Central Committee.

Along with that, the National Assembly also considered and decided on many other important and urgent contents submitted by the Government, in order to promptly remove institutional bottlenecks to continue promoting socio-economic development, ensuring national defense and security, and promulgating specific mechanisms and policies to accelerate the implementation of a number of projects and works.
It can be seen that the contents of the agenda of this extraordinary meeting are all very urgent and difficult issues, but "cannot be left undone" and "cannot be done later" for the development of the country, as directed by General Secretary To Lam.
At this session, the National Assembly will consider and approve, according to the shortened procedure, 4 draft laws and 5 draft resolutions to serve the work of reorganizing the apparatus; consider and decide on a number of other important contents under its authority, demonstrating a very responsible, urgent, and drastic working spirit, and the spirit of companionship of the National Assembly in meeting practical requirements. The National Assembly's organization of the 9th extraordinary session also deeply demonstrates the spirit that when practical problems arise, the National Assembly will meet immediately to resolve them.
The contents set out in the program have very urgent requirements in terms of progress, time pressure, many difficult and complicated contents but still have to ensure high quality, especially for each decision made by the National Assembly. For that reason, each National Assembly delegate needs to promote a very high sense of responsibility at this session.
Regarding legislative work, in addition to laws related to organizational structure, the National Assembly will consider and approve the draft Law on Promulgation of Legal Documents (amended) to implement the policy of innovating thinking in law-making, taking efficiency as the highest goal, while ensuring flexibility, brevity, and correctness in the process of promulgating legal documents.
With the very important contents presented to the National Assembly for consideration and decision this time, I expect that the decisions of the National Assembly at the ninth extraordinary session will create a legal framework, an important premise for new development steps of the country in the coming time, contributing to the successful implementation of the goals set out in the Resolution of the 13th National Party Congress.

Urgently and responsibly prepare best for the Session
The ninth extraordinary session can be called the session of creating and renewing the apparatus. Because, at this session, the National Assembly will consider and pass a series of laws and resolutions on organization to create a legal basis for implementing the arrangement and streamlining of the apparatus, in the spirit of "running while lining up", thereby adding vitality so that from here on the state apparatus will operate at a new speed, ensuring the upcoming new development process of the country.

As planned, this Session will consider and pass 4 laws and 5 resolutions to serve the work of arranging and perfecting the institutions and operating mechanisms of agencies, units and organizations in the political system; consider and decide on 4 other contents under its authority, including the content of personnel work... This requires urgent preparation and responsibility of agencies from the central to local levels.
I appreciate the National Assembly Standing Committee, the Government, the National Assembly agencies, the ministries and branches for their urgent work, close and effective coordination in the past time. Thanks to that, despite urgent requirements on progress, time pressure, and many difficult and complicated contents, the quality of the draft laws and resolutions basically meet the requirements and are qualified to be submitted to the National Assembly for consideration at this extraordinary session.
I believe that with the amendment and supplementation of the laws on organization (Law on Organization of Local Government, Law on Organization of Government, Law on Organization of the National Assembly), the structure of the State apparatus from the National Assembly to the Government, from the Central to the local level... will have remarkable changes. Along with that, the amendment of the Law on Promulgation of Legal Documents (previously there were 173 articles, after the amendment there are 72 articles, a reduction of 101 articles, equivalent to 58.38% of the total number of articles of the law) will allow our apparatus to operate much more flexibly and smoothly.
The meeting takes place when we are urgently implementing the final goals of the 13th Party Congress term, setting out the goals of the upcoming 14th Party Congress. In the context that the Central and local governments are summarizing Resolution 18-NQ/TW on the arrangement of the apparatus from the Central to the local level, in the context of celebrating the Party, celebrating the Spring of At Ty 2025, and commemorating the 95th anniversary of the founding of the Communist Party of Vietnam, we are living in historical moments, when the entire political system will be fitted with a "new shirt" suitable for the "Phu Dong body" that is constantly growing.
In this spirit, delegates in the Quang Binh Provincial National Assembly Delegation are seriously studying draft laws and resolutions to ensure responsible and quality participation in the drafts, contributing to the overall success of the session.

In particular, legislative work remains the focus with the amendment of a series of laws related to the organization of the apparatus from the central to local levels such as: Law on Organization of the National Assembly, Law on Organization of the Government, Law on Organization of Local Government, Law on Promulgation of Legal Documents and related resolutions. To rearrange the organization of the apparatus in the direction of "streamlining, compactness, strength, efficiency, effectiveness and efficiency" as directed by General Secretary To Lam, we must start from the legislative stage, which means amending related regulations that are no longer suitable at present.
Along with amending the structure and organization of a number of agencies, it is also urgent to amend and improve the process of issuing legal documents because this work is closely related to the activities of the National Assembly as well as local elected agencies. The draft laws submitted to the National Assembly this time also show innovation in the thinking of law-making, meeting the development requirements of the country.
To serve the session, with not much time, the Government, ministries, branches, localities as well as agencies of the National Assembly have taken part very actively, urgently, and resolutely, especially in the preparation stage to rearrange the organizational apparatus; working day and night, including holidays and holidays, clearly demonstrating the spirit of "running and lining up at the same time". Up to this point, I think that the preparation work for the session has been basically completed, ensuring the conditions of facilities, technology, security, safety, reception, celebration...
Given the urgent and important significance of the Session, I believe that with careful preparation and readiness, immediately after the laws and resolutions are passed by the National Assembly, the agencies, ministries, sectors subject to the arrangement and related work will immediately begin operating effectively and smoothly.
