Accordingly, the payment of extraordinary bonuses according to this regulation is decided by the Party Committee, the head, the head of the agency, the unit according to the management hierarchy. The agency in charge of the content or specialized management, the field of work shall advise, propose, and report to the head, the head of the agency, the unit for consideration and decision according to authority. Specifically:
1. When an individual makes an achievement, the agency or unit commander must immediately report to the agency in charge of the content or managing the specialized field or work area of the unit at the regimental level or equivalent or higher.
2. Based on the report and proposal of the unit managing the reward object, the agency in charge of the content or managing the industry, field of work of the unit at the regimental level and equivalent or higher shall guide the individual to write a report on achievements; appraise, verify, and evaluate the individual's extraordinary work achievements; coordinate with the financial agency at the same level to report and propose extraordinary rewards to the head, the head of the agency, unit and the Party Committee (standing committee) of the agency, unit.
3. The Party Committee (Standing Committee) reviews and approves; the head of the unit at the regimental level and equivalent or higher decides on extraordinary rewards or proposes to the competent authority to give extraordinary rewards.
4. In case of clear achievements, immediate encouragement is needed: The head of the agency or unit decides on an extraordinary reward or proposes to the competent authority to give an extraordinary reward and reports back to the Party Committee (Standing Committee) at the nearest meeting.

5. In case of exceptional achievements discovered by superiors: The detecting authority can decide according to its authority or request the unit to appraise the achievements, decide or propose to the competent authority to give extraordinary rewards.
6. The level at which an individual with outstanding achievements is rewarded shall decide to pay the outstanding bonus. In cases of outstanding achievements that are evaluated, recognized and commended by the Minister of National Defense, the agency in charge of the content or managing the specialized field or work area of the Ministry shall prepare the budget, ensure the bonus and make final payment according to regulations.
For example: Captain Tran Van C, an officer of Regiment 102, Division 308, has outstanding achievements in overcoming the consequences of natural disasters. After Comrade C made outstanding achievements, the Staff of Regiment 102 instructed Comrade C to write a report on achievements; evaluate and verify achievements; coordinate with the head of the Regiment's finance department to report and propose to the Regiment Commander and the Standing Committee of the Regiment's Party Committee to decide on a reward for Comrade C.
If the Standing Committee of the Party Committee and the Commander of Regiment 102 assess that Comrade C's achievements need to be commended and rewarded at the regimental level, a decision will be made to award money according to the prescribed bonus level for the regimental level, which is twice the basic salary.
If the Standing Party Committee and the Commander of Regiment 102 assess that Comrade C's achievements need to be commended and rewarded by the superiors (Division, Corps or Ministry of National Defense), the division level will be requested to issue a decision on a cash reward or the division level will be reported to the competent authority to issue a decision on a cash reward (with the corresponding bonus level from 4 to 8 times the basic salary).
For the above-mentioned outstanding achievements in overcoming the consequences of natural disasters, if comrade C is awarded by the competent authority in the form of reward according to the provisions of the Law on Emulation and Commendation, comrade C will still be entitled to the bonus regime according to the provisions of the Law on Emulation and Commendation. However, the form of reward that comrade C receives is not the basis for the unit to pay the extraordinary bonus regime to comrade C.
Senior Lieutenant General Vu Hai San, member of the Party Central Committee, Deputy Minister of National Defense, has just signed and issued Decision No. 1285/QD-BQP on the Regulation on extraordinary bonuses for subjects receiving salaries from the state budget under the management of the Ministry of National Defense. This Decision takes effect from April 2, 2025, regulating the principles, criteria for considering rewards, bonus levels, processes and procedures for considering extraordinary rewards for subjects receiving salaries from the state budget under the management of the Ministry of National Defense. This regulation applies to the subjects specified in Article 2 of Circular No. 95/2024/TT-BQP dated November 11, 2024 of the Minister of National Defense guiding the implementation of bonus regime for subjects receiving salaries from the state budget in the Ministry of National Defense. The criteria for awarding bonuses, bonus levels, authority to decide on bonus levels and extraordinary bonus rates are specified in Article 5 of this Decision. Accordingly, there are 4 bonus levels for individuals with outstanding work achievements, including: Level 1 - equivalent to 2 times the basic salary; Level 2 - equivalent to 4 times the basic salary; Level 3 - equivalent to 6 times the basic salary; Level 4 - equivalent to 8 times the basic salary. Another noteworthy content is that the bonus level for individuals with outstanding achievements in work is considered and decided by the Minister of National Defense, but is not lower than 16 times the basic salary. |
