The National Assembly discussed amendments to the Law on Organization of the National Assembly and the Law on Promulgation of Legal Documents.

This morning, February 12, after the opening speech of National Assembly Chairman Tran Thanh Man, the National Assembly delegations of the provinces participated in group discussions on the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and the draft Law on Promulgation of Legal Documents.

Comrade Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh Province, Head of Group 16 chaired the discussion session with National Assembly Deputies from the provinces: Yen Bai, Lam Dong, Ca Mau, Ha Tinh.

National Assembly deputies discussed in groups the content of amending the Law on Organization of the National Assembly and the Law on Promulgation of Legal Documents.

Discussing in groups, delegates agreed on the need to amend the Law on the Organization of the National Assembly in order to innovate the organization and improve the quality of activities of the National Assembly and its agencies. Delegates also discussed the scope of amendments; the organizational structure, functions and tasks of the National Assembly agencies; temporary suspension of the performance of tasks and powers of National Assembly deputies;

The discussion session, with the participation of National Assembly deputies from many provinces, focused on giving opinions on innovation in the organization and operation of the National Assembly.

Supplementing regulations on the mechanism to support National Assembly deputies to restore their legitimate rights when they are suspended incorrectly or wrongly; legislative techniques in the development and drafting of the Law project. Delegates believe that amending the Law and promulgating legal documents are necessary to innovate and improve the law-making process, contributing to speeding up the progress and improving the quality of development and promulgation of legal documents to meet the requirements of national construction and development in the new period.

National Assembly deputies expressed their opinions and contributed to amendments and supplements to improve legislative effectiveness.

Delegates also gave their opinions on the system of legal documents; social criticism and policy consultation; the relationship between the policy-making process and the document drafting process; approval and adjustment of the annual legislative program; the process of the National Assembly reviewing and approving draft laws and resolutions; regulations on policy consultation; principles and authority to decide on pilot implementation; and the effective date of the Law.

Speaking at the discussion, Hoang Trung Dung, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Ha Tinh, suggested that this law amendment should simplify processes and procedures, innovate thinking in law-making, strengthen control over power in law-making and enforcement; and review to ensure consistency and avoid overlap.

Comrade Hoang Trung Dung, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh spoke at the discussion session, proposing solutions to innovate the law-making process.

The delegate affirmed that the regulation on policy consultation aims to help agencies coordinate more closely and effectively, improve the quality of drafting and promulgating legal documents, and at the same time, proposed to study and expand the subjects of policy consultation.
